Murmur Hash 2

MurmurHash2 is a non-cryptographic hash function that takes in a key and length as input and returns a hashed value. It mixes 4 bytes of the key at a time into the hash by multiplying the key by a mixing constant and xoring it with the hash. Any remaining bytes are handled with cases. The hash then undergoes some final mixes before being returned.
