1 Ethiopian TVET System and NTQF General Directives

The Ethiopian TVET system prior to reforms suffered from several core problems: industries' demand for qualified workers was not met, graduates could not find employment, and training was inefficient and not aligned with industry needs. The causes included a focus only on formal center-based training, one-size-fits-all time-bound programs, and lack of stakeholder participation. Reforms aimed to create a competent, motivated workforce contributing to economic development through demand-driven, high-quality TVET relevant for all sectors and levels of the economy. The new system established multiple levels of TVET programs and qualifications, and introduced an occupational assessment and certification system governed by a directive to evaluate competencies regardless of how they were acquired.

TVET prior to the reform


Though public & non public TVET development growth continued in 2004/5, the following core problems persisted:

My Occupation no longer exist anymore

Industries demand was not satisfied with the proper qualified manpower,

Trained

graduates couldnt get employment, Industries were not competitive, Training provisions were only centre based, Inefficient way of training (unnecessary redundant training)

General Background: The occupational assessment and certification system is in support to the provisions of the Article 11 of the "Technical and Vocational Education and Training (TVET) Proclamation No--/20--, authorizing the Federal TVET Agency to design, innovate and adopt processes suited for the development of Occupational Standards, and the proper implementation of the Assessment and Certification System.

SCOPE OF THE DIRECTIVE

It is an established fact that the quality of outcome-based TVET delivery will be measured through occupational assessment.

This occupational assessment does not only cover candidates graduating from TVET institutions but whoever feels competent to perform according to the industry requirements as stipulated in the competence standards, regardless of the way the person acquired the competence/s, as well. This directive, therefore, governs the implementation of all the assessment and certification system in the NTQF.
