Negligence of National Tiger Conservation Authority (NTCA) puts Tiger cubs life at stake Photo :Tiger Cub The negligence of the Madhya Pradesh forest department and the National Tiger Conservation Authority (NTCA) has endangered the life of five forlorn tiger cubs in the State.NTCA and the state forest department are playing letter-letter with each other despite taking any concrete step to relocate tiger cubs. Wildlife and RTI activist from the State capital Ajay Dube on Sunday informed that of the five endangered forlorn tiger cubs three are kept in Kanha national park and two at Bandhavgarh in open enclosures. Dube said that of these forlorn tiger cubs a tigress was died in Bandhavgarh due to the negligence of the park administration on May 18, 2013. The mothers of all these cubs were also killed by the poachers and that is why these cubs were kept in the enclosure due to safety reasons. Dube said that the documents obtained through RTI revealed that the NTCA and the state forest department are playing letter-letter with each other despite taking any concrete step to relocate these tiger cubs. In 2009 the chief wild life custodian of the state wrote to NTCA demanded procedure and protocol for shifting these tiger cubs, but neither the NTCA bothered to reply nor any follow up was done form here. It was only after the death of the tigress in Bandhavgarh that the officials of the forest department got awakened and after over four years again wrote a letter on June 3, to the NTCA wishing to know the guidelines for the relocation of these cubs, he added.

'Hindu nationalist' Modi a leopard who won't change his spots: NCP
s the Bharatiya Janata Party continues the strong Hindutva pitch with 'Hindu nationalist' posters in Mumbai, the Nationalist Congress Party has compared the party's poll campaign panel chief Narendra Modi to a leopard who doesn't change his spots. "The leopard never changes its spots. In the beginning, it appeared that their campaign will be development oriented but it's become clear what it will be now," said NCP leader Supriya Sule. Cmon have you never heard this idiom Busiest men have the most leisure and busiest men find the most time? You know why those people are always busy? They are busy because they find the time for everything, they do everything they like, they always say YES to almost everything! Are they Super-heroes? Or are you the one who only says no all the time? I think I need not answer this. It is all about prioritizing your time. That is what is called Time management by our intelligent friends, which we never seem to understand, because normal people can never understand words that include the term management in them. We can understand business, but not business management, we understand anger, but not anger management, time, but not time management, we know people but not people management. Oh wait! We do not know any of them, neither people, nor their management, people is a bigger thing that must be discussed later J so yeah, we do not find ease with the word management. So what? Big deal? If not anything else, just go home from office and spend time with your family , your mother, father, wife and kids, call your friends up and talk to them. For this, what a close of mine, Ben, does is make a list of all his friends, close or far make it a habit to check the list once in a while, and call them up, talk to them, ask them about their lives, tell them about what is going on with our own lives, get to know about them at times, share our own problems and solve theirs too, if not, just call up and say a simple Hieeeeee!! to them with a smile, ask them how are they and thats it. It doesnt need more than 10 minutes to call up one friend at the end of the day; do those ten minutes feel like any loss of track of time to you? I dont think they do! I think if they do not teach you how to manage your time, it at least bring you closer to your family and friends! Is that a thing too small that it doesnt deserve a little time from your busy schedule? Nope! I say whatever you do, you get something in return, something good, be it good health from 10 minute of simple exercise, little satisfaction from a little cooking you do, even if it is just a sandwich, be it just a little happiness from playing a game of scrabble with a friend, be it a little more eaten while you have your dinner with your family at the weekend, be it a thing too small to get noticed, you always get something good from every minute spent doing something to pursue your hobby! So never say Ahh! How I wish I could do something of my choice, but I dont have any time. Just try to adjust, try to accommodate, and who doesnt like to accommodate activities of their choice in the gaps they get while working for money? A little break is always good. If you like chit chatting, you can even chat with your colleagues at the office during the lunch time! Who says people at work cannot be your friends? They can be, best if you do not involve office gossip in the chit chat (if you know what I mean). Who says you cannot call a friend who doesnt call you? Who says you cannot cook if you cook not so well? Who says you cannot draw a sketch if it isnt as good as a picture hanging in the art gallery? Who says you cannot cycle if you have become fat? In fact, the cycling you do now will be more worth it! Who says you cannot write if it doesnt become the most read or the novel that earns a bookers prize? Do it all for yourself ! Not for earning or getting something. Just do it, for yourself ! For it is only you who can do what you like. No one is going to make you happy by cooking, or singing or dancing or painting or reading on your behalf. It is only you who can follow your dreams, not your family or friends or kids. In the end, it is only you, who cares about your own happiness, your hobbies. So, just do it, dont think of it as a hobby that cannot be pursued because you do not have time. Think of it as a thing that you love so much that it is just effortless for you to take out an hour or two for it. If nothing, you will at least end up making half a painting, a ruined burnt dinner, a stupid dance for your loved ones, an awfully clicked photograph, and if nothing else, you will at least get to know your family, your friends, yourself ! Is that not a deal good enough for an hour or two? So, never say I dont have the time; I am busy keeping up with my work schedule, I cannot manage the time, I dont have the weekend off, I dont get enough spare time because of our naughty children, or, I just havent painted for a long time now! all these are the lamest of excuses for running away from yourself. Just remember, your hobbies are the only thing that are yours for keeps till the end of time, and the one who pursues their hobbies never falls short of time. When your hobbies keep you busy , you have not time to waste, you have no time to cry or whine, you have no time left to say, I dont have the time!! if you are busy with your hobbies, you are happy with yourself, and if you are happy with yourself, why on earth would you even need someone else to make you happy? Hobbies make you enough for yourself ! Wouldnt that be an amazing feeling? Wow! So, which one are you? The empty vessel or the one with all the leisure? I think I know it, because I know, everybody wants to be the busiest one who has a LIFE too. So just pick that pen, that paintbrush, that music player, those kitchen accessories and be happy with yourself ! n a case of sheer medical negligence, patients who turned up to donate blood voluntarily were declared HIV positive at a district hospital of Ratlam, thanks to substandard HIV testing kits, which the hospital staff later rectified with fresh kits. The donors were in for a rude shock when hospital authorities tested blood samples of 40 persons and declared them positive. As HIV testing is mandatory before taking blood from donors, nearly 40 donors has come to
the hospital but when they underwent the test, the faulty testing kits concluded that they were infected with HIV virus. "We had come here to donate blood voluntarily but the blood report was demoralising. Though the hospital staff admitted mistake due to faulty kits, such incidences will hold people to come forth for blood donation," a donor Rakesh Goswami said. As soon as the news related to the blood report spread in the hospital, the staff rechecked the blood samples in haste with new kits, which turned out negative and
came as a relief for the patients as well as hospital staff. Blood bank in charge, Dinesh Acharya, said, "We had reported faulty HIV testing kits on July 5 but it went unnoticed. The kits had a manufacturing date of July 12, 2012 and were not of good standard. They should be banned." Civil surgeon of Ratlam district hospital said, "The HIV testing kits were procured by the district hospital at their own level. A total of 1,300 kits were purchased. After the incident, 850 kits were sent back and arrangements for new kits were made immediately ."
hen it comes to the Education Development Index (EDI) in Primary (I to V) and Upper Primary (VI to VIII) schools, Chhattisgarh ranks among the 10 bottom most states in the country, standing at 28th position on a list of 35. Among other things, Naxalism is to be blamed for this dismal record, as violence has prevented schools to function normally . Though it's appalling that a state with an overall literacy rate of 70.28%, (average rural at 66.76 % and urban at 84.79 %) has a poor EDI record, it can draw solace from the fact that it is ahead of bigger states like Bihar and Uttar Pradesh. Even Chhattisgarh's parent state, Madhya Pradesh, does not have an envious record, as it stands a notch above at 26th position. The latest EDI (2011-12) released by the National University of Education Planning and Administration (NUEPA) and the Ministry of Human Resource and Development (MHRD) reveals that Chhattisgarh has fallen behind in most of the 24 performance indicators, broadly grouped under the four heads
of- access, infrastructure, teachers and outcome. As for infrastructure- determined on the basis of classroom-teacher ratio, drinking water, separate toilets for boys and girls, ramps and kitchen rooms, Chhattisgarh stands 25th on the list for primary schools and 31st for upper primary levels. However, its performance is better in Access Ratio, determined by the density of schools per 10 square km and the availability of schools per 1,000 child population, as it stands at 19th and 21st positions on the list of 35 primary and upper primary levels respectively . The student-teacher ratio is dismal at the class VI to VIII level as the state is 31st on the list. It's a notch better for primary levels as it stands at 28th position. On an average, there are only 3.8 teachers per school. The state's performance under the Outcome head, calculated on the basis of dropout rate, transition loss, enrolments, Muslim participation, working hours of teachers and gender diversity, was however, better than all the other indicators with Chhattisgarh securing the second position in primary level after Tamil Nadu and 11th in upper primary level.

"Moreover, a few schools have been shut down due to inadequate infrastructure," she claimed adding that even Right to Education (RTE) had not been implemented in letter and spirit. "We do not fulfill the criteria of having a primary school within 1km of habitation and an upper primary school within 3km," she said while maintaining that due to Naxalism, recruitment of teachers was a big problem in many areas. "No experienced teacher wants to join there and as per the RTE mandate there should be trained staff. We are trying to do our best but due to such problems we are not able to perform. These are constraints beyond our control," she said.
INDORE: In order to compensate shortage of doctors, the state government is soon going to introduce SMS-based medicine prescription. The activity is in pipeline and is expected to roll from October 2. The medicines will be provided free of cost from government health centres on showing the message received from identified mobile phone. Joint director (health) Dr Sharad Pandit said, "The scheme is in pipeline. However the details are yet to come." According to the sources, recently senior officers of health department held a meeting with doctors and experts of AIIMS Bhopal. The aim of bringing in the facility is to increase the reach on healthcare services in far flung areas. The service will help patients getting free consultancy from government doctors on phone and SMS sent by them through their identified mobile number will be treated as prescription to get free medicines and test at the nearest hospital and health care centre. Though the facility was appreciated by the doctors' community, they believed physical examination is important for better understanding. "The service will save time and money of the patient as they will need not to go to hospital for consultation. However, there are chances of misuse of the service for collecting free medicines," said a doctor.

eports are emerging online that Truecaller, a mobile application which allows cellphone users to trace callers ID and location in exchange for allowing the app access to their phone directories, has been hacked by the Syrian Electronic Army (SEA), a hacktivist group. It was just last month that Truecaller announced that it had over a million users in India, of its twenty million users worldwide. The reports have not so far been confirmed by Truecaller. Situated in the States Sheopur district, the Kuno Wildlife Division is spread over 1,269 sq km. A section of the Asiatic lions will be translocated here which includes 344.68 sq km of Kuno Wildlie sanctuary . As Kuno has luxuriant grass with mixed forest, it supports all major
prey species like chital, chinkara, sambar, nilgai and wild boars. The overall prey density is about 50 animals per sq km which is bounteous to meet the food needs of the about-to-beintroduced pride of lions from Gir. Dr. Faiyaz A. he Kamasutra carvings that swathe Khajuraho's three groups of temples are among the finest temple art in the world.
Mahadev and Devi Jagadamba, is dedicated to Shiva, who's carved on the lintel of its doorway . Although small and insignificant compared with its mighty neighbours, it houses one of Khajuraho's finest sculptures - a sardula (mythical beast, part lion, part some other animal or even human) caressing a 1m-high lion. Devi Jagadamba was originally dedicated to Vishnu, but later to Parvati and then Kali. Some believe it's still a Parvati temple and that the Kali image is actually Parvati, painted black. The carvings include sardulas accompanied by Vishnu, sarasundaris, and mithunas frolicking in the third uppermost band. Its three-part design is simpler than Kandariya-Mahadev and Chitragupta (1000-25). It has more in common with Chitragupta, but is less embellished with carvings so is likely a little older. North of Devi Jagadamba, Chitragupta is unique in Khajuraho and rare among north Indian temples - in being dedicated to the sun god Surya. In the inner sanctum, Surya drives his seven-horse chariot, while on the central niche in the south facade is an 11-headed statue of Vishnu, representing the god and 10 of his 22 incarnations. Continuing around the enclosure, the closed-up Parvati Temple is on your right. The name's probably incorrect, since this small temple was originally dedicated to Vishnu and now has an image of Gauri riding a godha (iguana). Believed to have been built in 1002, the Vishvanath Temple and Nandi Shrine are reached by steps flanked by lions on the northern side and elephants on the south. Vishvanath anticipates Kandariya-Mahadev, with which it shares saptamattrikas (seven mothers) flanked by Ganesh and Virabhandra, and is another superlative example of Chandelan architecture. At the other end of the platform, a 2.2m-long statue of Nandi, Shiva's
bull vehicle, faces the temple. Matangesvara, outside the fenced enclosure, is the only temple in Khajuraho still in everyday use. It may be the plainest temple here (suggesting an early construction) but inside it sports a polished 2.5mhigh lingam (phallic image of Shiva). The ruins of Chausath Yogini, beyond Shiv Sagar, date to the late 9th century and are probably the oldest at Khajuraho. Constructed entirely of granite and the only temple not aligned east to west, the temple's name means 64 - it once had 64 cells for the yoginis (female attendants) of Kali, while the 65th sheltered the goddess herself. It is possibly India's oldest yogini temple. A further 600m west is the sandstone-and-granite Lalguan Mahadev Temple (c 900), a small, ruined shrine to Shiva.

The Archaeological Museum, announced by a wonderful 11th-century statue of Ganesh (dancing sensuously for an elephant-headed deity), has a small but well-presented collection of sculptures from around Khajuraho. This is a good opportunity to get up close to some very well-preserved carvings. At the time of research, there were plans to move this museum to a larger site north of the Western Group, but dont hold your breath; theyve been telling us that since 2006.

Supreme Court: acid attack victims to get one lakh within 15 days

he central government recently took measures to curb the rising number of acid attacks across the country by regulating the sale of acid. According to the Union Home Ministry estimates, around 500 attacks have taken place over the past four years. Perpetrators of this crime are mostly spurned lovers. Sulphuric and hydrochloric acid are usually used in attacks and are easily available in local hardware stores. However once the government issues the notification, those who want to buy sulphuric and hydrochloric acids will have to produce identity cards before they can purchase these acids. The government's notification will set tougher rules and regulations for selling, sorting and transporting unsafe acids. This is no doubt a step in the right direction. However, lot needs to be done to reduce the episodes of acid attacks. India is an unregulated society . More stringent steps should be taken by the government so that innocent lives aren't lost or ruined due to acid attacks. Pragya Singh, an acid attack survivor and activist, says buying acid is as easy as buying candy . "Even a child can buy harmful acids. Once the government regularizes the sale of acid, it will be easy to track criminals. Moreover, those who contemplate using acid to attack others will know they can be traced," says Pragya. Founder of the Stop Acid Attacks (SAA) campaign, Alok Dixit, says a law can't make much of a difference when it comes to incidents related to acid attacks, which are mostly targeted at women. SAA is extensively using social media to create awareness about the issue.

The buyer will also have to declare the purpose for purchasing acid. The acid seller will have to submit the details of the sales to the local po-
lice within three days and undeclared stocks of acid can be confiscated and may impose a fine of up to Rs. 50,000. The top court has asked states to frame rules within three months to regulate retail sale of acid and other corrosive substances. It also asked the Centre, states and Union Territories to make the acid attack offence non-bailable.
he Union Cabinet on Wednesday approved amendments to the marriage law to enable a married woman to get a share of her husband's ancestral property as compensation in case of a divorce. Accepting a slew of recommendations of a Group of Ministers (GoM) that was set up to debate the issue, the Cabinet cleared the Bill that is now expected to come up for passage in the Monsoon Session of Parliament next month. The GoM had been tasked to ensure that the marriage law was made more women-friendly and decide how sufficient compensation can be given to a woman from her husband's ancestral property in case of divorce on the ground of "irretrievable breakdown of marriage". The GoM was also asked to take a view on whether a judge can exercise discretion in granting divorce if one of the partners does not move a second "joint application" for divorce with mutual consent. In the event that ancestral property cannot be divided, the new bill says that the woman should get adequate compensation by calculating the husband's share. The GoM also discussed the issue of allowing courts to decide on doing away with the mandatory sixmonth waiting period for couples seeking divorce through a joint petition by mutual consent.
