Duties of Officers belonging to Programme Discipline

Additional Director General Additional Director General is the head of the Programme Division of All India Radio and is responsible for the planning, development and production of programmes on AIR network. He directly supervises the following functions:1. Programme Policy and Coordination including Language policy, Fixed Point Charts, Zoning, Anniversaries and Festivals, Religious broadcasts, Secularism. etc. 2. Development Publicity and Campaigns. 3. News and Current Affairs including Elections and OBs. 4. National Programme of Talks and Discussions in Hindi and English. 5. Station Directors' Conference. 6. Advisory Committees. 7. Parliamentary Consultative Committee meetings and State Information Ministers' Conference. 8. National Symp6sium of Poets and Literary Programmes. 9. Sanskrit Programmes. 10. Asian Games. 11. Audience Research. 12. All service matters connected with PEXs and TREXs. 13. Any other matter connected with programmes of AIR not covered in the duties allocated in this order. Matters connected with programme policy and important cases including matters relating to ASDs and above and cases of appointments, transfers and postings of PEXs will be submitted to DG. Deputy Director General (Commercial) 1. Commercial Service including Vividh Bharati. 2. Transcription, Programmes Exchange and Archives. 3. Foreign relations including cultural agreements and protocols, Deputations abroad, Asian Broadcasting Union, Commonwealth Broadcasting, etc. 4. Staff training. 5. Library and Books. 6. Public Relations and Press Publicity including Programme journals and Publications. 7. National Programme of Dramas and Features. 8. External Services. 9. The issues involving change in the Headship of Stations under the rotational system, which hitherto were referred to DDG(P). Thereafter, the files will be shown to Addl. DG.

Deputy Director General (Inspection) 1. Inspection. 2. Planning and Development including Soft-ware Schemes, Opening of new Stations, Personnel Planning, SIU, etc. 3. Music, including National Programmes, Sangeet Sammelan, Auditions. 4. Educational Broadcasts including Yuv Vani, Science Programmes, Farm Homeand Family Welfare and Industrial Programmes. 5. Acting as Member of the DPCs in respect of termination of probation, E.B., Confirmation of PEXs, etc. where hitherto DDO(P) was the member. DDG(I) and DDG(C) will wherever necessary send their proposals to AddI. DO, who may bring important cases to the notice of DG.

Deputy Director General (PP&D) 1. Implementation of all programme schemes under the NLF. 2. Formulation of software proposals under the NLF, financial impucations, preparation of EFC memo. etc. 3. Formulation of proposals for setting up new Radio stations including local stations. 4. Modernization and improvement of studio facilities. 5. Formulation of proposals for payment of fees to Casual Artist 6. Overall supervision of preparation of Budget and watching progress of expenditure under NLF. 7. Ensuring that consolidated progress report of Software & NLF schemes is prepared and submitted to Ministry in time. 8. All work relating to development/zoning of AIR stations. 9. Assessment of programme staff for Plan scheme. 10. Followup action of software and NLF schemes in operation and ensuring proper planning, execution and supervision. 11. Monitoring and examining the fixed points chart of the stations and data regarding Programme composition at stations. 12. Akashvani Annual Awards. 13. Examination of SFC memos and comments thereon. Deputy Director General (Regional) 1. To approve the appointments of Staff Artists on a basic fee upto Rs.700 (prerevised). 2. To make transfer of staff artists upto and including the Producers within the region. 3. To make transfers of group `D' and group `C' administrative and programme staff within the region. 4. Controlling Officer in respect of Station Directors in his region.

1. Maintaining active liaison in the Ministry of Agriculture, Rural Development and other Govt. and Quasi-Govt. organisation regarding Farm & Home Programmes. 2. Guiding the Stations where Farm & Home Units are established in designing and producing programmes for promoting awareness and for motivating the people to adopt new techniques for better way of life. 3. Designing and guiding Station Directors in determining the quantum of F & H material to be broadcast in various programmes for special audience of the Stations especially for rural listeners. 4. Supervising production of model programmes and scripts at the Headquarters for circulation to the various Stations for adoption in local languages. 5. Participating in training programmes conducted by the Ministry of Agricultural & Irrigation and other Government and Quasi-Govt. organisation. 6. Supervising and developing syllabi and designing in service training programme of the employees of AIR in the F & H Units. 7. Supervising of the Admn. and Technical matters in the Farm & Home Units at the Headquarters 8. Any other work allotted from time to time. Joint Dkector (Farm & Home) 1. To supervise the working of a cell at the Directorate General dealing with Farm & Home Programmes. 2. To establish and supervise the working of Intensive Agricultural Broadcasting Units at the Stations. 3. To assist in conducting special training programmes for personnel engaged in Farm Broadcasting. 4. To guide and supervise the Group Listening in the States. 5. To issue instructions and give guidance to the Stations regarding radio support to various schemes launched by Government of India and States for upliftment of rural people, specially for the poor, like applied nutrition programmes and employment to landless labourers etc. 6. To issue instructions and give guidance to the Stations regarding radio support to the small industries etc. 7. To examine the new item proposals for setting up Farm & Rome Units at Stations year to year. 8. Overall supervision of all radio programmes projected to rural area~s with emphasis on development activity. 9. To examine draft replies, notes for supplementaries and background material for Parliament Questions relating to subjects. 10. Any other work allotted from time to time. Director of Programmes (Development) 1. Development of AIR Stations including requirements of additional staff and facilities. 2. Changes in Programme composition including FPC from AIR Stations. 3. Zoning of AIR Stations 4. AIR-16 statements and data about programme composition of AIR Stations.

Main Duties and Functions of Director (Sports) 1. Management, coordination and administration of Sports Cell in the Headquarters of All India Radio, and overseeing work of Sports Cells in AIR Stations. This will include liaison with the Engineering Wing of Directorate General regarding technical arrangements. 2. Organisation of indepth coverage of spofls events and programmes of different sports, national and international, including periodical publicity, and advising stations on sports coverage. 3. Advise Director General regarding general policies and guidelines which may be framed for sports. 4. Coordination and Liaison with national and international organisations in the field of sports and the concerned Ministries and Government agencies for a suitable coverage of sports events on AIR. 5. To organise panel discussions or magazine programmes on sports as may be necessary. 6. To draw up and organise training programmes on all-India basis, for sports staff and commentators. 7. To recommend to DO AIR the composition of commentators' teams to cover national and international games and broadcast commentaries, occasionally, on national/international sports events. 8. To initiate action for cqmposition/ reconstitution of Sports Advisory Committees/Screening Committees, and to act as Member-Secretary/ Convener of these Committees. 9. To organise, in consultation with Audience Research Unit, listeners surveys for AIR sports programmes. Director of Programmes (Spokenword) 1. National Programme of Talks, Plays and features 2. Spokenword schedules, Kavi Sammelan and fees for talkers/ drama artist/play arrangements. 3. National Symposium of Poets. 4. Local announcements and weather bulletins. 5. Publicity Campaigns. 6. Memorial Lectures. 7. Special Audience programme - (i) Yuva-vani (ii) Industrial Workers (iii) Plantation Workers and Troops and Consultative Panels thereof 8. Directorate's Books Library and matters relating to Libraries at Stations. 9. Matters concerning Archives (Spoken Word)

Chief Producers/Dy. Chief Producers 1. To plan and produce special programmes. 2. To supervise programmes~planning of the stations relating to particular discipline and give guidelines regarding them, 3. To plan and produce or supervise programmes on national hook-up. Duties of the Director (Community Singing Cell) 1. Creating awareness among the masses/youth/children regarding community singing movement. 2. Getting the coverage done of all the Community Singing Movement activities all over India on Radio and TV and sending reports to the relevant Ministries. 3. Selection including vetting of lyrics for Community Singing Movement songs. 4. Getting the songs recorded for Community Singing Movement with the help of Regional Composers/ Stations/other composers. 5. Selection of songs (with the help of outside musicians/ composers) after recording, for All India Broadcasts. 6. Recording of music lessons for the songs thus selected 7. Getting the notations prepared of the songs and supplying them to Stations/Education Departments/NCERT/Ministry of Human Resources for getting them printed. 8. Scheduling of Community Singing Movement songs for broadcast from different Stations of AIR and Vividh Bharati Service. 9. Circulation of Community Singing Movement songs/lessons to all the Stations of All India Radio 10. Supply of Community Singing Movement songs to T.V. 11. To obtain suggestions from public/musicians/press/A.I.R. Stations for inclusion ofsongin different languages and from different regions in the Community Singing Movement. 12. Doing correspondence and other related administrative work in respect of all the above items of work. Asstt. Director of Programmes/ADPs/ASDS All these officers belong to the programme cadre of AIR and assist their respective Director of Programmes in the performance of the duties listed above.

7.1.6. Duties and Responsibilities of the Head of Office


For efficient and smooth functioning of the Stanon one of the senior most Programme or Engineering Officer is declared as the Head of the Office. The Director General, All India Radio is competent to declare any gazetted officer subordinate to him as head of office provided that not more than one gazetted officer shall be declared as Head of Office in respect of the same office. The broad functions and responsibilities of the Head of the Office are as under: i) Overall responsibility : A Head of the Office may authorise gazetted officers serving under him to incur contingent and miscellaneous expenditure on his behalf subject to such restrictions and limitations as may be laid down by him. He may authorise any gazetted officer of the office is no Sr. Administrative Officer/Administrative Officer. However, the Head of the Office shall continue to be responsible for the cqrrectness, regularity and propriety ofthe expenditure incurred by the gazetted officer So authorised (CTR-142). ii) Disciplinary/Recruiting Authority : The Head of Office is also the DisciphnaryAuthonty in respect of Group `C' and `D' staff. As a result of the rotational system of headshjp at many AIR Stations, the respective heads of disciplines have been made recruiting authority. But the responsibility for appointment, discipline and service conditions shall continue with the head of the Office. iii) Recruitment : Recruitment of regular staff in groups `C' and `D' is to be done by the Head of office, inaccordance with the rules, instructions, orders etc., issued by the Government from time to time regarding the source of recruitment, reservations for different categories, medical fitness, verification of character and antecedents etc. Recruitment of `Artists' and certain Group `C' technIcal posts other than Engineering Assistant will be handled by the Programme/Engineering Head respectively but the formal appointment orders will be issued by the Head of Office. iv) Procedure for Recruitment of Staff Artists/Artist : All matters relating to the recruitment of `Artists' at the stations where the Station Directors are in position, should be handled by them i.e. Station Directors even though the~Station Director may not be Head of Office. However, at Stations where there is no Station Director, the recruitment of `Artists' should be handled by the Station Director ofthe main station in the State who will act as the Chairman of the Selection Committee.

v) Procedure for recruitment of Technical Staff : All matters relating to the recruitment to technical posts like Mast Technician, Technician, Diesel Engine Driver, Carpenter and Painter etc. should be handled by the Supdg. Engineer or Station Engineer of a station, where they are in position, even though they may not be the Head of Office. The Supdg. Engineer/Station Engineer would be the Chairman of the Selection Committee. vi) Other Functions : The Head of Office is also responsible for other jobs like grant of leave, increments, Efficiency Bar, termination of probationary period, Quasi-Permanency, transfer, confirmation, promotion; disciplinary action, review at the age of 50/55, superannuation etc. vii) Delegation of Power : The Head of office shall authorise to the senior-most programme officer/engineering officer hundred percent powers in respect of subjects that concern the duties, responsibilities, etc.. of the engineering/programme officer, as given in Annexures I & II. Non compliance of this procedure will require the approval of DG AIR. viii) Budget & Accounts : The Head of Office will discharge the following obligations in regard to finance and accounts subject to the general instructions issued by the Government from time to time: a) Preparation and control of budget and revised estimates with the help of Programme/Engineering b) Payment of dues to staff & other contingencies; c) Receipts on behalf of Government. d) Compilation of yearly proforma accounts. ix) Confidential Reports : The Head of Office has to ensure maintenance. and completion of the CRs of the Staff relating to the disciplitie to which he belongs as also in respect ofAdministrative and Accounts Staff as per Government instructions. Maintenance and completion of CRs in respect of~the staff of the belongipgs will be the responsibility of the officer heading the other discipline at the station.

x) Promotion of Hindi : The Head of Office is also responsible for progressive use of Hindi in transaction of Government business as per Official Language Act, 1963 and general instructions/orders etc. issued fiom time to time. xi) Transport : Transport requisitions placed by Heads of Programme or Engineering Wing may be honoured by the Head of Office without examining its merit. In case of any irregularity the requisioning Officer (Head of Programme/Engineering) would be held responsible. So while placing requisition for out of city limit journey; the respective Head of Programme/Engineering Wing must carefully assess the need and various economy instructions issued from time.to time, before placing the requisition.

xii) General : The Head of Office is responsible for the maintenance of cleanliness of the office buildings, studios, etc. including the technical areas of the station. He is also responsible for security of the buildings, classified documents and welfare of staff.

Delegation of Powers to Programme Heads at Stations Where Engineering Officers are the Heads of Office
1. All matters relating to engineering and technical activities. 2. All matters relating to the co-ordination with Department of Telecommunication and Power Supply Authorities; authority to sanction expenditure under these heads. 3. All the matter pertaining to maintenance of building including electrical works and land. Approval and expenditure sanctions, co-ordination in CCW in respenct of these items. 4. Grant of leave (all types), relieving on transfer, sanction of tour OTA to members of staff working with them. 5. Recruitment and appointment of the engineering and technical staff. 6. Power to incur expenditure under the head MET&P and 'Minor Works' including departmentally executed works. 7. Power to deploy vehicles for the engineering activities like transport of shiftduty staff to 8. Power to purchase technical books and journals. 9. Power to declare items of technical stores as unserviceable and their strike (a) off from stock books. 9. Power to sanction write off losses of stores. (b) 10. Power to sanction demurrage charges. 11. Power to hire transport for conveyance of stores. 12. Power to deploy vehicles for the engineering activities like transport of shiftduty staff to Transmitter and Receiving Centre, inspection by officers, coordination with power supply, telecommunication, revenue authorities etc. and Obs. 13. Shifting of office/Residential Telephone including new connections.

Delegation of Powers to Programme Heads at Stations Where Programming Officers are the Heads of Office 1. All matters relating to programme planning, programme production and
programme administration 2. Constitution, convening and conduct of all advisory committees. 3. All matters relating to auditions including constitution, convening and conduct of auditions. 4. All Matters relating to public relations with artists, scholars, writers, listners' organisations, State Governments including organising invited audience programmes inside or outside the Station. 5. All matters relating to inter-media publicity, multi-media campaigns. 6. Matters relating to audience research and regional news units including provision and use of teleprinters/telex. 7. Purchase and supply of books, magazines, newspapers, musical instruments, Gramaphone records, recorded cassette etc. 8. All matters relating to casual/E.L. and all other types of leave to all staff working under the programme heads. 9. Recruitment and appointment of all programme staff including Librarians. 10. All matters relating to printing and issue of invitation cards, printing of contract and other programme forms, cue-sheets log book etc. 11. Deployment of vehicles for OBs and other programme coverages and contracts including hiring of Taxies. 12. All sanctions relating to OTA and extra remuneration to programme staff. 13. All the expenditure on press, publicity, public relations, advertisements etc. 14. Power to book and making advance payment for booking halls/auditorium. 15. Presentation of publications, books etc. to talkers, artists and others. 16. Expenditure in connection with the printing charges including printing of pamphlets, payment of royalties etc. 17. Engagement of artists including fixation of fees. 18. Entertainment of artists etc. 19. Hiring of musical instruments and furniture and other things required for invited audience programmes. 20. Grant of TA advance to programme staff. 21. Power to write off and strike off from stock registers, books, magazines, Gramaphones records, musical instruments etc. 22. Changes in fixed point charts.

.1.7. Duties of Programme Officers at Stations


i) Principal Functions and Responsibilities of a Programme Head are: Supervision and Organisation of Programme which broadly include: a) Planning and Scheduling, Production and presentation, transmission of programmes. b) Implementation of directives issued by the Directorate on specific aspects of programme policy. c) Scrutiny and approval of programme schedules/ proposals. d) Engagement of casual artists/talkers/ authors, fixing of their fees, execution of contracts with them and payment to them. e) Recruitment of Staff artists in artist category and other programme staff in respect of whom SD is the recruiting/appointing authority. f) Allocation of the duties of the entire programme staff including Staff Artists, direction and supervision of their work in all aspects. g) Constitution and convening of Audition Committees, audition and classification of artists. h) Maintenance of libraries of books/ newspapers/journals/gramophone records/tapes etc. i) Constitution of Advisory Committees, Consultative Panels, convening and presiding over the meetings, preparation of Reports Memoranda, Notes and minutes pertaining to Committees/Panels. j) Arrangements pertaining to the functions organised for invited audiences, issue of invitations, hiring of halls and outside-broadcasts. k) Publicity. l) Relations with the State Government. m) Close contact with the press and listeners and constant watch over press and listener reactions. n) Audience Research. o) Liaison with musicians, musicologists, litterateurs, scientists and eminent personalities.

p) Submission of periodical reports to the Directorate. q) Preparation of programme Budget Estimates and Control over the expenditure on programmes, Audience Research and public relations and Budget of the station. r) Promotion of the use of Hindi, in official correspondence. s) Coordination with other stations in the programme zone. t) Inter Media Coordination and conducting campaigns. u) Utilisation of OH vehicles and drivers.

ii) Asstt. Station Director: The duties of Asstt. Station Director in charge of Administration correspond to those of the Sr.Administrative Officer/Administrative Officer. The Asstt. Station Director(Programmes) assists the Station Director in all matters concerning the Planning and Production of programmes; he supervises the work of the Programme Executives and Producers; he is responsible for part of programmes administration and such other functions which the Station Director assigns him. (iv) Programme Executives : i) General: a) The staff entrusted with the Planning and. Production of programmes at an AIR Station is divided into a number of individual units, each responsible for a particular branch of activity. The number of such units and the strength of each Unit varies according to the size and programme out put of individual AIR Station, but the basic pattern is the same. b) The Programme Executive plays a pivotal role. He is at once the convenor, the coordinator, and the conductor - in respect of all functions and activities of the unit to which he is attached. He arranges discussions and consultations, within the unit; he co-ordinates the work of different members of his unit, and the work of his unit with that of the other Programme Units at the Station; and he provides the means to translate ideas and plans into actual broadcasts. ii) Broad Categories of Functions: For a detailed and precise picture, the duties and functions of Programme Executives can be divided into the following categories:

A. Planning and Co-ordination B. Programme Administration C. Programme Production D. Public Relations. Each of these aspects is explained below:iii) Planning and Co-ordination: a) Preparation and maintenance of the basic fixed-point schedule according to which time and channels are apportioned after taking into account factors like the nature of the Programme, listener habits and preferences, requirements of balance and variety, coordination with the plans of other stations in the region as well as with the centrally organised National Broadcasts and other programmes of nation-wide coverage. b) Processing of instructions received from the Directorate; of recommendations made by various central and regional advisory committees, and at conferences and seminars organised by AIR and decisions taken at the daily programme review and planing at the stations. c) Preparation of quarterly schedules for various categories of programmes, keeping in view the requirements of topicality, consideration 6r balance and variety, compliance with policy directives etc. d) Preparation of the weekly programme schedules for publication in AIR programme journals, timely incorporation of changes which become necessary, after the submission of the initial schedules. e) Preparation of daily transmission cue-sheets, incorporating last minute changes and adjustment. f) Preparation of rehearsal and production charts involving allocation of artists, Studios, equipments and other facilities. g) Compilation and maintenance of classified lists of various categories of artists, talkers and performers, in consultation with the Programme Production Staff. h) Study and examination of listeners' reactions. and press comments, and working out their implications in terms of programme planning. i) Organising action on special programme projects, either long-term or short-term, for instance, recording and collection of folk and devotional music, of renderings of classical music by Old Masters of stage songs and other material of rare value - for use in programmes and for preservation in the Archives.

iv) Programme Administration: a) Watching tile progress of expenditure under the relevant budget heads in terms of the allotment made to different Programme Units working out fees and expenses to be paid to artists according to the scales prescribed; and submission of detailed proposals pertaining thereto, for sanction by the Station Director. b) Execution of contracts with artists, talkers, performers and writers; to the extent laid down in para 5.10.8. attending to all aspects of copyright; and carrying out correspondence pertaining to such transactions. c) Dealing with correspondence with listeners, with other stations Of AIR, and with the Directorate on various aspects of programmes. d) Dealing with all administrative work involved in the procedure governing audition and classification of artists. e) Requisitioning of tape-recordings, gramophone records and scripts for use in broadcasts, as per schedules. f) Supervision over the maintenance of libraries of gramophone records and taperecordings and over the maintenance of musical instruments. g) Supervision over the functioning and discipline of the staff working in the unit. h) Organisational work connected with the supply of tape-recorded programmes to the Programme Exchange Unit, to services like the Vividh Bharati, the linked stations, and to other stations making a request for such materials. i) Bringing out pamphlets and brochures in respect of services like School Broadcasts, Farm Forum Programmes and any other special type of broadcasts. j Preparation of reports, memoranda, notes and minutes pertaining to meetings of advisory committees. k) Doing duty during transmissions in order to supervise the work of the transmission staff, and to deal with any emergencies. l) Supervision and maintenance of transport, and coordination of transport requirements of various units, maintenance of relevant records. He may also be entrusted with the work: 1. Reviewing the Car Log Book every day and signing after the last entry in token of check and approval of journeys performed (vide Instruction 4 on Form AIR A.60).

2. Attesting every entry in form AIR-A61 Petrol, Oil and Maintenance Account (vide paragraph m) Arrangements in connection with outside broadcasts. n) Arrangements pertaining to the functions organised for. invited audiences, issue of invitations, hiring of halls, seating arrangements, reception facilities etc. o) Organisational work relating to various types of listener clubs, Radio Rural Forums, Women's and children's listening clubs, Industrial Listening Forums and maintenance of relevant records. p) Programme Executives are also authorised to grant casual leave to staff working under them. v) Programme Production: The Programme Executive is required to plan and produce features, talks, plays, music programmes, women's and children's programmes, school broadcast and other programmes broadcast at AIR Stations/Doordarshan Kendra. In short, his production duties consist of:a) To plan programmes in consultation with other officers; b) To ensure the successful presentation 0f such programmes by coordinating the activities of staff in the Unit and with other Units. c) To present radio reports, to interview people, to take part in discussions, plays, features etc., to read scripts of stories, poems etc. and to present programmes for special audiences. d) Programme Executives of Music programmes are also expected to give solo performances, presenting music lessons etc. e) To present various type of Programmes including Rehearsal, Recording etc. f) To conduct and supervise the correspondence, maintenance of registers, catalogues, etc. pertaining to the special activity for which the Programme Executive is responsible. g) To write scripts and to take part in the production of any programmes planned or produced by him. h) To edit and adapt material to be broadcast. i) To maintain background material for programmes for reference. j) To render all such assistance to the Head of the Programme Wing as may be necessary for the smooth working of the station.

In short, the functions of a Programme Executive in the planning and production of programmes are comparable to that of a Stage Manager who in order that the performance goes through successfully, must know every bit and detail of the entire programme and be able to give suggestions and advice from a professional and technical angle. vi) Public Relations: Another important category of functions performed by the PROGRAMME EXECUTIVE is in the field of public relations. These pertain to dealing with the artists and talkers who are booked, attending the various public activities and functions which take place in the sphere of literature, art, industry, social welfare, national development, etc. activities with which the PROGRAMME EXECUTIVE must keep in constant touch so that these can be reflected in the programmes in one way or other; He has also to be aware of public reactions to the programmes as expressed in letters; in conversion and through the press. ix) Transmission Executives : The Programme Cadre in AIR starts from the post of Transmission Executive. The duties of the Transmission Executives are multifarious in nature. These are broadly indicated below: 1. The Transmission Executive is placed incharge of the Station's transmissions and he functions as the Duty Officer He coordinates between the performing artists/talkers, the programme presentation staff and the Engineers. He is responsible for collection and issue of all the programme material and their broadcast according to the programme cue sheet. Outside office hours he is also placed incharge of duty vehicles and functions as contact officer assisting the Station Director. 2. The Transmission Executive is responsible for carefully watching the various items of programmes broadcast and preparing the Daily Report in form AIR-P-29. Any deviations from the scheduled programmes are noted in the form each day and a consolidated report for a month sent to the Director General, All India Radio, by the 1st week of next month. 3. The Transmission Executive should evaluate programmes at All India Radio Stations/ Offices and enter their assessment in the column "Remarks for Card Index" of the Daily Report for the day's broadcast. The assessment should be discussed in the next programme meeting and modified or revised in the light of comments of Senior Programme Officers concerned etc. in the meeting. Thereafter the final assessment should be entered in the Card Index(AIR-P-34) 4. Those Transmission Executives who are on duty in the morning shift should attend the programme meeting to be held on that day. These Transmission Executives will later apprise their colleagues, that is, other Transmission Executives, of the discussion held and decisions taken in the meeting, which concern them.

5. Detailed entries should also be made in the Studio Log Book(AIR-P-30) by the Transmission Executives. Great care should be taken for making entries in this book as it is the main initial record for making payments to artists, talkers, gramophone record companies etc. Every entry in the Log Book should be initialed by the Transmission Executives in Column 10. While making entries of Broadcast of tapes he should also indicate when possible the date of recording and payment position in the Studio Log Book so that the Accountant could complete the entries in the separate Pay Order Book(for pre-recorded programmes) and ensure that all such programmes are broadcast.
Note. One set of Log Books should be maintained for Mondays, Wednesdays, and Fridays and another for the remaining days of the week. The stations which do not originate programmes may maintain only one Studio Log Book. (Authority:. DG AIR Memo. No. 5(IV)/11/68-IU dated 18.10.68).

6. Payments to artists are made by the officer on duty who issues the certificate of broadcast(AIR-A-l). Form AIR-A-28 is used for making payment of fees for re-broadcast of AIR recordings/tapes. The upper portion of this form is filled by the Programme Section a day in advance of the date of broadcast. The performance certificate should be completed by the Duty Officer as soon as the broadcast is over. The certificate should be countersigned by the Programme Executive concerned and the next Senior Programme Officer before the same is sent to the Accounts Section for payment. Cheques in respect of payment of amounts of Rs.lO and above alongwith contracts, acceptances etc., relating to a day, sent by the Accounts Section in Pay Order Book(AIR-A.2) should be acknowledged by the Transmission Executive in columns thereof. Cash of payment of sums less than Rs. 10 should be received by the officer on duty from the cashier and acknowledged by the former in the pay order book. The cashier should keep a note of this in a separate note book kept in the cash chest. The Transmission Executive should hand over the cheque or cash to the artist and obain the artists signature on the voucher. The officer on duty should compare the signature of the artist on the artists receipt with the signature on the contract before actually handing over the cheque/cash. A rubber stamp with the inscription "Payment made by..................." should be affixed on all vouchers below the artist's signature and should be signed by the officer on duty. 7. If in a rare case the cheque is not ready for disbursement to the artist at the time of broadcast; the officer on duty may complete the certificate of broadcast and send the same to the orfice, the next day when the office will prepare the cheque and forward it by registered post or remit the amount by Money Order as the case may be. A copy of the memorandum forwarding the cheque to the payee by post should be filled alongwith the voucher. 8. The undelivered cheques and undisbursed cash pertaining to artists who do not turn up and the receipts in cases where payments have been actually made should be sent by the officer on duty along with the Log Book and all documents to the Accounts Section the next day for further action.

9. The preparation of statistics of Western and Indian Music broadcast during the month of transmission to the Director General is also the responsibility of the Transmission. Executive. 10. The Transmission Executive should record, dub, edit and playback programmes of all kinds. He assists in the production of programmes of all kinds, and preparation of newsreels whenever necessary. He should maintain register of blank tapes, recorded tapes etc. according to the sytem in force. He is also expected to take part in the plays and features. 11. The Transmission Executive also should assist in the preparation of news material for the Press Radio and sub-editing of news in English and other Indian Languages. He is also expected to prepare the analysis of English and Indian languages Press Reports, editorials etc. and translation of English language material into Indian languages and vice-versa. 12. Wherever required, the Transmission Executive should write scripts of plays, features, talks, stories etc. for all categories of programms; edit and adapt material to be broadcast; read scripts and take part in their presentation, maintain catalogues of scripts and background material for reference etc. 13. The Transmission Executive is also expected to write announcements, check and select broadcast materials, translate news summary and assist supervisory staff in auditioning of music artists and drama voices. 14. The Transmission Executive is also expected to perform any other duties which may be assigned to him from time to time.

ii) Accountant. a) The Accountant is responsible for the correct maintenance of all accounts, e.g. Cash Book, Contingent registers etc; and for the correct preparation and filling of all vouchers. He functions as a Financial Adviser and also as a primary auditor. He is also responsible for the correct maintenance of various expenditure registers and preparation of expenditure staternents, Budget/ Revised Estimates etc. To enable him to perform these functions effectively he should be appraised of all orders, sanctions etc. and that he is treated as the Senior member of the office establishment. He should keep a watch on the control of expenditure and advise Sn Admn. Officer or Admn. Officer/Head ofoffice in respect of all important proposals. b) He should see that all orders, sanctions etc. affecting expenditure are entered in Sanction Register and payments noted against relevant sanctions as and when they are made.
Note: Sanctions relating to petty Contingent expenditure accorded by Head ofOffice need not be entered in this register. Only those sanctions which cannot be watched through other registers need be entered.

c) The Accountant is also responsible for prompt and correct preparation of commercial (Proforma) accounts and maintenance of connected records and registers. d) Reconciliation of cheques issued and encashed and reconciliation of expenditure/receipts is also the responsibility of the Accountant e) The Accountant should not be required to receive or pay out cash but, in exceptional cases, a Station Director may, on his own responsibility, authorise him to do so for a short period. The Accountant should not be authorised to issue final receipts over his own signature.

iii) Clerks Grade 1. The more important items of work entrusted to a Clerk Grade I are: correspondence relating to appointments, promotions, transfers, etc., preparation of periodical returns relating to staff for transmission to the Director General; posting of entries in service hooks; preparation or check of pay and T.A. bills; prepatation of budget and revised estimates and attending to correspondence relating to them; preparation and submission of monthly accounts to the Director General and the P&AO; maintenance of Jburnal and Ledger, compilation of Proforma Accounts and reconciliation ofdepaflmentalfigureswith those of the P&AO etc. Where there are more Clerks Grade I, the distribution of work between them should be done by the Head of Office on a rational basis.

iv) Programme Secretary/Clerk Grade I. The Programme Secretaries/C.G.I. assist the Programme Section and generally attend to correspondence and clerical work issuing contracts, drafting, preparing statistics, returns etc. They should be allotted to different categories of programmes, e.g. music (programme corrections, press change etc.), talks in English, Educational Broadcasts, Rural, dramas, etc. and should not be attached to individual Programmes Executives.
Note: The post of Programme Secretary is considered as ministerial for the purpose of determining the age of superannuation under FR. 56(G.1. I and B, letter No. I7(33)/50-BI dated 15.1.1950).

v) Studio Executive (Clerk Grade I). He is responsible for the proper maintenance of the studio and their cleanliness. He should assign duties to and supervise the workof car drivers, Studio Attendants and Group `D' Staff It is also his duty to purchase petrol for the Government transport vehicles and to maintain the Log Book of Petrol, Oil and Maintenance Account for Station Cars (AIR-A-61). He is also in charge of all the furniture in the Radio Station including those in the Transmitting and Receiving Centres. vi) Cashier. i) The considerations that should be kept in view in selecting a Cashier are printed in Annexure 2A which also contains detai]s about security, etc. to be furnished by him. The main duties of the Cashier should be (a) handung of cash and (b) maintenance of Cash Book and other connected registers. ii) Printed receipts for amounts received should be prepared by the Cashier, checked by the Accountant and signed by the Drawing and Disbursing Officer after the latter ensures that h is correct in every way. iii) The register of cheque books should also be maintained by the Cashier.
Note: "Armed Police Guards should be provided to escort the Cashier and the cash drawn from the Bank on Pay Day. The strength of this guard should be determined in consultation with the local Police Authorities". vii) Clerks Grade II. The more important items of work entrusted to Clerks Grade II are: Routine items of work like preparation of monthly pay bills, T.A. bills and Medical reimbursement bills; maintenance of Bills Register, Increment Register, Register showing changes in staff; leave accounts of regular staffi; Pay Order Hook/Cheques, Royalty Register, Stationery Account and Registers, Artists' Ledgers, Store Legders; diarising and despatch of letters etc. etc.

viii) Librarian. 1. He is in charge of the library of the Station which contains books, gramophone and electrical redordings and tapes. He should maintain separate Stock Registers in forrn 548 for books purchased and books received free, in AIR-A4 for gramophone records purchased and in form AIR-A6 for electrical recordings/tapes. 2. The account of Transcription Service Records may be maintained in form AIR-A5. 3. A separate account of tapes supplied to the Station tinder the circulation quota from the Central Tape Bank is to be kept in a registet - AIR-A.76(CTB4). 4. He should invariably take stock of books, gramophone records, electrical recordings etc. in his charge, on the following occasions:i) On appointment to the post of Librarian; ii) On return from leave; and iii) On transfer. 5. A cent per cent physical verification of the books should be undertaken at the end or each financial year. (Authority: DG AIR Memo. No.19(2/2)P-3/54 dated 9.11.57 and 11(8)65-PS dated 21.8.65).

ix) Storekeeper. 1. The Storekeeper is in direct charge of the stores and is responsible for the acquisition of stores, their custody and their disposal. He is also responsible for maintaining correct records and preparing correct returns in respect of stores entrusted to him. 2. All transactions of receipts and issues should be recorded strictly in accordance with the prescribed rules or procedure in order of occurrence and as soon as they take place. 3. The Stores Received. Book (AIR-A7), Stores Issued Book (AIR-A8) and Stores Numerical Ledger in form AIR-A9 Register of Unserviceable Technical Stores, Register of Defective Stores, Register of Empties etc. are the important documents that should be maintained by the Storekeeper.

x) Head Clerk. He is the first Supervisory me.. mber of the staff who functions as Sectional head in the Sections dealing with personnel and general administration. His functions are to assist4he Head of the office/.SAO/AO or any other officer entrusted with the duties of a Branch Officer. He will be responsible for all administrative matters other than Accounts, such as service books and leave account of non-gazetted Government Servants, Staff Artists, maintenance of Statistical Registers and books, Inventories etc. Where there are two Head Clerks the distribution of work between them will be on the basis of Sections divided into two separate sections dealing with personnel and General Administration separately.
Note: On occasions when the Accountant or Head tierk is away on leave Qr one ofthe posts is unlilled, all the duties attached to both the posts should he performed by the Accountant or Head Clerk as the case may be.

xi) Senior Storekeeper. i) He will supervise the work of Jr. Storekeeper. ii) He will be in overall charge of the stores. iii) He will deal with more important functions of the storekeeping unit and will assist the Engineering Head of Office in discharge of following items of work relating to stores: Purchase, Accounting, Safe custody, Receipt, Insurance, Clearance, Despatch, Write off and Disposals. etc. iv) Such other administrative accounts duties as may be assigned by Head of Office. 7.1.11. The posts of Teleprinter Operator in the Monitoring Service, All India Radio, Simla and the News Services Division, All India Radio, New Delhi, have been included in the cadre of Clerk Grade II in terms of FR 9(31)(c), vide Ministry of I & B letter No.7(6)/61-B(A) dated 14.8.61. - DG, AIR Memo. No. 14/20/61-SII dated 8.9.61.
Note: (applicable to all employee): Every officer may be asked by his superior to perform the routine duties of the higher post to which he she can be promoted. Every officer is also expected to perform any other functions which his/her superior may ask hirni her to do, in addition to the duties enumerated above.
