the most recent roadway conditions.

Functional Class:
This segment of I-495/Express Lanes is classified as an Urban Principal Arterial (Freeway) with
a minimum Design Speed of 70 mph.

Speed limit for study roadway


The current posted speed along the Express Lanes is 55 mph.

Origin and Nature of Request:


The study is being initiated at the request of Capital Beltway Express, LLC to determine if the
posted speed limit can be increased to 65 mph.

Study Results and Recommendation:


Recommendations consider overall speed characteristics (85th, Mean, Pace) as well as design
speed, safety (lack of relevant crashes or frequency of crashes), and the suitability of the
roadway appurtenances for the proposed 65 mph speed limit. The Ball-Bank study confirms
there is not a limitation to the proposed maximum speed limit presented by the alignment of the
roadway.
Based on a detailed Ball-Bank indicator field study of the alignment along the study corridor, the
findings and conclusions are as follows:

None of the curves result in a bank of more than 6 degrees of deflection. Consistent
with established AASHTO, MUTCD and the Virginia Supplement, the roadway alignment
can accommodate speeds up to 70 mph. [see discussion under the methodology
section]. The 85th percentile speed was considered, but Ball Bank Indicator method was
used as the primary source for conclusions.

Post the Express Lanes for a speed limit of 65 mph. This speed is commensurate with
the speeds along I-495 and will provide a safer condition at the merge points.

Speed Limit Sign assembly and sign placement will clarify that the higher speed limit
applies to Express Lanes only.

Since the existing curves along the study corridor accommodate a speed of 65 mph, advisory
signs are not required. A summary of the field investigation data for 65 mph is presented in
Table 1 below:

An overview, a detailed description, and a summary of the field test results for test speeds of 60,
65 and 70 mph are shown in the Appendix of Attachment 1.

Study Details:
A. Methodology (Speed Data):
The Federal Highway Administration Publication, Procedures for Setting Advisory Speeds on
Curves, identifies six (6) methods for establishing advisory speeds.
The methods are all based on the premise that the selection of an advisory speed and need for
various curve warnings should be based on the critical portion of the curve. The critical portion
of the curve is defined as the section that has a radius and superelevation rate that combine to
yield the largest side friction demand. Through this definition, the procedure is applicable to
curves that have a constant radius, compound curvature, or spiral transitions. (1)
The following six (6) methods are identified to determine the advisory speed:

Ball Bank Indicator Method, and
Accelerometer Method.

For purposes of this Study, the Ball-Bank Indicator Method was utilized to determine a safe
speed limit within the study corridor. The method is based on a set of field driving tests to record
ball-bank indicator reading using a ball bank indicator and a speedometer. There are varied
criteria for establishing the curve advisory speed based on ball-bank indicator readings.
1. The AASHTOs Geometric Design of Highways and Streets states that speeds on curves
that avoid driver discomfort are indicated by ball-bank readings of 14 degrees for speeds
of 20 mph or less, 12 degrees for speeds of 25 and 30 mph, and 10 degrees for speeds
of 35 through 50 mph. These ball-bank readings are indicative of side friction factors of
0.21, 0.18, and 0.15 respectively, for the test body roll angles and provide ample margin
of safety against skidding. (2)
2. The 2009 edition of Manual of Unifrom Traffic Control Devices indicates:

16 degrees of ball-bank for speeds of 20 mph or less


14 degrees of ball-bank for speeds of 25 to 30 mph, and
12 degrees of ball-bank for speeds of 35 mph and higher

The manual mentions that research has shown that drivers often exceed existing posted
advisory curve speed by 7 to 10 mph. The MUTCD 2009 edition references posted
advisory speeds determined by ball-bank values of 16, 14 and 12 degrees to address
such driver behavior. (3)
3. VDOTs Supplement to MUTCD further complements the above criteria and states: (4)

14 degrees of ball-bank for posted speeds of 25 to 30 mph


12 degrees of ball-bank for posted speeds of 35 mph to 45 mph, and
10 degrees of ball-bank for posted speeds of 50 mph or greater

Date and location of Field Investigation:


March 5, 2013. Three individual samples in each direction (northbound and
southbound) were collected to obtain ball-bank deflection readings. The test was
conducted by TRCs sub-contractor, Traffic Concepts Inc., for speeds of 60, 65 and 70
mph under free flow traffic conditions.

Varies between 59 to 68 mph
Attachment 2 provides a summary of traffic counts obtained on May 9, 2013 in 20second intervals on the I-495 Express Lanes. The 85th percentile, median and the pace
speeds were calculated based on the May 9th data.
Traffic data for 15-minute intervals from May 13th to May 17th 2013 is also provided in
Attachment 2 as supplemental information.

B. Road characteristics:
Physical
Roadway:
The
Virginia
Department of Transportation (VDOT)
had
authorized
a
public-private
partnership to construct high-occupancy
toll (Express Lanes) lanes in Northern
Virginia. The project added two lanes to
I-495 in each direction from just west of
the Springfield Interchange to just north
of the Dulles Toll Road, and included
bridges, overpasses, and interchanges
reconfigurations.
The 495 Express Lanes differ from the General Lanes in several key aspects:
a) Vehicles with three or more axles (e.g. heavy trucks) are prohibited from using
the 495 Express Lanes.
b) There are two travel lanes instead of four, which makes lane changes easier
since there is no potential for two vehicles moving into the same lane from
different directions at the same time.
c) A dedicated Safety Service Patrol team (called Express Assist) with two or
three trucks is on duty at all times to search for and respond to roadway incidents
such as accidents, disabled vehicles or debris. These patrols are in contact with
the Express Lanes Operations center hourly, and first responders when needed,

to coordinate incident response activities. Response times for Express Assist


average less than 10 minutes. Hence, keeping the 495 Express Lanes clear of
obstructions in this manner ultimately reduces the risk of crashes.
d) The 495 Express Lanes are managed lanes that operate with congestion pricing,
which prevents poor levels of service and traffic congestion from building up, and
therefore reduces the risk of crashes.
e) The Virginia State Police have a strong presence on the 495 Express Lanes for
the purpose of enforcing HOV rules. However, they also enforce the speed limit
on the facility as well. This additional police presence should discourage
excessive travel speeds on the 495 Express Lanes.
Drivers of vehicles with fewer than
three occupants are required to pay a
toll to use the lanes. Tolls change
dynamically, with higher tolls charged
during periods of heaviest congestion.
Drivers using the Express Lanes are
required to carry an E-Z Pass
transponder to allow electronic toll
collection, eliminating the need for toll
booths. Tolls are waived for buses,
carpools of at least three people,
motorcycles, and emergency
vehicles.
The Express Lanes are integrated into the overall cross section of I-495 on the median
side and provide two (2) 12 lanes of travel in the northbound and the southbound
direction. The Express Lanes lane have an inside shoulder of a minimum of 12. The
northbound and the southbound Express Lanes are separated by a concrete median
barrier. The Express Lanes generally follow the alignment and grade of the existing I495 facility.
The Express Lanes are separated from the General Purpose (GP) lanes by a painted 4
buffer with white barrier lines. White channelizing posts at 8 centers provide a physical
barrier between the Express Lanes and GP lanes.
There are four (4) 12 GP lanes both for the inner and outer loops. The outside shoulder
is generally 12 in width. In order to create the widened median between the inner and
outer loops, several existing interchanges were adjusted. These adjustments generally
maintained the prior interchange configuration; however, new ramps were added at I-66
and Dulles Toll Road to provide access to and from the Express Lanes.
At the north and south termini of the Express Lanes, motorists transition directly between
the Express Lanes and the I-495 GP lanes. However, elsewhere along the corridor,
access to and from the Express Lanes is only from designated access points external to
the facility. The access points provide access to both Express Lanes and general
purpose lanes; others will have access only to one system or the other. The Express
Lanes lane access points will serve traffic in only one direction of I-495, which is
intended to complement typical commuting patterns. Express Lanes lane interchanges
are as shown in Table 2 below.

The Express Lanes and the access points were opened to traffic in fall of 2012.
Traffic Control Devices: The I-495 Express Lanes is a new facility incorporated in the
median of the Capital Beltway. Separation between the general purpose and express
lanes is provided by a painted buffer with white barrier lines and white delineator posts.
Pavement markings at the access points consist of cross hatching to delineate gore
areas together with white barrier lines to distinguish the through lanes from the auxiliary
lanes. Overhead signs are utilized to identify the access points. Dynamic Message
signs are used to identify the effective toll rates. All the traffic control devices are new
and are in good condition based on the MUTCD standards.
All impact attentuators along the mainline of the Express Lanes are Test Level 3 (TL-3)
designation as required by the Federal Highway Administration for high speed roadways.
Traffic Flow Considerations: The 495 Express Lanes have an average daily traffic
volume of approximately 27,000 vehicles per day (including weekends), and 32,000
vehicles average weekday traffic volume as of April 2013. There are eight (8)
interchanges within the 10 mile Express Lanes corridor, or an average of one
interchange every 1.2 miles. There are also eight (8) General Purpose interchanges
within this corridor, or an average of one interchange every 1.2 miles.
The traffic density is typically at Level of Service B or C during peak periods and
Level of Service A during off-peak times (as defined by the Highway Capacity Manual).
The average corridor speeds on the Express Lanes have been consistently in excess of
65 miles per hour since opening, and average 66.4 miles per hour during peak periods
under free flowing conditions. These corridor speeds are the average taken from all toll
gantries within the network for the following four scenarios:

Northbound during 6:30 to 9:30 a.m. peak period


Southbound during 6:30 to 9:30 a.m. peak period
Northbound during 4:00 to 7:00 p.m. peak period
Southbound during 4:00 to 7:00 p.m. peak period

Please refer to Attchment 2 for a summary of daily average speeds since the opening
day.

C. Roadside development and environment:


Roadside development does not exist within the study corridor. The Express Lanes are flanked
by the GP lanes in both directions. Development in the overall corridor is primarily suburban
residential and commercial.

D. Reported crash experience for most recent 3-year period: The 495 Express
Lanes have experienced a total of 51 crashes through April 2013 since their opening on
November 17th 2012. Table 3 shows a summary of the crashes.

The average number of crashes are about two per week since opening. It is important to note
that a majority of the crashes originate in the general purpose lanes and spill across the
channelizing posts into the Express Lanes. It is also important to note that the 495 Express
Lanes is a new facility and drivers require time to familiarize themselves with the access
opportunities.
Please refer to Attachment 3 for a summary of the crash locations on the 495 Express Lanes.
During the first few weeks after opening, there were approximately seven (7) crashes at the first
northbound entrance to the Express Lanes south of Braddock Road, where these diverge with
the General Purpose Lanes. Motorists traveling in this area were initially confused about the
new traffic pattern, as happens for many new traffic patterns on Interstates. Modifications were
made immediately as agreed to by Transurban and VDOT to improve the striping and signing in
this location. There has been no further accident activity at this location after the modifications
were completed.
Aside from the challenges of the first two weeks, the 495 Express Lanes have not experienced
trouble spots where there are frequent accidents. A majority of accidents have come through
from the General Purpose lanes, have involved poor surface conditions such as ice in winter, or
have involved motorists charged with driving under the influence.
Since the 495 Express Lanes have been open for less than one half year, no attempt was made
to compare the accident rates per 100 million miles with other Virginia or regional interstates
because there needs to be time to allow motorists to adjust to new traffic patterns on any new
freeway. As a broad comparison, the 495 Express Lanes experience about two accidents per
week, and the General Purpose Lanes experience about two accidents per day within the scope
of the project limits (source: I-495 Interchange Justification Report, December 2007).

E. Enforcement Consensus: This recommended change in speed limit has been discussed
with the Virginia State Police. The Local enforcement officer concurs with the recommendation.
