The Minister for Justice has decided not to attend the annual conference of the Garda Representative Association.
It follows the decision by the Association not to invite the Garda Commissioner to the conference later this month for a second consecutive year.
The GRA said it has no confidence in Drew Harris and remains unhappy about unresolved industrial relations within the organisation.
The Association has not, for a second year, extended an invitation to the Garda Commissioner, and Mr Harris will not be attending.
Minister for Justice Jim O'Callaghan has now adopted the same position as his predecessor Helen McEntee, who did not attend last year's conference and said it would be inappropriate to do so.
The GRA is the largest garda representative body with over 11,000 members.
General Secretary Ronan Slevin said it was "extremely disappointing and regretful" that the Minister would not attend the conference.
"While we have yet to receive official confirmation from his department of his non-attendance, it is quite a disappointment to the Association that represents the gardaí on the ground, the very frontline members that Minister O'Callaghan has publicly vowed to support," he said.
He said he had hoped the Minister would have afforded the GRA the time to attend their "primary forum to raise and discuss the many issues and concerns" members face, but it appeared he has chosen not to do this.
"In the absence of this opportunity to meet with our members face to face, we will now seek a meeting with the Minister following the Annual Delegates Conference to relay our disappointment personally and to update him on the issues affecting our membership and try to build a mutually beneficial working relationship with his office and his officials."
