#us #lng Gulfstream LNG Development, LLC, an onshore greenfield LNG export project under development in Plaquemines Parish, Louisiana, south of New Orleans, has received the U.S. Federal Energy Regulatory Commission (FERC) approval to commence the pre-filing permitting process, kicking off the regulatory review for its proposed 4 million tpy modular export facility. The FERC, which has assigned Gulfstream LNG docket number PF24-5, regulates the siting, construction, operation, and maintenance of LNG terminals and related infrastructure. This key achievement follows Gulfstream LNG’s closing of its initial ‘Seed Funding’ round and its move to a nearby downstream site on the same side of the Mississippi River as its previously announced location. The upgraded 418-acre site, with over 3 km (over two miles) of deepwater (15+ m, 50+ ft) Mississippi River frontage, is secured under a long-term 50+ year lease agreement with a private landowner. The site is traversed by a 26 in. natural gas pipeline that will supply, as per an executed agreement with the pipeline operator, the full volume of feed gas required for the operation of the Gulfstream LNG facility at its nameplate capacity. Alaska LNG makes significant progress Pantheon Resources plc, owner of 100% working interest in the Kodiak and Ahpun oil and gas fields, and the Alaska Gasline Development Corporation (AGDC), a state-owned entity leading the development of the Alaska LNG Project, have announced that Pantheon's wholly owned subsidiary, Great Bear Pantheon LLC, has entered into a Gas Sales Precedent Agreement with AGDC subsidiary 8 Star Alaska LLC. This follows the March announcement of the Biden Administration’s forceful support for the export authorization for Alaska LNG, the only FERC- and DOE-authorized U.S. LNG export project with direct Pacific access, in a March 15 U.S. Department of Justice (DOJ) brief on behalf of the U.S. Department of Energy (DOE). The Development is unaffected by the Biden Administration’s LNG export authorization freeze announced on January 26, 2024. Alaska LNG is a federally authorised integrated natural gas and LNG export project under development to deliver natural gas within Alaska and export up to 20 million tonnes per annum (mmtpa) of LNG. AGDC is pursuing an option to phase Alaska LNG by prioritising the in-state pipeline portion of Alaska LNG consisting of the 42-inch pipeline from the North Slope to Southcentral Alaska to provide natural gas to avert a looming energy crisis facing the region. Phase 1 of Alaska LNG does not involve construction of an LNG plant, and as a result has a materially lower capex requirement and construction timeframe, allowing gas transportation as early as 2029. AGDC is aiming to undertake Front End Engineering and Design ahead of a Final Investment Decision (FID) planned for the middle of 2025. The approval kicks off the regulatory review for Gulstream’s proposed 4 million tonnes/year (tpy) modular export plant. The approval is an important step in the permitting process and follows on the receipt of the Department of Energy (DOE) export permit for Free Trade Area nations, and recent submission of the Preliminary Waterway Suitability Assessment to the US Coast Guard. Gulfstream LNG recently closed its initial seed funding round and a move to a nearby downstream site on the same side of the Mississippi River as its previously announced location. The upgraded 418-acre site, with over 3 km of deepwater (15+ m) Mississippi River frontage, is secured under a long-term 50+ year lease agreement with a private landowner. The site is traversed by a 26-in. natural gas pipeline that will supply, per an executed agreement with the pipeline operator, the full volume of feed gas required for the operation of the Gulfstream LNG plant at its nameplate capacity. Over the past year, Gulfstream LNG has selected technical partners. Baker Hughes was selected as liquefaction equipment provider, Honeywell UOP will provide gas treatment technology, GTT will provide the LNG tank technology and containment system, and Kiewit Energy Group Inc. will provide engineering, procurement, and construction support. The plant is expected to include two gas processing trains, three electric-drive liquefaction trains each with an average base LNG production capacity of about 1.4 million tpy, one 200,000 cu m LNG storage tank and tank protection system, two marine loading berths (one capable of receiving smaller barges and vessels, and one for servicing larger ocean-going LNG carriers), and an on-site gas-fired power generation plant. Gulfstream LNG Project Begins Regulatory Review Process at FERC, Secures Seed Funding https://ift.tt/PlYDfIX FERC has approved Gulfstream LNG Development LLC’s request to start the pre-filing permitting process, kicking off the regulatory review for its 4 million metric tons/year (mmty) liquefied natural gas export project planned for Plaquemines Parish, LA.  The company submitted a pre-filing application last month and expects to file a formal application in September for the Federal Energy Regulatory Commission to approve the multi-billion dollar project.  Gulfstream, led by former Texas LNG CEO and founder Vivek Chandra, said the project has moved to a 418-acre site downstream of its previously announced location on the Mississippi River. A natural gas pipeline that would feed the facility is already located on the new site. The developments come after Gulfstream selected Baker Hughes Co. as its liquefaction equipment provider and Kiewit Energy Group Inc. to provide engineering support, among other partners for the project.  Gulfstream LNG facilities would include two trains for natural gas processing, three electric-drive liquefaction trains with 1.4 mmty of capacity each, an LNG storage tank and two marine loading berths.  Unlike other facilities on the Gulf Coast, Gulfstream plans to supply domestic, regional, and international LNG markets via river barges, small ships, bunkering vessels and large tankers under long-term contracts. One of its marine berths would be capable of receiving smaller barges and vessels, while the other would service larger ocean-going LNG carriers.  The company is evaluating options for carbon capture and storage to help curb the project’s emissions. It is also considering various commercial models, including tolling fees for offtakers to use the facility to liquefy their own gas or selling cargoes. The project has already received a permit from the U.S. Department of Energy (DOE) to deliver LNG to free trade agreement countries. Canadian LNG versus US LNG Canadian LNG has outpaced its US competition in new projects. Several Final Investment Decisions (FIDs) and Floating Liquefied Natural Gas (FLNG) build announcements have positioned Canadian LNGs as a viable alternative to upcoming US projects. This has shed light on the perceived "white checks, no limit spending" approach in the US, both in permitting and build costs, as well as concerns about significant management payoffs without tangible deliverables, as seen in companies like Tellurian, New Venture, and Next Decade. Dubious commercial practices, such as those observed in New Venture, and "creative" accounting methods to conceal loses as "loans", as seen in the case of Tellurian, have also come under scrutiny by upset investors. The Canadian Cedar recently signed a new build floating production LNG plant, with a total investment of 1.5 billion USD and a capacity of 3.3 million metric tons per annum (MTPA). This results in a cost of 454 million USD per MTPA. In comparison, US Next Decade's LNG project engaged Bechtel for a 12 billion USD construction bill of the first three trains, with a total capacity of 17.61 MTPA, equating to 681 million USD per MTPA. When considering the capital expenditures on production facility construction alone, it is evident that a Canadian FLNG is more cost-effective than a land-built US train. Additionally, the Canadian Ksi Lisims LNG has secured its first LNG buyer backer through a 20-year, 2 MTPA Sales and Purchase Agreement (SPA) out of the planned 12 MTPA production from Shell, utilizing a FLNG similar to Cedar LNG.

(AGDC) aims to build an 800-mile natural gas pipeline for the Alaska LNG project before progressing the terminal as it balances its dual goals of increasing in-state gas supply and completing the export project. The state-backed nonprofit firm disclosed the new phased approach and the decision to undertake a front-end engineering and design process for the 42-inch diameter pipeline after inking a tentative supply agreement. AGDC signed a gas sales precedent agreement with a unit of Pantheon Resources plc to supply up to 500 MMcf/d at $1/MMBtu or lower for the Alaska liquefied natural gas export facility for up to 20 years, with options to extend. However, the estimated $44 billion facility is still unsanctioned and currently lacks firm offtake agreements or investors. AGDC has been trying to garner foreign and private interest in the project since it took over as sponsor in 2016. Affiliates of BP plc, ConocoPhillips and ExxonMobil previously exited the project. Meanwhile, London-based Pantheon has been advancing development plans in Alaska’s Ahpun and Kodiak fields. Pantheon Executive Chairman David Hobbs said monetizing its associated gas and targeting early production could give the firm an additional option for funding its Alaskan projects as it weighs upsizing development. “We are building a mutually beneficial long-term relationship with Alaska LNG and with the state which seeks to supply much needed gas required for Southcentral Alaska’s energy needs, while at the same time realizing the value from our contingent resources exceeding 1.5 billion barrels of (Alaska North Slope crude oil) and 6 Tcf of natural gas,” Hobbs said. 🇺🇸 🚨 Delay at Golden Pass LNG to Remove 219 Bcf of Demand Golden Pass LNG could lose 219 Bcf of gas demand in the first half of 2025 after a bankruptcy filing by the company’s lead contractor Zachry Industrial, Inc. delays operations, according to East Daley Analytics. Golden Pass LNG acknowledged the bankruptcy filing but said work continues on the project with McDermott International, Ltd and Chiyoda Corporation.
