Salt Lake City, Utah’s Parks Department disposes dead branches into Red Butte Creek that they widened by 4-500% in violation of their riparian ordinance. When stream flow decreases in Summer months, mosquito breeding habitats are created by this malfeasance as pockets of stagnant water at current edges and dead wood debris as the Culex pepiens West Nile virus carrier infests neighboring residents.
