Innovation drives economic growth. We have failed to build a national vision for our collective future similar to that our nation had many decades ago that led to the mass diffusion of the Internet and silicon today. We stand on the shoulder of giants. Technologies incubated and supported by large scale federal investment. Our systems have become misaligned to our national identity and our collective economic security. This is an impending national crisis. This may be one of the most important Presidential transitions, should that happen, in modern history. Particularly with respect to advanced technology policy. The current administration has developed a deep understanding of the issues, economic and technological underpinnings of the silicon supply chain. This expertise is largely resident in the Department of Commerce. Also under the Department of Commerce resides important knowledge, relationships and funding for Open RAN, the U.S. led network architecture designed to offset the growing influence of China’s Huawei. Similarly, under the Department of Commerce resides expertise and knowledge regarding wireless spectrum, which provides the lifeblood of advanced wireless networks. Here too, we are working hard to overcome a deficiency relative to China in spectrum availability. NASA and our related space programs has critical knowledge of the rapidly evolving state of space-based communications, of critical national security importance as it relates to observance as well as command and control of terrestrial defense capabilities. The same can be said of the Department of Energy that has the critical knowledge and expertise around our grid, transmission systems and advanced energy production technologies. Simply put, we need a strong and integrated means for maintaining and extending this base of expertise in any Presidential transition. So often this type of expertise is lost in the interregnum between administrations. The technological landscape is simply moving too fast to let this happen. There are critical roles to play by the organizations engaged in supporting these policy domains. Center for Security and Emerging Technology (CSET) Center for a New American Security (CNAS) and the Special Cometitive Studies Program are three of the best, but there are others. We need to support the amazing women and men of these organizations as they quietly do the hard work of providing a consistent source of objective, fact-based policy analysis. This is an important area for the technology community to support. People speak of the deep state. The deep state is composed of career professionals in various disciplines. Commerce, Economics, Medicine, Science, Social Governance, Military, Engineering, and others. These professionals are highly trained specialists that have earned their positions through dedication, study and service. As citizens, they bring forth their best efforts on an ongoing basis. The public needs to embrace and support their efforts. They are not the source of the problem, they are the solutions for a better America.
