This is so true and if you don't have the experience, you at least need to have transferable skills and the knowledge about how to conduct the desired role. Employers want you to be able to hit the ground running from the start with little training or hand holding. How are you preparing yourself for your career goals? That is also how you don't retain talent. You are making future job seekers feel that if I don't have the skills what's the point in applying. Then companies wonder they cannot find anyone.
