French lawmakers are drawing a line when it comes to the heavily polluting ways of one of the industry's fast-growing sectors.   On March 15, the country's lower house of parliament unanimously greenlit a bill that would impose penalties on items from fast-fashion brands. The state legislative assembly has officially passed the Responsible Textile Recovery Act of 2024 (SB-707), marking a significant leap forward in promoting sustainable fashion practices. 🌿✨ This groundbreaking law mandates that apparel and textile producers must join a producer responsibility organization (PRO). These organizations will be responsible for developing comprehensive plans for the collection, transportation, repair, sorting, recycling, and safe management of textile products. ✅ By July 1, 2030, producers who aren’t participating in a PRO could face penalties, ensuring accountability and encouraging compliance to support a greener future! 🌍💚 Key Highlights: 🔹 Regular Reviews: PROs will be required to review their plans at least every five years, ensuring continuous improvement in recycling efforts. 🔹 Transparency: The Department of Resources Recycling and Recovery will post a list of compliant producers online, fostering transparency and encouraging best practices. 🔹 Textile Stewardship Recovery Fund: This fund will support the implementation and enforcement of the act, ensuring financial resources are allocated effectively. 🔹 Penalties for Non-Compliance: The act includes substantial penalties for violations, up to $10,000 per day, motivating producers to adhere to the regulations. Stephen Lamar, president and CEO of the American Apparel & Footwear Association, expressed gratitude for the bill's implementation, noting that it supports industry efforts toward circularity. He highlighted how recent amendments addressed concerns, including loopholes for online marketplaces, ensuring that brands’ resale efforts are accounted for, and removing liability for counterfeit products. FRANCE'S 5 EURO FAST FASHION TAX - A GAME FOR SUSTAINABLE FASHION? FashionUnited by Niki de Schryver: In a pioneering move to counteract the detrimental effects of fast fashion, France has introduced a proposed levy of 5 euro on each fast fashion item sold. Spearheaded by French MP Antoine Vermorel Marques and backed by the Horizons Group, this tax proposal is a decisive statement against the environmental and social havoc wreaked by fast fashion behemoths like SHEIN and Temu. It represents a crucial effort to pivot from reliance on overseas manufacturing to bolstering local production. Yet, the effectiveness of this surcharge in fundamentally transforming the fast fashion landscape remains under scrutiny. Cosh! acknowledges the tax's role in highlighting the hidden costs associated with fast fashion. Investigations into Shein's products, such as those by Greenpeace Germany, have revealed alarming chemical safety violations, underscoring the urgent need for transparency and accountability. While the tax is a step in the right direction, Cosh! questions if it goes far enough to mitigate fast fashion's extensive environmental and social impact. The organisation underscores the necessity for more robust legislation to enforce producer responsibility and sustainable supply chains. In light of this, Cosh!, alongside Fair Trade Belgium and key Belgian stakeholders, has endorsed a statement advocating for the swift enactment of the Corporate Sustainable Due Diligence Directive (CSDDD). This directive is essential for establishing a level playing field critical to achieving sustainable supply chains. Essentially, it mandates that companies take responsibility for their environmental footprint and the human rights impacts within their supply chains. Our concern is that this tax might inadvertently allow companies such as Shein to perceive the 5 euro tax as absolution for their environmental footprint, potentially entrenching the status quo. To counter this, Cosh! emphasises that penalties should target the production rather than the consumption of substandard goods, thereby promoting responsible brands and supporting local craftsmanship, further reinforcing the ethos of laws like France's AGEC Law, which champions waste reduction and a circular economy. The legislation's focus on online retailers lacking a physical presence in France is intended to shield local businesses from the overwhelming competition of fast fashion giants. NEWS - France leads the way in creating legislation banning advertising by certain ultra-fast-fashion companies – and mandating these companies pay fines per article of clothing by 2030. The current bill has passed in the lower house of parliament. It would also mandate that these retailers include an item's reuse, repair, recycling and environmental impact in the product's price. Fast Fashion is a scourge. Fascinating to see the difference in approach between the US (refused IPO on supply chain transparency) & EU versus the UK that is grubbily welcoming any money it can scrape together irrespective of its impact on society or the environment. This ‘landmark change’ is undeniably a positive step by the Competition and Markets Authority and represents good practice in the development of a voluntary agreement with ‘big beasts’ that have cornered big wedges of a market. However, it doesn’t go anywhere near meeting need, i.e. guaranteeing whole supply-chain compliance & helping make the UK reach its potential to be a global powerhouse in ethical, climate ready garment manufacturing. Truly tackling the two great interrelated concerns of worker exploitation and environmental exploitation, whilst locking out snake-oil salesmen and greenwashers, needs much stronger action including: *a radicaly simplified regulatory environment (a garment trade adjudicator and a single body overseeing all regulatory functions with information sharing, powers and resources devolved to local authorities) *& much more government and retailer investment in local supply chains, sector promotion, technology, innovation, research, education, and skills.
