I read through the repost by Jennifer Pahlka of Henry Farrell article "Small Yard, High Fence": These four words conceal a mess, a professor at Johns Hopkins (@henryfarrell), and found it deeply intriguing. I encourage others to explore it further.
We should recognize that all networks, whether complex or simple, are built by people. Their existence depends on the exchange of contextual knowledge flows.
Consequently, effective diplomacy, therefore requires time and effort to understand, engage with, and actively influence the associated social/diplomatic networks. However, we must also be mindful of the risks of "weaponized interdependence".

I am here to strongly recommend Henry Farrell's recent post, which is nominally about China, but more broadly about the limits of how we make and implement policy today. He was kind enough to mention my book in a very flattering way, but that's not why I'm recommending it, and his whole substack generally.
You'll see why from this small excerpt:
"Making the right choices in a complex policy environment requires an approach that is a world away from the application of brute force at scale. Your maps of the environment are going to be all wrong when you go in, and brute force is likely to have unexpected consequences. It isn’t just that you are going to make mistakes (you are), but your map of the actual problem you are trying to solve is likely to be utterly out of whack. As you try to catch up with China on EV, you discover that you don’t understand the market right. As you try to impose controls on military use of semiconductors, you find out that you don’t have the information you need to really actually understand how the semiconductor market works. "
