On Friday 29th March 2024 the Building Safety Regulator and the Department for Levelling Up, Housing and Communities clarified the rules for additional escape stairs in high rise buildings by issuing amendments to Part B of the The Building Regulations Act 2010.   The main changes are: - A new requirement for apartments in a high rise building (a residential building over 18m) to be served by more than one common stair. - Interlocked (scissor) stairs are considered to be a single escape route for all building types.  - The concept of the “Evacuation Lift lobby” and “Evacuation Shaft” is added to volume 1 & 2, and guidance is given as to their arrangement.   The changes come into force on the 30th of September 2026. It's difficult to make assessments based only on this photo. This could be due to improper securing of materials, weather conditions, poor workmanship/negligence, workers may accidentally drop tools or sweeping/throwing materials (lack of safety protocol) and improper installation of safety barriers - scaffolding, nets, overhead protection, hoarding - could increase likehood of falling object or thrown off the building.

The Department for Levelling Up, Housing and Communities recently announced updates to #ApprovedDocumentB, advising the inclusion of two staircases for schemes over 18m tall, without requiring a second stair core. James McNay, Director of Fire Safety at Hydrock and a member of the Building Safety Regulator's Industry Competence Committee, has shared his views on the implications of Approved Document B for the sector for The Architects’ Journal - claiming that policymakers have deviated from the principles of outcome-driven measures set out by Dame Judith Hackitt in 2018. James challenges the idea that an additional staircase increases safety in the event of fire, and emphasises that building safety cannot be achieved by a one-size-fits-all tick-box approach. 'While guidance provides a framework, a building can only be considered truly safe if it adheres to functional requirements, which are legally binding standards ensuring safety. In theory, it is possible to design a building that arguably fulfills the guidance, yet still poses a risk to its occupants in the event of a fire.'
