The Environmental Protection Agency (EPA) will allocate most of the funding to Track I projects. The Biden-Harris Administration has announced $2 Billion to fund Environmental and Climate Justice Community Change Grants as part of Investing in America agenda. "The Community Change #Grants deliver on President Biden's historic commitment to advance #equity and justice, including his #Justice40 Initiative. The Community Change Grants will deliver 100 percent of the benefits of this program to disadvantaged communities that are marginalized by underinvestment and overburdened by pollution. This program also dedicates $200 million of Inflation Reduction Act funding to provide technical assistance to applicants and grant recipients, which will enhance the ability of disadvantaged communities to access resources for #environmentaljustice and #climatejustice activities." Some incredible organizations are present in the EPA Thriving Communities Grantmaking Program (for which Movement Strategy Center was also an applicant, in full transparency). A special shoutout to Climate Justice Alliance and The Chisholm Legacy Project: A Resource Hub for Black Frontline Climate Justice Leadership as national partners, and #communitycentricfundraising as advisory partners in Region 8. One concern I have as this program plays out is Indigenous representation in decision-making and in grant awards, especially in my home of Region 6 (where the lead is Bullard Center for Environmental and Climate Justice at TSU). There are dozens of recognized nations here, and given the lack of a carveout it's imperative that they are part of grantmaking design from the ground up. https://lnkd.in/gMBgABgS

We were back in the Seattle Times yesterday, advocating for our frontline communities. The Climate Commitment Act says frontline communities must see a minimum level of revenue directed to us and our priorities. But is the CCA living up to its own promise? Our research analyzes CCA revenue in the state budget to see if our communities are getting what they deserve. We found that less than 7% of the legislative appropriation was explicitly/exclusively allocated to benefit “Overburdened Communities” when isolating for appropriations not specified to Tribes or Tribal organizations—the requirement is 35%! It's not too late: State agencies can listen to community priorities and make up the difference. The legislature will be back in session in January, and lawmakers can make changes in the supplemental budget. But when it comes to the CCA, #WashingtonState needs a robust and transparent system in place to ensure it's listening to frontline community priorities, being clear about its intentions up front, and showing its work along the way. #JustTransition #EnvironmentalJustice #CapAndTrade https://lnkd.in/gy9QW9D8
