NCSS has launched our new branded seminar series, Insights to Impact (i2i), as a key engagement platform for the sector on how research and practice inform one another. 📊 On 23 July 2024, we hosted the inaugural i2i seminar, bringing together over 450 participants from Social Service Agencies (SSAs), funders, and Government agencies to discuss adopting evidence-based practices across the sector. Our keynote speaker and close partner in developing our Sector Evaluation Framework (SEF), Professor Martin Knapp, CBE shared insights on programme evaluation and the “What Works” approach in the UK – highlighting how high-quality evidence informs decision-making for more effective services in the social service sector. We also heard valuable perspectives from different stakeholders on how research and evaluation can benefit the sector, ensuring a better quality of life for our service users: • Funder’s perspective by Tote Board represented by Ms Tan Su-Yin, Senior Director of Grants and Ms Amy Lim, Director of Impact & Evaluation • SSA’s perspective by SHINE Children and Youth Services represented by Ms Jenna Luen, Director of School Social Work Service 📢 Announcement of NCSS’ Centre for Evidence (CfE) The CfE fulfils NCSS’ role as a sector developer by providing sector-level programme benchmarks, informing the sector of emerging population trends and needs, and empowering SSAs through building research and evaluation capabilities. In September, I had the pleasure to participate in the 15th European Evaluation Conference organized by the European Evaluation Society (EES), under the theme "Better Together: Collaborative Thought and Action for Better Evaluation." Speaking at the panel session on "Collaborative Thinking and Practice for the Design of Better Theories of Change" was a true honour especially joining esteemed colleagues like Marie-Hélène ADRIEN Ph.D., Andrew Koleros, Carlisle Levine, Zazie Tolmer - Director at CoIntent, and Peter van der Knaap, PhD. Our discussion focused on the evolution and application of Theories of Change (ToC) in evaluations, highlighting the importance of collaborative thinking and practice. We examined how ToCs can effectively address complex global challenges through early stakeholder involvement, a systems perspective, and dynamic processes. For those interested in expanding their knowledge, I highly recommend our recently published book in the INTEVAL series by Routledge, which provides diverse perspectives on ToCs. Engaging with such a knowledgeable group has been incredibly insightful, and I am eager to see how these approaches will influence future evaluations, by fostering adaptability and collaboration. 🌍 As the DA team, we are excited to participate in the European Evaluation Society (EES) Conference which brought together over 950 evaluation practitioners, academics, and policymakers in Rimini, Italy, from September 23-27, 2024! ✨Under the theme "Better Together: Collaborative Thought and Action for Better Evaluation", this event provided an exceptional platform for evaluators, policymakers, and practitioners to engage in meaningful dialogue, exchange knowledge, and collectively advance the field of evaluation. 💡Our team members Dr Meltem Aran, and Hazal Oz have delivered a session on ex-ante impact evaluation and applications of the Interactive Social Policy Simulator (ISPS). They highlighted how ex-ante policy evaluations can assess the potential impacts of cash transfer programs before implementation, offering a cost-effective way to address social inequalities. In this presentation, they also demonstrated ISPS’ ability to allow policymakers in making evidence-based decisions in evaluations. One of the key features of ISPS is its ability to integrate household-level or administrative datasets, enabling real-time calculations based on selected policy parameters. This functionality allows evaluation practitioners and policymakers to experiment with complex statistical models and visualize the distributional impact of policy decisions, facilitating a better understanding of the data and evidence at hand. 🌟 Our team has greatly valued contributing to discussions that shape the future of evaluation practices and strengthen our global community.
