A goal without a plan is just a wish. Tactics or action steps in the absence of a clearly thought through marketing strategy is substituting motion for action. It won’t take your company where you want to go. Why? Because there’s no roadmap. The context is missing. It’s like watching a movie beginning in the middle. Just being busy creates a false illusion of productivity in the short term. But being busy just for the sake of being busy is really counterproductive. It won’t accomplish long term goals. And it will result in less profitable transactional business that requires constantly replenishing the customer pipeline with additional less profitable transactional sales. Sometimes the most difficult thing to do is nothing. But until you have first put your plan in place, it may be the most cost-effective thing to do in the long run. The only thing I don't like about the whole "a goal without a plan is just a dream" is that it comes down hard on dreamers. Dreamers should be held lightly. There are a whole lot of people who, for a vast variety of reasons, will not take action on their dreams (yet). The last thing they need is people making them feel worse about themselves because of it. Maybe they don't have the resources, mental or tangible, to take action (yet). There are many important contextual differences between the requirements of capitalism for a company, and the requirements for a person for self-actualization.
