Reflecting a few weeks on from the brilliant Association of Police and Crime Commissioners / National Police Chiefs' Council summit 2023. Donna Jones (Chair of the APCC) asked that we share best practices and focus on strengthening trust and confidence. Gavin Stephens QPM (Chair of the NPCC) asked that forces focus on achieving more justice for more victims. He expressed that we needed to make the 'chute of justice' easier, as it was presently, too complex, too expensive and too attritional. He asked that forces be agile with new technologies, recognising the need to improve adoption, and scale nationally. 'The Public expects policing to take up and create value from these tools. Policing should be a primary place for the placement and adoption of great technology.' Andy Cooke (HMIC) reflected that forces are presently not consistent or collaborative enough. 'We must continue to build trust and confidence. Getting justice for victims and keeping victims safe.' The recently appointed DPP Stephen Parkinson - requested that there be a focus on two top priorities (1)Reducing delays and victim attrition and (2) improving the number of prosecutions. Chris Philp MP (Policing Minister) asked that we use technology to reduce the administrative burdens that keeps officers away from the front line and that we focus focus focus on prosecuting criminals. The Home Secretary, James Cleverly MP, confirmed his support for the great work being done and asked that we “Let him know when you’re doing something good”. UK Home Office #kulpa can help achieve all of these requests, targets and missions. We’ve had a great response since we launched the platform publicly at the event and already have a pretty full diary of demonstration meetings over the next few weeks, but there is still space and still some of the 43 forces in England and Wales that we need to meet.    A proportional national pricing model has been agreed which provides every force with an equitable opportunity to purchase the platform. A platform which empowers victims, whilst also making policing more effective and more efficient. With no requirements for any IT Force resources or integrations, we can have your force live within a week. It will be the best hour you have ever spent for your force and for the victims you strive to achieve justice for.

No it is not outrightly prohibited, Section 104 of the Petroleum Industry Act criminalises gas flaring, save in cases of emergency, exemption from the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), and where it is deemed appropriate as a safety practise under established control. Section 107 of the PIA also states that the NUPRC or Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) can issue a permit to a licensee or lessee to allow flaring or venting of natural gas for a specific period if (a) it is required for facility start-up; or (b) for strategic operational reasons, including testing. Furthermore, the Gas Flaring, Venting, and Methane Emissions (Prevention of Waste and Pollution) Regulations 2023 establish applicable fines, although regulation 12(2)e stipulates that flaring may continue as long as it is within the threshold approved by NUPRC .
