The fourth episode of SHAPEDEM-EU's Democracy Support Dialogues podcast has been online since 15 May. This was a tricky episode for me to produce for a few different reasons: 1. My guests Nona Mikhelidze and Maria Luisa Fantappié from IAI - Istituto Affari Internazionali are both fantastic, so it was tough to give them both the time they deserve to share their insights. I spoke to each of them for an additional 10-15 minutes, so I had to make some challenging cuts in the process. 2. SHAPEDEM-EU is focused on democracy support in the Eastern AND Southern Neighbourhoods, so I needed to strike a balance between both in a single episode. The previous two episodes were separately focused on the two neighbourhoods, giving the guests more time to talk about what they felt was important. 3. This episode is about EU institutions of which there are a few and they are pretty unique. It’s pretty challenging to be sufficiently precise in such a limited space. All in all, I think the episode managed to capture two meaningful, yet distinct discussions. What is pretty clear from the two discussions is that the EU views both Neighbourhoods differently and uses different policy toolkits and instruments to interact with countries. This was obvious before 2022 considering the association formats afforded to the Eastern Neighbourhood, but it's even more drastic now that enlargement is on the table. So while it's clear that the EU is eager to offer more to the East with a big emphasis on norms and values, in the Middle East and North Africa, the ambition and commitment is much less clear. My impression is that this trend of divergence will only grow, so it's important for Europe to start learning now on how it can better support democratic politics in this changing landscape. Thankfully, SHAPEDEM-EU doesn’t just rely on the Democracy Support Dialogues podcast to convey its results. Our website features pretty regular updates with many on the Horizon! The next episode will go online in around a month and will unpack the role of EU Member States in European democracy support in a discussion with a researcher from Jagiellonian University.
