From a Public Policy Institute of California article, “…smart regional investments in new water supplies—particularly to capture more runoff from big storms and increase groundwater recharge—could offset some of the water use cutbacks expected in groundwater-only areas.” With 20% of the irrigated farmland in the San Joaquin Valley being “white” areas - or groundwater dependent areas - it’s critical we work collaboratively with our region’s GSAs to ensure just solutions are reached regarding local water management.

Analysis of the new Clean Water Act Section 401 Rule On September 27, 2023, the EPA published in the Federal Register the Final 2023 Clean Water Section 401 Water Quality Certification Improvement Rule.     The EPA reviewed a prior 2020 rule and identified substantial concerns with a number of provisions. For the future of global water systems we need to pay careful attention to power dynamics and scale mismatches Around the world water systems are under enormous and growing pressure. Too often, the solutions put forward are technological and reductionist, seeking to extract water more ‘efficiently’ from an already overstretched system. Elizabeth Macpherson and colleagues believe that if we are to meet the challenges facing our water systems, we need new paradigms in water governance that conceive of water as more than a physical commodity and recognize the deep interdependencies of social and physical systems. Central to this is understanding the function and influence of power dynamics at different temporal and spatial scales.
