Earlier this year, Hanson Bridgett's land use team was part of an exciting project in Daly City, CA in which the Jefferson Union High School District (JUHSD) secured approvals to redevelop surplus property with 961 units market-rate housing, representing an innovative solution to help JUHSD pay for teachers' salaries and educational programs. The first phase was a ground-breaking development that provided JUHSD teachers with affordable housing, which was highlighted in a Good Morning America segment (https://lnkd.in/gfsTbmAz). The next phases of development are underway, with the school district issuing an RFQ for interested developers. The district has invited parties to submit their qualifications for long-term ground leases on one, two, three, or more sites, where such sites were approved for development as-of-right, for a capacity varying from a minimum of 127 units to a max of 400 units. Tewkesbury Borough Five Year Supply - Epilogue Our successful appeal at Gotherington on behalf of Lioncourt Strategic Land Limited, marked the latest in a line of Appeal Decisions confirming that the Borough does not have a 5-year housing land supply. Now that the dust has settled, the Council has published its widely anticipated Five Year Housing Land Supply Statement. In summary, the Statement (on page 10) accepts that the Borough cannot demonstrate a five-year supply figure and calculates supply at 3.24 years equating to a 1,032 dwelling shortfall. It also goes on to provide delivery trajectories for various sites across the Borough. It has to be said that this is a welcome admission on the part of the Borough Council to rightly recognise the serious housing delivery problem it faces. Also, it should be noted that paragraph 10.3 of the document signs off with the following: "The Development Plan remains the statutory starting point for decision making and the titled balance (NPPF para 11) is a material consideration. To assist decision-making on planning applications for housing and the consideration of relevant policies the council will be publishing Interim Housing Position Statement later in Autumn." Whilst we await that with interest, attention should equally turn to the much-vaunted review of the JCS, which is the only plan-led solution to solving this problem, which will not be at examination until 2026 at the earliest. Spelthorne local plan – will it or won’t it it be withdrawn……? As with many Surrey Council’s, progress in preparing a Local Plan, is filled with uncertainty and drama and in Spelthorne such uncertainty seems to be rumbling on and on…. In September 23 (some 4 hours before the Council’s Committee Meeting), Housing Minister Rachel Mclean MP wrote to Spelthorne Borough Council advising them not to withdraw their local plan from examination. This was not well received by the Council who wrote to the housing minister indicating that it was “unacceptable” to have intervened in the manner it did, to which the Minister reiterated her ‘direction’ to not to withdrawn the plan form examination. In a 7 page letter dated 6th October, Council Leader Joanne Sexton and Daniel Mouawad CEO, wrote to the Minister for a second time indicating that Spelthorne does not consider that intervention was necessary but advising that the Plan will continue to examination and that a pause with the Inspectorate has been secured until the revised NPPF is published.
