Our role is narrow—we assess only whether the amendment conforms to the constitutionally mandated single-subject requirement, whether the ballot summary meets the statutory standard for clarity, and whether the amendment is facially invalid under the federal constitution. In light of those limited considerations, we approve the proposed amendment for placement on the ballot.

In my opinion, cannabis lotteries set up a potential business owner for failure. I believe the process should be merit based scoring with the top scores being entered into a lottery for the open number of available licenses. This would ensure that the applicate fully understands the process and will have a better chance of being successful when they open for business. Many experienced teams/groups will not spend money to apply in a license lottery. Too many factors out of their control. www.sapphirerisk.com #Sapphirerisk #cannabis #security
