The Hungarian Presidency of the Council of the EU starts today! For the next 6 months, Hungary will drive the EU agenda.  As a coalition dedicated to promoting smoke-free operating rooms, we’re particularly excited about the focus this Presidency wants to put on occupational health and safety, especially the revision of the directive on occupational safety limits for carcinogenic, mutagenic, and reprotoxic substances. Surgical smoke has been proven to contain mutagenic, carcinogenic, and toxic chemicals that cause chronic lung conditions like COPD. Alongside this new presidency and partners like the Roadmap on Carcinogens, we can keep surgical smoke out of our operating rooms and keep our healthcare workers safe! Yesterday Hungary has officially taken over the Presidency of the European Union, replacing Belgium at the steering wheel. Here are some automotive facts about Hungary:    🏡 Hungary is home of 7 automotive plants  🚗 Last year over 500 000 cars were manufactured in Hungary, making it the seventh-largest EU producer  🚌 Around 1 000 buses were made here  💡The automotive sector accounts for 12% of manufacturing jobs in Hungary, giving it the fifth-largest share of direct automotive employment in the EU #HungarianPresidency #HU24EU #MakeEuropeGreatAgain #EuropeanUnion

As Hungary takes the mantle of EU presidency from July, there has been a lot of speculation as to what this may mean for EU legislative decisions through the second half of 2024. The direct impact of the presidency is limited, partly due to the incumbant EU parliament not effectively convening until later in 2024 which will limit the scope of new proposals. Still, Hungary will seek to use its influence to spark debates ranging from the socio-economic consequences of the European Green Deal to broader longer term Balkan accession. I have seen a lot of briefings / articles discussing the potential impacts of a ‘cohabitation’ on French #European policy. However, none of them discuss the potential effect of such cohabitation on the French representation at the European Council. While everyone expects President Emmanuel Macron to continue attending European Council meetings as a Head of State in a semi-presidential regime, the reality might be more complicated than that (even as a ‘French creation’) during a ‘cohabitation’. Do not be mistaken by the relatively stability of such representation post ‘Quinquennat’ (5-year presidential term) and post Lisbon-treaty. As such, the composition of the European Council is not precisely defined for each Member State (which decide for itself, according to its own institutional organisation, which state figure attends the meeting). Previous examples also show that the types of attendees may differ according to the meeting (i.e: Finnish President attending with the Prime Minister and the Polish spat in 2008,  see here for background: https://lnkd.in/eqCP8nu4 ). Moreover, pre-Lisbon Treaty, all French cohabitations saw numerous European Council meetings attended by BOTH the President and the Prime Minister. While the European Council does not ‘exercise legislative functions’ according to Article 15 TEU, it does define “the general political directions and priorities” and nominates/confirms key EU institutional leaders who will have such functions. It is true that the French President has numerous independent powers under the French Constitution and have been described as possessing a ‘Reserved domain’ in foreign affairs, but a big question remains Are European Affairs still ‘Foreign Affairs’ (the title of French Minister Stéphane Séjourné suggests otherwise)? Finally, it must be stressed that the Treaty formally indicates that “members of the European Council may decide each to be assisted by a minister” – it therefore remains to be seen whether President Macron will be able to preserve his seat at the European Council or whether he will have to share it with a Prime Minister from another political family backed by a majority at the National Assembly. Charles Michel no longer interested in being EU Council President Charles Michel has just announced that he will stand in the #election to the #europeanparliament, meaning he will be leaving the post of EU Council President. There are several implications of the motion - including a possibility of Victor Orban serving as a de facto President in the 2nd half of 2024 - but one thing seems clear. The job of #EU Council President - brought forward by the treaty of Lisbon - proves to be unattractive. It speaks volumes that #Michel prefers to serve as a one of the 720 members of European Parliament rather than a single President of the entire #EUCouncil of 27 member states. Clearly the institutional reform of the Lisbon treaty was somehow lacking and the President's job - as splendid as it sounds - lacks real power and influence.
