This Opportunity

WSP is currently initiating a search for a Vice President of Project Procurement to support a major project within our Transportation Team and be a part of a growing organization that meets our client’s objectives and solves their challenges. This individual will report to our office in Seattle, WA.

The Project Procurement Manager will be the person assigned to the Interstate Bridge Replacement (IBR) Program and will ensure that all procurement activities are planned and executed in compliance with WSP internal processes and procedures and in accordance to contractual requirements and obligations from the clients. The Project Procurement Manager will provide leadership and coordinate all program-related procurement activities in alignment with the program delivery plan, schedule, budget and quality.

Your Impact

  • Supporting development of the multi-billion dollar program delivery plan.
  • Manage multiple project procurements during the program.
  • Oversee team(s) in the advertisement of RFP/RFQ/ITP for various delivery methods such as: Design-Build, Progressive Design-Build, and Construction Manager/General Contractor (CM/GC) in both the states of Washington and Oregon.
  • Lead and/or oversee the development and management of all procurement processes, schedules, and activities in accordance with WSP standards and IBR program needs.
  • Support the Request For Proposal ("RFP"), Request For Qualifications (“RFQ”), and Instructions To Proposers (“ITP”) processes leading to advertisement of each contract package in the IBR program on-time and with high-quality content
  • Articulate a clear strategy and highlight identified risks to the relevant RFP Lead(s) during the procurement phase.
  • Support the corresponding RFP Lead(s) in all procurement-related activities of a project.
  • Work closely with the technical team to prepare detail RFP package for all contract packages.
  • Communicate with internal and external stakeholders, public affairs, and the DBE community.
  • Support preparation of information to conduct Delivery Method Selection for each proposal package.
  • Follow up with RFP Lead(s) until final completion of the advertisement and/or NTP to successful bidder.
  • Oversee modification and/or creation of RFP and RFQ templates for applicable contract packages in attempt(s) to provide the most attractive opportunity for contractor(s) to submit proposal(s).
  • Collaborate with other team members for a smooth project execution.


Who You Are

Required Qualifications

  • Bachelor's in Business Administration, Civil, Mechanical or Electrical Engineering or equivalent/related field.
  • 15+ years of working experience in similar positions.
  • Specific work experience in project and/or procurement management, preferably in the transportation or infrastructure sector.
  • Procurement experience in the transportation infrastructure sector.
  • Extensive experience in contract procurement of heavy civil transportation projects.
  • Fluent in verbal and written English
  • Ability to operate in a calm, effective and efficient manner in a dynamic environment with changing project requirements and multiple priorities.
  • Exercise responsible and ethical decision-making regarding company resources and conduct and adhere to WSP’s Code of Conduct and related policies and procedures.
  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies.

Compensation

Expected Salary (all locations): $150,000-240,000

WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s sex or other status protected by local, state, and/or federal law.
