The New York City Housing Authority’s Law Department seeks a Vice President and Deputy General Counsel to provide ongoing guidance, supervision, and legal support for the nation’s largest public housing agency on Records Retention, Privacy, Freedom of Information Law, Administrative Appeals and additional Article 78 matters, Environmental Law, and other legal issues as they arise. The Deputy General Counsel will establish a new Division in the Law Department of approximately 20 staff, pulling together new and existing work streams, manage Directors/Deputy Directors, attorneys, and administrative professionals for those work areas and other staff as required.

Minimum Qualifications
Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

Expertise in records retention and access laws (i.g.i.e., FOIL), requirements and guidance, privacy laws and best practices, Article 78, environmental review (CEQR, SEQRA, and/or NEPA), environmental permitting and regulation (DEC, EPA, DEP, etc.), and/or similar.

Responsibilities
Under the supervision of the General Counsel, with wide latitude for independent judgment and unreviewed action and decision, responsibilities include the following:
- Supervise legal and administrative staff.
- Set and monitor performance expectations, case management, and productivity goals for each area of law under supervision.
- Review, approve, and draft legal memoranda, affidavits, and other documents for state and federal court proceedings as well as administrative and regulatory matters as required.
- Complete policy analysis, recommendations and advice.
- Create and give presentations to legal and nonlegal staff on internal processes and relevant areas of law.
- Manage legal data-related reporting to internal and external stakeholders.
- Communicate effectively and support process improvements with other divisions of the Law Department, management staff, and departments throughout NYCHA.
- Manage outside counsel and communications with external stakeholders including tenants, advocates, other government officials, and regulators.
- Perform other duties as assigned in these and related areas.

Two writing samples may be requested if selected for an interview.
