About The Position

This position will be located either in the Department’s Behavioral Health and Crisis Services’ 24 Hour Crisis Center or assigned to and co-located with the Montgomery County Police Department’s Crisis Response and Support Section. The primary Crisis Center location provides telephone, walk-in, mobile crisis outreach, single adult shelter system screening and referrals, and crisis residential services to persons experiencing situational, emotional, or mental health crises. The Crisis Center provides all services, twenty-four hours/day , seven days/week. Much of the work of the Crisis Center focuses on providing the least restrictive community-based service appropriate to the client's situation. The Crisis Center coordinates the mental health response during disasters and community critical incidents and serve as the afterhours contact for Public Health, STEER (Stop, Triage, Engage, Educate, Rehabilitate), APS (Adult Protective Services) APP (Abused Person Program) and CWS (Child Welfare Services).

The individual selected for this position will be considered an “Essential Employee.” Essential employees must report to work during a period of general emergency or liberal leave.

The Duties And Responsibilities Of The Position Will Include

  • Provide clinical and administrative supervision to HHS clinicians and non-licensed staff as assigned, to include those requiring supervision for advanced licensure through the State of Maryland.
  • Supervise day-to-day program operations in a 24 hour crisis setting, providing clinical expertise and direction for a wide range of presenting clinical issues. Plans, assigns, reviews, and evaluates the work of licensed therapists and other subordinate staff within the assigned program area.
  • Provide overnight, weekend and holiday on-call support as scheduled.
  • Participate in collaborations with community stakeholders and partners, to include County and municipal law enforcement agencies, Fire Rescue Services, hospitals, shelter providers, Montgomery County Public Schools, in coordinating best outcomes for clients receiving services at the Crisis Center.
  • Develop and implement program activities and services, including trainings and educational activities. May include representing the Crisis Center on committees and task forces.
  • Work with Crisis Center Manager and other Supervisory Therapists to ensure that the HHS/Crisis Center clinicians adhere to highest standards of care including the DHHS performance objectives of collaborative care and use of technology.
  • Work with DHHS/MCPD management and supervisory level staff to ensure that program objectives are identified and that appropriate outcome measures are captured.
  • Ensure consistent application of and compliance with Federal, State, and County regulations, policies, and procedures as they relate to crisis work and implementation of crisis services.

Montgomery County Ethics Law: Except as provided by law or regulation, the County's "Public Employees" (which does not include employees of the Sheriff's office) are subject to the County's ethics law including the requirements to obtain advanced approval of any outside employment and the prohibitions on certain outside employment. Minimum Qualifications

Education : Graduation from an accredited college or university with a Master’s Degree in clinical or counseling psychology, social work, marriage and family therapy, nursing, or a related behavioral science field.

Experience : Four (4) years of professional clinical counseling experience including at least one (1) year at the supervisory/lead level.

Equivalency : None.

LICENSE REQUIREMENT : One of the following licenses, issued by the State of Maryland, must be held prior to appointment of, and maintained by, the employee:

  • Licensed Clinical Professional Counselor (LCPC);
  • Licensed Clinical Marriage and Family Therapy (LCMFT);
  • Licensed Clinical Alcohol and Drug Counselor (LCADC);
  • Licensed Certified Social Worker/Clinical (LCSW-C);
  • Licensed Psychiatric Mental Health Nurse Practitioner; or
  • Licensed Psychologist.

Note : There will be no substitutions for this requirement. Possession and maintenance of:

  • A valid Class C

Preferred Criteria

There is no Preferred Criteria . All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:

  • Experience delivering clinical services to individuals who experience trauma
  • Experience providing clinical supervision, guidance, and assistance to seasoned clinicians, victim assistants, volunteers, and paraprofessional staff
  • Experience recruiting, monitoring, and maintaining a 24/7 crisis program
  • Experience in the administrative functions of grant writing and contract monitoring involving multiple grant sources
  • Experience with the daily administrative management of a complex program to include approval of timesheets, approval of invoices, statistical and outcome reports, fee systems, leave requests, HIPPA and privilege/confidentiality compliance related to crime victims
