Time spent on the time-limited Post-Secondary Student appointment may count toward fulfillment of a probationary period.

You must be enrolled at least part-time and maintain at least a part-time course load as determined by your institution of higher education.

This position is designated as Low Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

NOTE: If your appointment is less than 180 days, no background investigation is required, but fingerprinting is required.

In Addition To The Eligibility Requirements For The Post-Secondary Student Hiring Authority, You Must Have Educational Achievements And/or Specialized Experience Related To This Position As Described Below:

To qualify for the GS-04 level, you need to have two full years of post-high school education or associate’s degree.

To qualify for the GS-05 level, you need to have a four-year course of study leading to a bachelor's degree

  • OR at least three years of full-time general experience, one year of which was equivalent to at least the GS-04 level, that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing
  • OR an equivalent combination of education and experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

Prior to the expiration date of this time-limited appointment, you may be converted to a permanent position in the competitive service without further competition if you meet the following conversion requirements: (1) you complete the baccalaureate or graduate degree; (2) you complete not less than 640 hours of current continuous employment in the Post-Secondary Student appointment; (3) you meet the OPM qualification standards for the position you will be converted to; and (4) you meet time-in-grade requirements.

If you are placed on a temporary appointment, your appointment may be extended beyond the initial not-to-exceed date to a maximum of two years. If you are placed on a term appointment, your appointment may be extended beyond the initial not-to-exceed date to a maximum of four years.

If you are placed on a temporary appointment, you may not be promoted while serving on the temporary appointment; however, you may be converted to a new temporary appointment at a higher grade level if you meet the qualification requirements for the higher-graded position. If you are placed on a term appointment, you may be promoted up to the grade level indicated in the promotion potential section of this announcement if you meet the time-in-grade and qualification requirements for the higher-graded position.

If You Are Placed On a Temporary Appointment:

You will earn annual leave if your appointment is for 90 days or longer and sick leave regardless of appointment duration. If you are a full-time employee, you will be eligible for health benefits if you are expected to work 130 hours per month or more for at least 90 days; if you are a part-time employee, you will be eligible for health benefits after one year of continuous employment. You are not eligible for life insurance or retirement coverage except under special circumstances.
