Description Of Job

Under the mission of the State Treasury and the Unclaimed Property Division, this position is responsible for reviewing Unclaimed Property claims to detect and prevent potential fraud and communicate and educate the division regarding responsibilities. The goal of this position is to facilitate the return of unclaimed property to the rightful owners while minimizing the payment of fraudulent claims. This position will review multiple types of claims for fraud. Specific duties include:

Fraud Investigation

  • Review daily reports to intercept potential fraud on claims.
  • Develop, conduct, implement, and administer investigations of unclaimed property fraud. This includes examining the claim for potential red flags, reviewing for compliance, gathering reports, data, and information from all relevant sources, and interviewing relevant individuals to substantiate fraud . Prepare an analysis of findings and draft reports of fraud claim activity.
  • Advise Division leadership on all matters involving fraud and prosecution of fraud. Report findings as needed.
  • Work with the Audit Manager on the reasonableness and effectiveness of fraud-detection controls.
  • Maintain the KAPS fraud table and finder table and ensure accuracy with assistance from Office Administrative Specialists.
  • Assess, adapt, and identify ever-changing methods used to commit fraud.
  • Educate division staff on fraud; assist with the creation of procedures.
  • Maintain an in-depth knowledge of all aspects of the Kelmar Fraud Index (KFI) by attending trainings and learning new applications or system enhancements as they become available.

Outreach Coordinator

  • Determining appropriate events for the division to attend.
  • Coordinate with the event staff information about the division and the services the Unclaimed Property provides.
  • Confirming Great Colorado Payback giveaways for each event are available, organized, and acceptable to bring to each event.
  • Transporting supplies to the event. This includes the tent, signs, tables, chairs, ipads, and giveaways.
  • Positively encourages and coordinates sign-ups from fellow workers to attend each event. Provides scheduling to the Division.
  • Provides feedback to management on which events were successful and recommends locations and giveaways for future events.

Other Responsibilities Include But Are Not Limited To

  • Review and analyze potentially fraudulent claims submitted to determine whether the documents submitted are sufficient to process the claim and if they are consistent with the reporting company.
  • Answers or returns potential fraudsters' phone messages or emails related to a claim by providing information regarding the property and instructions regarding the claims process.
  • Requests additional information from a potentially fraudulent claimant when needed to make determinations.
  • Investigate whether there are ties to the ownership that may be validated in documents submitted or in other sources such as Lexis Nexis/Accurint.

Minimum Qualifications

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Six (6) years of professional experience performing data analysis for integrity, determining risk, non-compliance, and fraud using multiple sources of data. Data analysis experience must include collection, analysis, interpretation, and providing summaries of data. At least six months of experience coordinating onsite or offsite events is a plus.

OR

A Bachelor’s degree from an accredited institution in computer science, data analytics, sociology, psychology, accounting, or a field of study related to the assignment AND two (2) years of performing data analysis for integrity, determining risk, non-compliance, and fraud using multiple sources of data. Data analysis experience must include collection, analysis, interpretation, and providing summaries of data

OR

A Master’s degree from an accredited institution in business administration, computer science, data analytics, or other directly related field of study AND one (1) year of professional experience performing data analysis for integrity, determining risk, non-compliance, and fraud using multiple sources of data. Data analysis experience must include collection, analysis, interpretation, and providing summaries of data.

Preferred Qualifications That a Successful Candidate Will Demonstrate

  • Current or previous state government experience as identified in the minimum qualifications above
  • Experience providing customer service for complex situations/escalations
  • Knowledge of Colorado’s Revised Uniform Unclaimed Property Law
  • Experience with coordinating local outreach events
  • Experience training, coaching, and mentoring others
  • Experience interpreting complex data and presenting it in a clear, understandable format

Conditions Of Employment

  • A pre-employment background check will be required as part of the selection process.
  • At least 10% of travel, mostly within the Denver Metro area, is required. Must be willing to travel by vehicle.
