Position Summary

The Financial Planning & Analysis (FP&A) Team within the Fiscal Department of The Massachusetts Trial Court is looking for Business Analyst II with at least two years of experience to support multiple project-based initiatives in support of financial model creation, financial analysis and reporting as well as the implementation of various Commonwealth systems. The position requires a balance of technical knowledge of infrastructure, deployments along with strong communication, reporting, analysis, project and task management.

Responsibilities

  • Creates data models, written reports and assessments
  • Drafts project updates and evaluations; presentations
  • Creates strategies for risk mitigation and contingency planning and project risk assessment
  • Focuses on data integrity (past validation efforts, very large data sets)
  • Manages complex projects from design and development to production
  • Reviews requirements and updates plan project lifecycle deployment
  • Reviews resources and updates schedule for project implementation
  • Plans and schedules project deliverables, goals, milestones
  • Designs and maintain technical and project documentation
  • Identifies and solves project issues
  • Designs and updates relational databases, SQL, financial applications and governance documents
  • Identifies and solves project issues
  • Applies financial/accounting principles and best practices
  • Works with end users to gather and document requirements

Qualifications

  • Strong Analytical/Problem solving skills
  • Strong critical thinking and data management skills
  • Strong professional communication (written, presentation and verbal) skills
  • Strong interpersonal and professionalism
  • Proficiency in the following MS Project, MS Office
  • Understanding of Accounting/Finance Principles (Government background preferred)
  • Experience creating efficiencies using software (time/cost savings as a direct result of independent work)
  • Financial Report Writing (SQL), Access DB, PowerBI, Tableau (is a plus)
  • PMP (Project Management Professional) Certification or equivalent preferred.
  • Bachelor's Degree or higher in Analytics, Finance, Accounting, Business Management, Technology or related field
  • Minimum 2 years of project management or IT Management experience
  • Minimum 1 years' experience coordinating and/supporting IT business processes
  • Former local, state, federal government experience preferred
