In May 2023, Governor Polis signed House Bill 23-1272 Tax Policy That Advances Decarbonization , which authorizes the Colorado Energy Office (CEO) to aid the Department of Revenue in the administration of tax credits for heat pump technology through refundable tax credits for the implementation of eligible heat pump and thermal energy network projects in Colorado. The bill reauthorized and updated the existing tax credit for heat pump technology and altered the mechanism for delivering the tax credit. With the revised process, the CEO reviews and certifies contractors as ‘eligible taxpayers’, provides education and outreach, and also monitors the tax credit for efficacy.

Description Of Job

Starting Salary Range: $68,000.14 - $75,000.12 Annually

Working in the Building Decarbonization team, the Associate Program Manager will manage CEO’s responsibility for the heat pump tax credit programs, conduct research, and provide strategic and administrative support. The Program Associate will support the management of contractor lists, provide education and outreach alongside other support of activities related to HB23-1272 as needed.

This position will support all aspects of program delivery: including reporting to the Associate Director for Building Decarbonization, managing eligible taxpayer/registered contractor lists, identifying resources, engaging stakeholders, promoting and marketing programs, managing databases, developing goals and metrics, monitoring relevant energy policy, and ensuring or developing effective program design, guidance and reporting. The Program Associate will also have an opportunity to help support other Building Decarbonization programs, including sustainable rebate programs, Advanced Codes and Standards, stakeholder engagement and other building decarbonization efforts.

Duties And Responsibilities

Building Sector:

  • Support CEO’s heat pump tax credit initiatives
  • Help develop and oversee implementation of a decarbonization tax credit outreach engagement plan, as well as updating and revising CEO’s strategic plan as required to support tax credit deployment
  • Work with Building Decarbonization team and CEO’s policy and regulatory team to analyze and consider policy considerations related to tax credits
  • Occasional travel around the State to build and manage relationships with community partners
  • Represent CEO to prospective partners and key collaborators
  • Perform all necessary program administration duties including procurement, vendor/grantee invoicing and reporting, and budget management as needed
  • Develop and manage program and project-level data collection and reporting for internal and external audiences and stakeholders
  • Assist in advancing Equity, Diversity, and Inclusion

Program Administration

  • Assist in the development of programming work plans and associated contracts as needed
  • Attend stakeholder meetings to support the CEO’s goals
  • Work independently and with communications staff to prepare collateral resources that support program marketing, including flyers, newsletters, presentations, etc.
  • Help develop and monitor program operational measures and report on progress toward goals

General

  • Adhere to all health and safety policies in the planning and execution of activities
  • Maintain positive working relationships with a diverse range of stakeholders within the heat pump tax credit market area
  • Abide by office policies and procedures in a manner that ensures fiscal responsibility and promotes efficient, effective and elegant government
  • Use of word processing, spreadsheet, database, and scheduling software applications to prepare correspondence, plans, reports, schedules, and other documents related to the project
  • Assist other CEO departments in carrying out unit and office wide priorities.
  • Participate in and travel as necessary to designated events and conferences in support of office programming
  • Other duties as requested and required

Minimum Qualifications, Substitutions, Conditions Of Employment & Appeal Rights

  • Bachelor’s degree or equivalent experience in a relevant discipline (business, finance, public policy, or related field);
  • Minimum of two years of professional experience in project or program development and management.
  • Strong time management and organizational skills
  • Strong written, oral, and presentation communication skills
  • Demonstrates a high level of initiative as well as the ability to work both independently and in a team environment
  • Excellent computer skills including the Google suite

Preferred Qualifications

  • Additional consideration will be given to candidates with an engineering degree, or background, or an advanced degree and/or relevant certifications.
  • Candidates with general understanding of energy programs, building science, and decarbonization principles
  • Candidates with knowledge of heating and cooling mechanical systems
