The ever-expanding global use and development of Surveillance AI (SAI) by governments and municipalities has resulted in a new frontier of digital surveillance and precarious situations for privacy and human rights. Two useful lenses for assessing the evolution of SAI are mission creep and function creep. This chapter uses these dual lenses, a novel framework for assessing any SAI deployment (the Seven Axes of Surveillance), landscape observations, and oversight mechanisms to enable readers to evaluate actual and prospective government use cases for SAI. As the sophistication, nuances, and considerations of SAI are rapidly developing, responsibility for evaluating, limiting, and regulating this disruptive technology must diffuse to all members in society. This chapter attempts to democratize knowledge of the various components and considerations of SAI systems to empower readers to counteract poorly designed, unethical, or poorly managed deployments.
