New York’s roller coaster journey to reaching its renewable goals continues. The latest twist is: Tentative contracts for 24 land-based renewable projects, totaling 2.4 GW. It's a step forward, but it comes after a series of major setbacks. In late 2023, developers pulled the plug on a whopping 11.7 GW of onshore and offshore projects. Rising costs and interest rates made them economically unviable. It was a big blow to New York's goal of 70% renewable energy by 2030. The new tentative contracts, along with some offshore wind, replace a fraction of that. A lot of work remains to be done. NY has historically been one of the most renewable energy friendly policy states in the country. Policy is important but continued and improved incentives will be needed to hit the state’s goals. A series of ambitious projects in the NY area pipeline. Interesting to see all winners looking to maximize the generation capacity of their area, beyond making economic sense, it shows confidence in the US market capacity to deliver and absorb massive quantities of Offshore Wind Fundamentals support this view: strong coastal demand, wide areas of shallow water, a stable environment for investment, plenty of experience to deliver mega projects and an available supply chain. Elevate Renewables’ Tonja Wicks said PJM has been messaging that new entry isn’t set to keep pace with deactivations and accelerating load growth, driving the need for process to quickly replace retiring generators with new resources. She also noted that only a small subset of projects that have cleared PJM’s interconnection queue in recent years have entered commercial operation, an issue she argued could be helped by focusing on proposals that can be quickly studied and are likely to be assigned minimal network upgrades. “We need new approaches to address this new problem that we’re seeing as we deploy new technologies,” she said. “We didn’t have reserve deficits 10 years ago.” Wicks said the Elevate package would establish a nine-month study process that would remain quicker than the two years she said it would likely take resources to typically clear PJM’s new approach.
