Frequently cited as one of America’s best airports, Portland International Airport (PDX) will unveil its ZGF Architects-designed, expanded mass timber terminal in August. The expansion features a mass timber roof canopy and structure built from wood sourced within a 300-mile (482.8 km) radius of the terminal—paying homage to the local environment and highlighting the importance of sustainable materials and practices. Limitations associated with the existing crossings discourage walking, biking, and transit resulting in higher greenhouse gas emissions, higher vehicle miles traveled (VMT) due to longer trips, less efficient transit routing, and reduced public health and air quality. This limited connectivity also leads to longer emergency response times and can hinder evacuation routes. The purpose of the study is to refine the adopted alternative for the new bridge by conducting an inclusive public outreach and engagement process in collaboration with detailed engineering and environmental analysis.

The Fresno County Stream Group, consisting of The County of Fresno, Fresno Metropolitan Flood Control District, City of Fresno, City of Clovis, and FID, is a collaborate effort to capture more surface water for #FresnoCounty. With 3 key project components underway, they aim to increase water supply capture, bring greater sustainability, and enhance the environment. 💦🌱 Recently, the Fresno Metropolitan Flood Control District signed a deal with the US Army Corps of Engineers - Sacramento District for the Stream Group's Redbank and Fancher Creek projects, including the Big Dry Creek Reservoir. This agreement enables the Fresno County Stream Group to further explore flood risk reduction and water conservation in the cities of Fresno & Clovis. 3 tips for short-term land-use planning "Like most cities, Rancho Cucamonga, California, has a detailed, 20-year general plan that establishes a common ground for making decisions about the future. But because of the community’s evolving needs, values or long-term issues, such as climate change, health and wellness or land use, that plan is regularly reviewed. One of the most important elements in the general plan is land use designation, which specifies the type, intensity and distribution of land used for a variety of public and private purposes, such as housing, business, industry, open space, education, public buildings and waste disposal facilities. Proper land use is critical because it shapes other significant planning decisions involving transportation, electricity, water demand and more. As populations grow and real estate development requirements change, cities or counties must regularly evaluate their mix of land use designations to properly classify and distinguish the various land uses needed within their jurisdiction and allowable by code. This evaluation and its impact on land use planning directs how, where and what kind of development may occur. Plotting the distribution of these designations is referred to a land use map, controls or table. Based on my experience with the decades-long evolution of the land use table for Rancho Cucamonga, there are three principles that jurisdictions should consider as they make their short-term development decisions. 1. Avoid Pursuing “Hot Markets” This consideration may be the toughest to follow because cities and counties are constantly presented with opportunities to entertain new commercial real estate, or CRE, developments in emerging property types. For example, in the last 20 years, the digital economy has spurred a huge new sector that features cell phone towers, data centers and server farms. On the surface, given the increasing connectivity in the world, growing 5G communication infrastructure and rapid proliferation of artificial intelligence, the temptation to “jump on the bandwagon” and rezone portions of a jurisdiction to accommodate development in this space may seem like a great idea. However, there are other considerations, such as a lack of suitable land and labor as well as high energy costs driven by the massive amounts of electricity required to power and climate-control equipment that may tilt the scales against this sector being a good fit. Another example can be resurgent traditional CRE sectors, such as industrial, which experienced a strong rebound in 2023 after considerable slowing during COVID lockdowns. Strong consumer spending and increasing nearshoring (i.e., placing manufacturing or operations close to or in the U.S.) drove construction of logistics facilities and warehouses and led to high occupancy and rent rates." 𝗖𝗼𝘀𝘁𝗰𝗼 𝗕𝗹𝗲𝗻𝗱𝘀 𝗥𝗲𝘁𝗮𝗶𝗹 𝗮𝗻𝗱 𝗔𝗳𝗳𝗼𝗿𝗱𝗮𝗯𝗹𝗲 𝗛𝗼𝘂𝘀𝗶𝗻𝗴 𝗶𝗻 𝗦𝗼𝘂𝘁𝗵 𝗟𝗔 California's development landscape presents unique approval challenges, such as obtaining California Environmental Quality Act (CEQA) approvals, which are often significant hurdles for developers. This process requires an initial study by the city or county to determine whether an Environmental Impact Report (EIR) or negative declaration must be prepared, which could take well over a year. This process has been known to block construction. However, innovative solutions are emerging. The City of Los Angeles passed AB2011, which allows developers to bypass CEQA by including affordable housing units in their projects. A prime example is a new mixed-use Costco-anchored project in LA that features 800 affordable units alongside an 185,000-square-foot warehouse. This approach allowed Costco to fill a void in a high barrier-to-entry market and addressed the city's need for affordable housing. Successfully navigating the development landscape requires a team with expertise in environmental regulations like CEQA, zoning ordinances, and other key laws. A beautiful sunrise greets the #OHLAUSA project team as they start their workday at the Montebello Corridor Grade Separation project in Montebello, California. This contract is one of several Grade Separation procurements that OHLA USA has performed for the San Gabriel Valley Council of Governments.   The project, which was awarded in 2023, calls for the construction of a bridge at the Union Pacific Railroad crossings at Montebello Boulevard and Olympic Boulevard, creating a roadway underpass at both locations. The contract will eliminate potential train collisions with vehicles since motorists will travel below grade while trains traverse the track unimpeded. The effort will also significantly reduce traffic congestion and emissions and enhance safety by upgrading signal systems and adding pedestrian crossings.   Located eight miles east of downtown Los Angeles, the grade separation requires the demolition and excavation of substructure elements followed by the construction of a steel girder bridge with concrete fascia and earth retaining structures. Also included is the installation of CIDH piles, abutments, and columns. To advance the project, the OHLA USA team will grade and prepare the site within the Union Pacific Railroad right of way, construct support of excavation systems, build roadway structural sections, and construct a temporary track detour to allow trains to remain operational through the construction zone. There's a new tool from the National Weather Service called HeatRisk, which "provides a forecast risk of heat-related impacts to occur over a 24-hour period," according to the site. As temperatures rise in Arizona, it's important to know when a heat wave is coming and to stay prepared. Last year, TNC Arizona's Healthy Cities program released a Heat StoryMap that explores heat inequities, teaches about solutions to extreme heat and includes perspectives from local residents. One feature of the Storymap allows you to search for your address in the Phoenix Metro Area and see how your neighborhood's heat, tree canopy and social vulnerability data compares to the average for the area. A recent report from the independent Little Hoover Commission, highlighted in Archinect, identifies the 54-year-old California Environmental Quality Act (CEQA) as the greatest barrier to meeting the demand for 2.5 million new housing units statewide by 2030. While Los Angeles has made strides under the leadership of Mayor Karen Bass, with a mandate to build 500,000 new homes by 2029, significant hurdles remain. Balancing the need for environmental protection with the urgency of the housing crisis is crucial. The current lengthy and complex review processes often delay projects and increase costs, impacting our ability to deliver affordable housing where it's needed most. To streamline the environmental review process without compromising our commitment to sustainability, we need to adopt innovative approaches, leverage technology, and foster collaboration between regulators, developers, and communities. By doing so, we can support both environmental stewardship and affordable housing development. April 9, 2024 - Building a hybrid mass timber high-rise is now nearly as cost-effective as building a comparable concrete tower. This could be great news for both the environment and renters in the Seattle area. A new study co-authored by PCL Construction, DCI Engineers, and Weber Thompson examines the decreasing costs of mass timber construction and its potential to expand residential space in densely populated urban regions. Intermediate high-rise towers (those 180 feet or shorter) are often under-built in urban areas due to an unfortunate intersection of construction cost and code requirements. Even if the zoning allows, many developers forgo developing high-rise residential projects that are under 200 feet due to the cost of concrete construction at this scale. Mass timber construction provides an alternative that can be cost-competitive or more economical under the right circumstances – paving the way for the construction of more buildings in the intermediate tower height zone, and potentially increasing housing density. Mass timber is a renewable construction material created using fast-growing lumber, often through a process of laminating planks together to create the buildings blocks of a tower. Pieces are pre-manufactured in a separate facility and then placed by crane on the construction job site, reducing the project schedule and resulting in a more efficient use of materials. https://lnkd.in/dtdDEwvz

#REPORT Madera GSA Survey Brings Mixed Response At its regular meeting on October 1, 2024, the Madera County board of supervisors adopted a resolution approving a plan for an ag land repurposing program for the county. The overview of the Multibenefit Agricultural Land Repurposing Program was presented first by Stephanie Anagnoson, county director of the department of water and natural resources, who then introduced in turn speakers representing five other organizations that are partners in the grant, in addition to Madera County. These groups had participated in developing some of the plan specifications and in public outreach. The grant has a $7 million implementation budget for up to six projects with the goal of achieving 10,000 acre/feet of net water savings over a ten-year period. The mission is to assist growers seeking to convert irrigated ag land into a less water intensive use.
