For businesses, protection of critical resources is paramount in emergency planning. However, employee mobility during and after an emergency is less often considered, although it is an equally significant aspect of the business continuity. The objective of…

    The business community must be prepared for a variety of emergencies ranging from natural disasters to terrorist attacks. Additionally, businesses must be prepared to continue operations even when events interfere with business as usual. For businesses, protection of critical resources is paramount in emergency planning. However, employee mobility during and after an emergency is less often considered, although it is an equally significant aspect of the business continuity. The objective of this paper is to explore how metropolitan planning organizations (MPOs), as coordinators of regional transportation decision making, can promote regional business continuity after an emergency. The focus of the study is the role of transportation demand management strategies in supporting employee mobility and business continuity. This paper summarizes the results of a 2008 study commissioned by the Sacramento Area Council of Governments, the MPO for three of California's urbanized areas. The study represents the MPO's first step toward the development of an emergency management and business continuity plan for its six-county region. Based on 20 interviews with government agencies and private companies across the United States, as well as a review of government and industry publications, the paper highlights best practices—including public-private partnerships, resource-sharing protocols, and technology applications—for maintaining employee mobility and business continuity following an emergency situation. The study also presents five case studies based on public- and private-sector experiences that highlight lessons learned, and planning and coordination efforts aimed at supporting employee mobility after an emergency

Fortunately, the industry is moving in the right direction by using performance measurement as a tool to demonstrate the value of investments and to develop efficiencies—all for the purpose of improving commuter services.

    O'ahu, with its 10,000 State of Hawai'i government employees, has an important and unique opportunity to focus transportation demand management (TDM) efforts to reduce vehicle miles traveled and greenhouse gas emissions, by improving mobility options, removing obstacles, and making it easier to commute to work using active and shared modes of transportation. The objective of the State Governmental Employee Transportation Demand Management (TDM) Plan (Plan) is to develop recommendations to increase transportation choices for state government employees on O'ahu, while also increasing the diversity and efficiency of O'ahu’s transportation system. Given that the State of Hawai'i employs such a large number of people on O'ahu, there is a tremendous opportunity to influence travel behavior for a significant part of the population by providing more transportation options, incentives, support strategies, and benefits. The Plan recommendations may also increase employee retention and assist with hiring and provide the state government the opportunity to lead the way on TDM and help to meet state climate and energy goals.

The study looked at current, existing, “off-the-shelf” data and additionally, ICF interviewed contacts from government entities from around the country to form a comprehensive review of TDM best practices and procedures for emergency preparedness and business continuity. The final report includes a review of each of these elements and provides recommendations for the SACOG’s existing program.
