“For 25 years I managed the NYS Education Department's statewide Office for Independent and Religious schools - the only such office in a state education agency in the USA. This office managed and administered many of the oldest programs and procedures authorized in the 1784 legislation creating the University of the State of New York and its Board of Regents. Much of this was actually developed by founding fathers Alexander Hamilton and John Jay - early members of the Board of Regents. This included the authority to charter and incorporate schools and educational organizations, both foreign and domestic. As America grew and developed the diversity of our citizens expanded enormously. Regarding education, all brought ideas and methods from their home countries and personal experiences. Since 1784, a very large number of elementary and secondary schools were "chartered by the Board of Regents." The schools that have been developed reflect the largest most continuous alternative education experiment in world history. Betty Rosa understands this; she also understands the vast statewide public education system. She exudes all that is professional and good about the NYS Board of Regents that establishes and oversees educational policies and regulations for all New Yorkers. She is a former NYC teacher, principal and school superintendent. She has been "on the front lines," and it is critical that someone with her wealth of experience be at the Regents table. Alexander Hamilton and John Jay would be extremely proud of her today! I met Betty Rosa during "my watch." “Realizing how I touched her life because she shared it with me, was probably the biggest award that (anyone) in this position can receive,” she says.

Born in New York City and raised in Puerto Rico until she was 10, a young Rosa returned to the Bronx to face a struggle as her parents struggled with work and their marriage. It was the kindness of a teacher that led to her success.
“There was a wonderful teacher and guidance counselor,” Rosa says haltingly. He stood up for the new girl from Puerto Rico and insisted she should take the gifted classes. “I realized the importance of people believing in you.” -
