Developer documentation platform migration

Migrated developer documentation from Contentful API implementation to open sourced software released under the name Slate. Slate is comprised of Middleman and some related ruby-focused technologies. It is a static build site focused on API documentation used by NASA, and others.
Using Nokogiri, side navigation lists are pre-rendered during build time. This reduced the desktop load speed of the slowest page by 1.2s. For mobile 3G connections, this was a 7s load time improvement.
