Health Care Authority is hiring a Primary Care Spending Data Management Specialist (ITDMJ) in the division of Clinical Quality and Care Transformation. This position is a key technical resource for health care cost transparency efforts at HCA. It uses technical expertise and data experience to represent the Health Care Cost Transparency Board (Cost Board) in internal and external workgroups to evaluate existing technology tools and resources, as well as generate technology approaches and artifacts that support internal and external data management processes. As a technical expert supporting the Cost Board’s work within the agency, you will get to proactively seek, share, and implement industry leading-edge IT data management practices, bringing HCA into the future. This position directly impacts and supports the agency’s Cost Board goals, objectives, and performance outcomes through its technology analyses and data management practices to achieve targeted business outcomes. The Cost Board is responsible for reducing Washington's health care cost growth as well as increasing the primary care spending as a proportion of total health care expenditures. To accomplish this, the Cost Board’s tasks include determining the State’s total health care expenditures, determining the State’s total Primary Care expenditures, identifying cost trends and cost drivers in the health care system, setting a health care cost growth benchmark for providers and payers, and reporting annually to the Legislature along with providing recommendations for lowering health care costs. This Management Analyst 5 (MA5) supports the work of the ITICEA’s managers and the Workforce Unit by leading the coordination, planning, process improvement, and project coordination of centralized operational activities related to workforce policy development and necessary ProviderOne system changes resulting from Medicaid payment policy developments and related grant-funded initiatives. This position manages multiple responsibilities across teams; provides leadership in the development and monitoring of system performance, performs data analysis, research, and reporting; and has substantial responsibilities in coordination of sharing information with staff, partners, and with the public. In addition, this position is responsible for innovation and policy development, alignment, cross-agency alignment and strategy/implementation activities, and technical support for agency-wide external workforce development activities and external partnerships related to this subject. This position focuses on the areas of clinical training and GME programs, and leads initiatives focused on these areas as well as cross-agency workforce equity groups.
