About us
Mission: Helping homeless youth and other marginalized people move towards improved health and self-sufficiency. What does Outside In do? Outside In is a social service agency dedicated to serving low-income adults and homeless youth. It began in 1968, and has continually revised services to meet changing client needs. Current programs include a community health clinic, a homeless youth program designed to help homeless youth obtain independent living, and risk education. We have had outstanding success helping Portland’s homeless youth transition off the streets and into stable lives: *80% of youth who go through our transitional housing program never return to the streets. *Outside In has been honored for its innovative services with our Youth Program receiving from the Oregon Shelter Network the first ever award given to a program. *Outside In also received a "Cares" Award from American Health Care Systems, which recognizes agencies for providing innovative services. *Outside In placed 5th out of 68 clinics reviewed nationwide and is a Federally Qualified Medical Center. For the past 40 years, Outside In has remained committed to creating and providing essential services needed by the homeless, low-income, and uninsured members of our community.

Douglas, treated and monitored by Marcia and the team through serious health issues, credits her for making sure he did not become just another negative statistic. “I can’t thank her enough,” he says. These days, after treatment for pancreatic cancer, he’s doing much better. He lives nearby and volunteers daily at the service center. “When I first came here, I was stand-offish,” he adds. Meet Marcia - a medical assistant for more than six years with Outside In’s Mobile Medical team. Since we started offering health care to young people living on the streets of Portland in 1968, meeting people where they has been at the heart of Outside In. Today, this sentiment continues to drive us and is perhaps most embodied by our mobile medical program. When the mobile medical van arrives at the Clackamas Service Center Inc to begin a day of outreach, participants—many unhoused and living in nearby tents—clear a path and urge those not feeling well to seek attention. “The clients out here take care of us,” Marcia says. “Everybody takes care of each other. The Oregon Senate recently passed Measure 4002, recriminalizing drugs in Oregon. Outside In believes that M110 saves lives everyday. Outside In's Substance Use Treatment Program Manager shares: "Our services are still here, serving more people than we ever have in the 2 years this program has been alive. We are going to continue to show up for our clients and offer life saving services, despite the recriminilazing of drugs.
