About us

Mission: Helping homeless youth and other marginalized people move towards improved health and self-sufficiency. What does Outside In do? Outside In is a social service agency dedicated to serving low-income adults and homeless youth. It began in 1968, and has continually revised services to meet changing client needs. Current programs include a community health clinic, a homeless youth program designed to help homeless youth obtain independent living, and risk education. We have had outstanding success helping Portland’s homeless youth transition off the streets and into stable lives: *80% of youth who go through our transitional housing program never return to the streets. *Outside In has been honored for its innovative services with our Youth Program receiving from the Oregon Shelter Network the first ever award given to a program. *Outside In also received a "Cares" Award from American Health Care Systems, which recognizes agencies for providing innovative services. *Outside In placed 5th out of 68 clinics reviewed nationwide and is a Federally Qualified Medical Center. For the past 40 years, Outside In has remained committed to creating and providing essential services needed by the homeless, low-income, and uninsured members of our community.

    We are so excited to welcome Tina Kirk to Outside In as our Finance Director! A native of Oregon, Tina’s career has taken her to many different parts of the US. After graduating from the University of Oregon with a major in Planning, Public Policy, and Management, Tina moved to Washington, DC to gain work experience with the National Association of Public Hospitals. There she learned about the impact of the AIDS epidemic on the nations safety-net hospitals and participated in research on the use of emergency rooms for non-emergency health care. After being awarded a Woodrow Wilson Program in Public Policy and International Affairs Minority Fellowship, Tina earned her master’s degree in public management and policy from Carnegie Mellon University. Her focus on policy analysis prepared her for the exciting opportunity to work in the White House as a budget examiner in the Office of Management and Budget. After the 2008 economy forced many people to reexamine their employability, Tina chose to add a Master of Accountancy to her credentials. During this time, she returned home to Portland.  After a brief stint with New Avenues for Youth, Tina decided to redirect her career path back to public health and was delighted to be selected to fill the Finance Director position at Outside In. In her free time, Tina enjoys knitting, bicycling, and clam digging and fishing with her family.    Please join us in giving a warm welcome to Tina!

    We believe that individuals experiencing houselessness are some of the most vulnerable people in our community, and it is critical they have access to services that are low barrier, trauma informed, person-centered, and harm reduction based. Outside In remains committed to calling out oppression and advocating for the rights and dignity of all individuals, particularly those experiencing houselessness within our community.

    Douglas, treated and monitored by Marcia and the team through serious health issues, credits her for making sure he did not become just another negative statistic. “I can’t thank her enough,” he says. These days, after treatment for pancreatic cancer, he’s doing much better. He lives nearby and volunteers daily at the service center. “When I first came here, I was stand-offish,” he adds.
