The North American Electric Reliability Corporation (NERC) is a not-for-profit international regulatory authority whose mission is to assure the reliability and security of the bulk power system in North America. NERC develops and enforces Reliability Standards; annually assesses seasonal and long‐term reliability; monitors the bulk power system through system awareness; and educates, trains, and certifies industry personnel. NERC’s area of responsibility spans the continental United States, Canada, and the northern portion of Baja California, Mexico. NERC is the electric reliability organization for North America, subject to oversight by the Federal Energy Regulatory Commission and governmental authorities in Canada. NERC’s jurisdiction includes users, owners, and operators of the bulk power system, which serves more than 334 million people.

NERC and the six Regional Entities, collectively the ERO Enterprise, have identified four risk themes that have made it difficult for some entities to mitigate risks associated with the NERC Critical Infrastructure Protection Reliability Standards. To communicate these themes and possible resolutions to them, ERO Enterprise staff developed the 2024 Critical Infrastructure Protection Themes and Lessons Learned report. While industry excels at many aspects of cyber security, the intention of this report is to outline areas for improvement with the goal of driving continued progress toward our shared mission of ensuring a reliable power system. As the Bulk Power System (BPS) undergoes a historic change driven largely by inverter-based resources (IBRs), NERC is expanding the scope of IBR generator owners and operators responsible for data submissions. On August 6, Texas RE's Chief Engineer and Director of Reliability Outreach, Mark Henry, will review how and when registered entities submit their data.
