How can #refugee labor pathways be scaled up? This is the key question addressed in a new study by the Migration Policy Institute, by Kate Hooper, Meghan Benton, and Beatrice Dain. The refugee labor pathways approach shows great promise, and effectively engaging employers is crucial to realizing their potential. The authors recommend the following strategies for growing refugee labor pathways and better engaging employers: 1. Sector Focus: Target sectors like healthcare and skilled trades, respond to employer demand, and identify suitable sectors for refugee skills. 2. Sustainable Scaling: Reduce tailored services without compromising recruitment quality, promote cohort hiring, and share employer experiences to address concerns like costs. 3. Bridging Skill Gaps: Create career pathways, train-to-hire programs, and provide language training to help refugees gain valuable experience and skills. In "The Role of Social Media Networks in the Labor Market Integration of Migrants and Refugees: The Example of Ukrainian Refugees in Germany," co-authored with Taya Sutormina and Annika Wangard, we highlight the crucial role social media platforms play as hubs for information and support among refugees. These online networks offer recruitment agents and employers numerous opportunities to identify candidates and understand their skills gaps and support needs. Collaborating with the admins of these networks can significantly enhance outreach efforts among refugees. Over the last two years, hundreds of thousands of asylum seekers and other migrants have been bused or otherwise gone straight from the US-Mexico border to New York, Chicago, Denver, and other interior cities, accelerating what had previously been a much more gradual process. Cities had to erect encampments in tents and stadiums, and struggled to help migrants access essential services. Now, the situation has stabilized. Despite dire warnings, cities have managed to find a new normal, often by adapting their services and policies. How’d they do it? Many cities imposed limits on shelter stays. They also innovated to create new service centers and consolidate resources. Did you know that 92% of jobs in the U.S. now demand some level of digital skills? From virtual reality in restaurants to augmented reality in manufacturing, digital technology is becoming integral across all sectors. The recent PIAAC study highlights that 83% of first-generation immigrant young adults have a foundation of digital skills. More encouragingly, digital skills among second and third-generation immigrants are robust, making them valuable assets in the ever-evolving economy. Most U.S. young adults with a high school education, including those of immigrant origin, possess at least basic digital skills. However, as artificial intelligence and digital technologies reshape industries, this generation must not just rely on their current skills but elevate their digital capabilities continuously. It is crucial that employers leverage the impressive digital skills displayed by immigrant youths to actualize the workforce of the future. As we continue to navigate a world increasingly shaped by technology, let us celebrate and support immigrants' vital role. Seismic shifts to labor markets, economies and migration patterns have led to the rise of the gig economy in many countries, with immigrants at the core of this growing sector. But as governments grapple with the meteoric rise of the gig economy, migration and migrants have been somewhat of an afterthought. Where policymakers have developed policy, they have not considered the interconnectedness of gig work and immigration. In a world with rising displacement and growing labor shortages, connecting employers in migrant-destination countries and refugees with in-demand skills represents a win-win solution. A small but growing number of countries, led by Australia, Canada, and the UK alongside some in the EU, have created refugee mobility pathways, using existing work visa streams to connect refugees in countries of first asylum with employment. Even as interest in these programs grows, the central role of the business community has been largely unexplored. In this first-of-its-kind research, drawing from unpublished employer survey data collected by Talent Beyond Boundaries, Emma Dorst, Kate Hooper, Meghan Benton and Beatrice Dain examine employers’ experiences, motivations, and the constraints they face in hiring refugees in countries of first asylum. The report examines ways to surmount barriers and scale refugee labor pathways, which so far have facilitated only small numbers of matches despite significant interest.
