📌It’s a federal requirement that state, local, & other programs receiving federal funds provide translation, interpreting, & other services to ensure that all residents, including those speaking languages other than English, can access information & services. While that goal remains significantly unmet, a new policy brief by Margie McHugh & Jacob Hofstetter offer practical strategies. They suggest the federal government should: ✏Develop program- or sector-specific guidance on language access compliance for federal funding recipients. ✏Embed language access requirements in routine processes such as funding applications, awards and program reviews. ✏Dedicate new or existing staff to coordinate language access efforts not only at the agency level but also within major agency sub-offices or programs. ✏Provide sufficient resources for civil rights offices to investigate possible violations. ✏Implement an expanded cross-agency approach, led by the Justice Department, to strengthen coordination, learning & quality control of language access measures. Our Jeanne Batalova examines how US adults fare on an international test of digital skills, and where there are opportunities to leverage these skills & improve them. This is a key issue for U.S. competitiveness. Take a read.
The vast majority of today's jobs across industries require U.S. workers to interact with a broad range of digital technology tools. Online educational and training platforms have also become more common. While the U.S. boasts the largest number of the world's most influential technology companies, the digital skills of the general population tell a different story. About 1 in 4 U.S. adults lack digital skills, according to the international survey of adult skills (PIAAC 2012-17), which tested literacy, numeracy, and digital skills and their application in real life. Fortunately, the younger generation fares much better. In my recent Migration Policy commentary, I examined the digital skill levels of high school degree holders by immigrant generation. Young adults who are U.S.-born children of immigrants, similar to their peers from non-immigrant families, are better equipped with digital skills compared to the general U.S. population. Only 7-8% of these young adults lack basic digital skills.
