About ICAN’s Independent Practice Association (IPA) Founded alongside ICAN in 1997, ICAN’s Independent Practice Association (IPA) is a pioneering network dedicated to breaking down barriers to essential care. Aligned with ICAN’s Wraparound philosophy, the IPA works to prevent unnecessary removal from homes by providing access to a wide range of home and community-based services, including mentoring, behavior management, and peer support. This network empowers individuals and families by connecting them with providers committed to helping clients thrive, while ICAN provides onboarding support, administrative assistance, and expert guidance. This model enables IPA members to focus on delivering high-quality, person-centered care, creating a compassionate, integrated support system for those in need. About NYSILC The New York State Independent Living Council, Inc. (NYSILC) is a nonprofit state council dedicated to promoting independent living for people with disabilities across New York. In partnership with community-based Centers for Independent Living (CILs), NYSILC operates on a peer-based model supported by individuals with disabilities to improve access to services that enhance community quality of life. The council’s primary role is to collaborate with state partners on developing, monitoring, and evaluating New York’s Statewide Plan for Independent Living (SPIL), as mandated by the Federal Rehabilitation Act.
