About us

ICAN works with over 2,400 individuals each day to restore social, emotional and behavioral health and well-being to Keep Families Together. ICAN offers 20+ programs reaching communities across six counties in Central New York and serving individuals from prenatal to end-of-life care. Services are delivered at home, in school and in the community. Founded in 1997 as a home-based mental health services program for children in Oneida County, ICAN has focused on families since day one.

  • Our Director of IPA Operations Isabelle Alexander-Klaboe was recently featured in Utica Rome Professionals Under 40! Isabelle is an integral part of our leadership team, overseeing more than 250 providers in our Independent Practice Association (IPA). Her dedication to expanding access to home and community-based services makes her a perfect fit for this role.     Today we’re excited to feature Isabelle S. Alexander-Klaboe, our nonprofit speaker for tomorrow's networking event! Isabelle is the Director of IPA Operations at ICAN and a council member of the New York State Independent Living Council (NYSILC). In 2018, Isabelle moved from Long Island to the Mohawk Valley and has since become a key leader in independent living and healthcare services. At ICAN, she oversees the Independent Practice Association (IPA), collaborating with healthcare providers and community organizations to expand access to home and community-based services. Isabelle's work focuses on performance improvement, compliance, and disability awareness, embodying her commitment to building accessible, high-quality support systems across New York State. Isabelle also brings her expertise as a certified NY State Long Term Care Ombudsman and former Executive Director of LIFE at RCIL, developing community-centered programs for individuals with disabilities and leading disability awareness training on respect, accessibility, and inclusive best practices. With a background in community relations and donor engagement, Isabelle’s blend of hands-on leadership and advocacy fosters empowered, inclusive communities. She is also currently pursuing an MBA at SUNY Empire State University. About ICAN’s Independent Practice Association (IPA) Founded alongside ICAN in 1997, ICAN’s Independent Practice Association (IPA) is a pioneering network dedicated to breaking down barriers to essential care. Aligned with ICAN’s Wraparound philosophy, the IPA works to prevent unnecessary removal from homes by providing access to a wide range of home and community-based services, including mentoring, behavior management, and peer support. This network empowers individuals and families by connecting them with providers committed to helping clients thrive, while ICAN provides onboarding support, administrative assistance, and expert guidance. This model enables IPA members to focus on delivering high-quality, person-centered care, creating a compassionate, integrated support system for those in need. About NYSILC The New York State Independent Living Council, Inc. (NYSILC) is a nonprofit state council dedicated to promoting independent living for people with disabilities across New York. In partnership with community-based Centers for Independent Living (CILs), NYSILC operates on a peer-based model supported by individuals with disabilities to improve access to services that enhance community quality of life. The council’s primary role is to collaborate with state partners on developing, monitoring, and evaluating New York’s Statewide Plan for Independent Living (SPIL), as mandated by the Federal Rehabilitation Act.   • We are VERY excited to have our “Everyone Has It. Every Day.” Campaign featured on the first of seven webinars by Behavioral Health News and the NYS Office of Mental Health. The campaign, which ran locally throughout 2023, featured Mental Health Ambassadors who worked to bring a message of positive mental health to students and the community. As public figures, mentors and leaders in the area, they also helped promote stigma reduction by sharing their own challenges with mental health and tactics they use to overcome them.   • Last night our Independent Practice Association (IPA) held TWO great events at Elevate CNY - our sports complex in Westmoreland. We had a Meet ‘N Mingle hour where our IPA agency heads and providers could network with our leadership teams and representatives from over 20 ICAN programs. Then, the event transformed into Job Fair open to the public! Those interested in learning more about or joining our IPA got to see firsthand the impact of the network and the possibility of enhancing their careers and their lives.     Today's member spotlight is dedicated accounting expert Chris Lambe CPA! Chris Lambe brings over two decades of financial expertise to his role as Chief Financial Officer at Integrated Community Alternatives Network (ICAN), where he has been an integral part of the executive team since 2015. A graduate of Whitesboro High School, Lambe went on to earn a Bachelor’s in Accounting from Alfred University before becoming a Certified Public Accountant. He is also a 2016 graduate of the Leadership Mohawk Valley program. Starting his career at D’Arcangelo & Co., LLC, Lambe progressed from intern to manager, gaining valuable experience in both the tax and audit departments. He specialized in preparing personal, corporate, and nonprofit tax returns, as well as providing bookkeeping and managerial consulting, with a focus on guiding organizations through transitions in their accounting departments. His audit experience covered school districts, unions, and nonprofits, where he developed expertise in internal control evaluation, state and federal reporting requirements, and budgetary analysis. Since becoming ICAN's CFO, Lambe has overseen impressive organizational growth, with revenue expanding from $8 million to over $30 million and assets increasing from $3 million to over $27 million. His leadership contributed to ICAN’s acquisition of the Utica Children's Museum and Elevate CNY. Additionally, Lambe has provided managed services to other nonprofit organizations and briefly served as the Chief Financial Officer of the House of the Good Shepherd, assisting in leadership transition planning as part of ICAN’s collaborative commitment to other nonprofits. Lambe’s leadership is guided by a vision of fostering collaboration and community-driven initiatives, aiming for sustainable, meaningful change. His focus is on creating long-term impact for families in the Mohawk Valley and beyond, using his experience and tools to improve as many lives as possible. He strives to inspire a ripple effect of positive change, empowering communities and building resilience. A founding member of Universal Bookkeeper, Inc., Lambe has also served on various local boards, including those of the Utica Children’s Museum and Rome Health (effective 1/2025). His previous board service includes roles with Positively Rome, Rome Clean and Green, and Sculpture Space. He has also served as president of the New York State Society of CPA's Utica Chapter, and in 2017, he was honored with the Follow The Leader award from Leadership Mohawk Valley. Chris and his wife Jenna reside in Rome, NY, with their son Oscar, born in 2023. Together, they honor the memory of their son Bo (Robert), who was born in 2020 and tragically passed away in 2023 after a battle with brain cancer. In his free time, Chris enjoys golfing, playing strategy board games, traveling, attending musical performances, and exploring new cities.
