The Planning Department is partnering with the City of Elmira to create a Local Waterfront Revitalization Plan (LWRP). The LWRP will provide the shared vision, goals, and strategies for improving the waterfront along the Chemung River in Elmira. The primary waterfront issues to be addressed by the LWRP include waterfront connectivity, climate change adaptation and resilience, enhancing public access to the river, and economic development.
