TEQIP III: Introduction

TEQIP conceived in pursuance of the NPE-1986 (revised in 1992) by Govt of India as a long term program to be implemented in different phases. After successful execution of TEQIP II, TEQIP III started from 2017-18 as Central Sector Scheme with a focus on the Low Income States, Northeast, Hill States and Islands. A total of 177 Engineering institutions and 14 Affiliating Technical Universities (ATUs) covering 1165 unaided institutions were selected for participation in TEQIP III. The third phase of TEQIP was also special in a way that it incorporated twinning arrangements between mentee & mentor institutions with an emphasis on Focused Training (PT) and Focused Interventions from IITs in terms of deliverables and accountability.IITG and IIT Kharagpur were the mentor institutes for all the TEQIP institutes of NER. As appraised, the term of TEQIP phase III was expired on 31-03-2021.

KIT (Knowledge Incubation Cell for TEQIP), established at IIT Guwahati under 2nd phase of TEQIP, functions as a multi-disciplinary as well as interdisciplinary Innovation Incubation Centre with a focus to impart Knowledge, infusing innovation and leading a path to achieve academic excellence. Its activities are in the area of improving quality of technical education, incubator of Innovative Ideas; implementer of contemporary pedagogy practices and development of Learning Content in Technical institutions while mentoring them.

  • To improve quality of Technical Education and equity in engineering institutions in focus states of India

  • To enhance existing capacity of the institutions by faculty improvement
  • To make curriculum dynamic, demand‐driven, quality conscious, responsive to rapid economic and technological developments
  • Twining arrangements to build capacity and improve performance of institutions and ATUs participating in focus states.

Department-wise activities can be planned under Knowledge Incubation for TEQIP (KIT) in any of the following broad categories:

  • Faculty engagements including summer/winter internships at IITs and other pedagogical courses
  • Summer/winter internship (4 weeks) at IIT for UG and PG students from focus states
  • Competitive UG/PG projects to promote UG research in the focus state TEQIP institutions
  • Credit transfer, collaborative PhD and Master’s thesis (with the IITG), for availing academic ambience of IITG from focus and non-focus states
  • Funding for collaborative research for faculty (maximum two years) from mentee institution and 1 faculty from IITG.
  • Training of Technical/Library/Administrative Staff through 2-3 day workshop
  • Organizing International/National conference in the project institution through collaboration with leading role by IIT
  • Organizing GATE sensitization orientation workshops at participating institutes through PG/PhD students / faculty of IITs

In particular, activities under mentoring arrangements in TEQIP-III are as following:

  • Faculty, staff and student training and academic activities
  • Joint R & D
  • Seminars, academic meetings and conferences for students and faculty
  • Organising Industry partnerships for joint R&D, internship and placement activities
  • Assist in industry institute interaction
  • Learning forums for improving governance practices, institutional management and reforms
  • Joint Advisory or consultancy services
  • Guiding mentee on various academic and administrative reforms
  • Helping institutes to achieve AICTE mandate
  • Assist/support mentee to achieve Project targets, KPI & deliverables
  • Other activities as deemed mutually appropriate

KIT at CET will be actively engaged towards:

  • Periodic review by IIT faculty and offer consultation to project institution for development of laboratories
  • Installing peer review mechanism for assessing faculty performance (a detailed list of teachers of mentee institutions is mapped with IITG)
  • Gathering feedbacks participants on the activities attended from participating institutes at IITs
