The Office of Congressional and Intergovernmental Relations (CIR) is the primary liaison between the Department of Housing and Urban Development, Congress, State and local governments, and their staff. The office plays a crucial role in developing the Department’s legislative goals and strategies; addresses appropriations and budget matters; and coordinates the Department's responses to congressional inquiries.
