Coney Hill have a four-year plan in place to break into the National Leagues starting with the league-Combination Cup double.
The Gloucester side are keen to join the likes of Cinderford in the national leagues after bringing in a host of former professional players.
Former Crusaders academy centre Dwayne Burrows has joined the club along with fellow New Zealander George Lott, who joins from Gala in the Scottish Premiership. They have also secured the services of former Bristol and Ulster full-back David McIlwaine and winger Ciaran Leeson, who has played Sevens for Ireland.
Craig Greer, head coach of Coney Hill, said: “The goal for us is certainly to make our way into the national leagues and put the club in a good place.
“The league that we are in now and the one above can be tricky especially with the trips to Cornwall.
“As a team it is about us getting a foot planted and get a good run in the national leagues which will help us attract more players.”
Coney Hill are three divisions off the national leagues, with them having to go through South West One East/West and the South West Premier before they reach National Two South.
Greer added: “Going well in the Combination Cup last season was an eye-opener for the boys.
“It showed them what could happen with this team.
“We knew that we would need to recruit to help the club get out of the habit of finishing in the bottom end of the league every year.”
McIlwaine was playing Championship rugby two years ago as well as Heineken Cup and Pro12 rugby as recently as 2014 and worked with current Gloucester boss David Humphreys at Ulster.
“The goal has been set by the squad that we want to win the league, Combination Cup as well as having a good run in the national cup,” said Greer.
“We want to send out the message that Coney Hill are on the rise and want to become a national league side.”
