    This book looks at the multitude of problems we find ourselves in with respect to the behavior of our Federal Government. It proposes a re-organization of the Federal Government from the ground up and introduces a new Constitution to move our original version into a modern document to accompany the re-organizational effort. The driving impetus is to remove significant misdeeds of the President, Congress, and Supreme Court that so recently have become untenable. Removing the mechanism of Presidential "executive orders", pardons, and conflicts of interest; the primary goal of many of our politicians to stay in office at all cost, many whose votes are for sale; and finally the Justices of the Supreme Court that have looked to and quoted laws and policies of Foreign Governments and other Organizations and finally moved to essentially "Re-write" controversial laws in order to "Find" in their favor. It's time for our Federal Government to return to the status and functions originally intended upon the founding of the country. A more insular position, more attention paid to "State's Rights" and finally a full revamping of the financial direction of the nation and revision of the Federal Tax system.

      Over the years I have been most fortunate to have had many people who have given of their time and energy.

      The foundations provided in The Virginia Plan, The writings of Thomas Paine, James Madison, Thomas Jefferson, and the work of many others are borrowed to be included herein; much of the work done in this document is of their ownership, not my own.

      We are all indebted to our Founding Fathers for their valuable work, the federalist papers and the anti federalists as well. The framers of the Declaration of Independence and the Constitution were masterful.

      We are all forever indebted and grateful to them. I therefore not only wish to acknowledge them but to dedicate this work to them as well.

      FOREWORD

      The author has brought together the recent difficulties and apparent misdeeds pervading our current government along with the historical work that is our present constitution.

      In attempting to mold a system based upon the original constitution in intent and scope but extending it so as to attempt to forestall future misconduct and intentional flaunting of its effectiveness; new attention is paid to limiting discretionary actions and constraining authority.

      While this work sets a high mark, it is difficult to envision it ever being accomplished given the present political climate in the United States and the reluctance of the body politic to embrace any change that would disturb their comfort and power base.

      I fully expect that this is an exercise in futility but perhaps provides enough food for thought that it can, at the very least, point our great nation back toward its original purpose.

      INTRODUCTION

      In beginning this treatise, borrowing the title from the words of Abraham Lincoln, seemed somewhat appropriate in the context of what he was trying to achieve at the time. President Lincoln served during a most trying time in our nations history and in moving to rebuild our country after such a devastating war, he sought to re-unite us, to rebuild us, to save us from the destruction that separation of the southern or any other states would surely cause.

      We truly are a nation that while born out of conflict, has risen to the forefront of human achievement as to a citizenry governing themselves; not only successfully, but demonstrably better than those that have been attempting such feats for centuries past.

      In studying the politics of the ancient civilizations, more contemporary ones, including those that exist today one sees progress being made for the benefit of the societies in general.

      In the United States we have had the experience of having the founding of our present system of government prepare for the people to take part in the organization, the representatives they would choose to present and support their points of view; their wants, desires, and concerns.

      It is most unfortunate that many of the people’s representatives that attend the congress, in both houses, find it more desirous to attend to their self interests instead. Once a politician is installed; they are then engaged, not only in championing a cause, but also in constantly pursuing the means by which to stay in office.

      They are certainly not the only self-serving people to consider in the making of a nation. The general populace unfortunately has grown to place their interest high above that of the nation. They urge their congressmen to bring home the government programs, contracts, and monies. Whether it is good for the country or not is not the question in their minds, nor is it in the minds of their representatives in congress.

      How can we hope to succeed if we all want is for ourselves and to hell with anyone else? There are those in our society that are as coarse as rough-hewn oak. Few are the polished and benevolent in nature. Fewer yet are they that have the education, learning, clarity of thought and desire to work against all those odds to forge another Government and try again for a country that has a chance of success in the modern era.

      History has reminded us that in the migration of people like the other animals and birds on the planet, adventurers seek new and richer surrounds. They set up communities and claim territories for their kind whether occupied by others or not; the idea of the stronger taking from the weaker.

      Need we say that the politicians become the stronger and their constituents, the weaker? Without the use of physical violence and without the ability to enforce a time limit for those who serve us in the Congress, what shall our course of action be?
