City Manager

Kean graduated from Bryan High School in 1980 and received his B.S. in Industrial Distribution from Texas A&M University in 1986. From 1987 – 1993 Kean worked as the Sr. Marketing Representative in the Bryan District for Lone Star Gas Company. Kean moved to Arlington, Texas and served as the Director of Business Development for Lone Star from 1993 – 1995. In 1995, Kean was given the opportunity to move back to Bryan to head up the district’s operations group, and held that position through the merger with TXU in 1997. Kean accepted the position of Regional Manager with TXU in 1998, responsible for the overall gas business as well as electric services in TXU’s South Texas region. In September of 2000, Kean accepted a position with BTU, where he oversaw Energy Services, Customer Service, IT, Fiscal Services, Regulatory Affairs, Power Production, and Power Marketing.

Kean served as the Acting City Manager for the City of Bryan in 2006, and served in the same role from September 2010 until September 2012, when he was officially appointed to serve as City Manager.

Kean is a retired Master Sergeant in the U.S. Army Reserves and served in the Texas National Guard’s Airborne, Ranger, Long Range Reconnaissance and Long Range Surveillance units. Kean also serves on the Board of Directors of the Texas Municipal Power Agency and the Texas Public Power Association.

Kean is married to Vita Register. They have two sons, Dustin Paul and Justin.

Hugh WalkerHugh R. Walker

Deputy City Manager, Support Services

Hugh Walker began his career in municipal government with the City of Bryan as the Assistant to the City Manager in 1995. Hugh was promoted to Assistant City Manager in 1998 and is currently a Deputy City Manager – a position he has held since 2000. Receiving a BA from Central Washington University and later obtaining a MPA from the University of North Texas, Hugh complements his years of employment in the public sector with an exceptional educational background. Hugh includes in his employment experience eight (8) years in the private sector and three (3) years in the non-profit arena. Along with an extensive employment history comes Hugh’s professional associational involvement. Hugh is a member of the Texas City Management Association (TCMA), including serving in capacities such as the Executive Committee, Board and President of TCMA Region 7. He also serves on the Texas Municipal League Board. Hugh and his spouse, Shelley, have two grown Aggie daughters, MaKayla and Madisen. They are proud to call Bryan home and enjoy “Bryan, Texas…the Good Life, Texas Style.”

Deputy City Manager, Community Services

Joey Dunn has more than 28 years of experience in municipal government. Born in Virginia and raised in Alabama, he received his Bachelor of Science degree in Communications & Human Relations, with a minor in Music from Trevecca Nazarene University in Nashville, Tennessee. In 1991, Joey moved to Texas to attend graduate school in Architecture at Texas A&M University. In 1994, Joey obtained his Master of Urban Planning degree from Texas A&M University. Joey’s municipal career began while still in graduate school in 1993 as a Historic Preservation Intern with the City of Bryan Main Street Project. During that time, Joey was directly involved in efforts to begin the revitalization of Downtown Bryan through his work in establishing the Downtown Bryan Historic District as well the Bryan Historic Resources Survey Update. From 1994 through 2006, Joey held positions with the City of Bryan as well as the City of College Station as Director of Planning & Development Services during a time of significant growth and development in the Bryan-College Station/Texas A&M University community. He returned to the City of Bryan in March 2006, where he has served as Deputy City Manager for Community Services, overseeing a number of departments including Planning & Development Services, Economic Development, Coulter Airfield, Community Development, Parks & Recreation, Library Services, and Special Projects. Joey currently serves as Region 7 Vice President of the Texas City Managers Association (TCMA), and is a certified city planner with the American Institute of Certified Planners (AICP). Joey serves as the City of Bryan liaison to the Blinn College Brazos County Advisory Board, the BCS Chamber of Commerce and Destination Bryan Board of Directors. Joey is a long time member of the Bryan Church of the Nazarene, and is currently Secretary of the Bryan-College Station Salvation Army Advisory Board. Joey’s true passion is spending time with his wife Leslie, and his four children, ages 15 through 26.

Graduate Internship Program

The City of Bryan Internship Program offers a paid full-time ten week (June-August) summer internship to individuals who are currently completing coursework towards a master’s degree in public administration, business administration or related field and who are interested in a career in local government. This program is designed to attract, develop and retain innovative people in local government.Interns have the opportunity to observe firsthand the efforts of the City to resolve some of its most pressing issues. Each intern is provided with the opportunity to work in the City Manager’s Office and selected line departments. Interns carry out research and analysis projects on a wide range of topics under the direction of senior staff members.While in Bryan, interns encounter a variety of innovative management systems and gain exposure to many of the issues facing city government. They are exposed to important issues, improvement initiatives, and new approaches and directions. They will be involved with administrative and citizens’ committees and attend City Council and management policy meetings. They also have the opportunity to attend local and regional professional conferences during the program, where they meet and network with government professionals from throughout Texas. Observing these processes help interns develop a comprehensive understanding of how decisions are made in municipal government.Through the City’s internship program an intern can:

  • Apply, challenge and develop his/her intellect and knowledge base

Objective

The City of Bryan Internship Program seeks to attract exceptional men and women from different social, economic, and cultural backgrounds to the local government sector. The City strives to employ interns from a variety of academic disciplines who are representative of the City of Bryan’s diverse community.

The objective of the Internship Program is to provide internship opportunities designed to equip students with practical, real-world work experiences that will help them transition into a successful career in the public or private sector.

Minimum Qualifications

To apply for an internship, an individual must be currently completing coursework towards a master’s degree in public administration, business administration or related field status and meet minimum GPA requirements. Applicants should possess an interest in government service, and provide documentation of leadership, interpersonal skills, and participation in team projects.

The position is typically posted online in early January, with interviews conducted in February/March; once enough applications are received for a competitive field, we contact those candidates at that time for an interview. The internship term takes place from approximately May-August (10 weeks).

The selection process may include examinations, interviews, drug tests and background checks. A Texas driver’s license with a good driving record may be required for some positions.
