Human Capital Development

Since the DCMS Creative Industries Mapping Document highlighted the key role played by creative activities in the UK economy and society, the creative industries agenda has expanded across Europe and internationally. It has the support of local authorities, regional development agencies, research councils, arts and cultural agencies and other sector organisations. Within this framework, higher education institutions have also engaged in the creative agenda but have struggled to define their role in this growing sphere of activities. Higher Education and the Creative Economy critically engages with the complex interconnections between higher education, geography, cultural policy and the creative economy. This book is organised into four sections which articulate the range of dynamics that can emerge between higher education and the creative economy: partnership and collaboration across higher education institutions and the creative and cultural industries; the development of creative human capital; connections between arts schools and local art scenes; and links with broader policy directions and work. While it has a strong UK component, it also includes international perspectives, specifically from Australia, Singapore, Europe and the USA. This authoritative collection challenges the boundaries of creative and cultural industry development by bringing together international experts from a range of subject areas, presenting researchers with a unique multidisciplinary approach to the topic. This edited collection will be of interest to researchers and policy-makers working in the area of creative and cultural industries development.

Mountain guides are one of the front-line players in the tourism industry.
Through their professionalism, they can alter the tourists' vacation from a tour into an experience. This study examines the mountain guiding in Indonesia by comparing the Indonesian mountain guide training and certification programme and to what degree the approach and content correspond with the UIMLA and the IFMGA programmes. This research uses a dual approach to investigating the issues: a content analysis of APGI 3, UIMLA and IFMGA programmes respectively and interviews with various players involved in mountain guide training and certification. It was discovered insufficient training, lack of professionalism and ineffective monitoring measures. Although professional certification is a widely accepted paradigm and embodied in legislation from global to local levels, implementation continues to be a challenge. As a minimum, it is necessary for Indonesia’s tourism business to improve the training programme and this can be done through less government interference and delegate the authority to the specialised mountain guide organisations like APGI. However, very few studies about mountain guide training and certification and mountain guiding as a profession have been introduced, and this study represents one of the first attempts to do so. The results of this research can be used for improving mountain guiding in Indonesia.

Bu kitap; duygusal ve davranışsal bozukluklara sahip öğrenciler hakkında bilgi sahibi olmak isteyen sınıf öğretmenleri, özel eğitim öğretmenleri ve alanda çalışan uzmanlar için hazırlanmış giriş niteliğinde bir uygulama kitabıdır. Her bir bozukluğun nedeni, tanımlanması, güncel araştırmalar ışığında verilmeye çalışılmış ve okul ortamındaki pratik uygulamalarla da anlatım zenginleştirilmiştir. Bunlara ek olarak belirli bir bozukluğun tüm yönlerine ilişkin temel yaklaşımla birlikte bilimsel olarak geliştirilmiş müdahele yöntemleri de verilmeye çalışılmıştır.

Bu kitabın alanda yeni çalışmaya başlayan öğretmenler kadar güncel verilerle desteklenen tanı koyma ve müdahele stratejilrine önem vermesi nedeniyle alanda uzun süredir çalışmakta olan öğretmenlere ve uzmanlara da yararlı olacağını düşünmekteyiz.

Nas últimas décadas, tem-se assistido a uma crescente preocupação pelo desenvolvimento socialmente justo e sustentável; daí que as políticas de desenvolvimento que se têm delineado têm implícita uma preocupação de maior equidade e justiça, aprendendo do passado para assim projetar o futuro. Ora quem aprecia o horizonte, sem menosprezar o seu espólio e memória, vive o momento presente empenhado em viabilizar o porvir. Esta atitude implica uma postura comprometida dos cidadãos com o social. E desta forma comprometida, empreendedora e corresponsável que se compreende o capital social como meio de desenvolvimento sustentável. Com este estudo procura-se perceber até que ponto o capital social é um dos fatores determinantes do desenvolvimento sustentável. Indagam-se, para isso, os indicadores que melhor podem medir o capital social. De uma forma mais específica, procura-se compreender até que ponto a sociedade portuguesa tem estimulado o capital social como recurso fundamental para o seu desenvolvimento. Esta questão é ilustrada a partir do inquérito do European Values Survey e, de uma forma longitudinal, analisam-se os comportamentos dos portugueses entre 1990 e 2008. Os resultados mostram que os portugueses não estão ainda sensibilizados para a problemática do desenvolvimento sustentável, revelam posturas muito fechadas, pouco ou nada preocupadas com a construção de uma sociedade mais ativa e comprometida com o bem comum.

Ünlü eğitim psikoloğu Robert Slavin'in Eğitim Psikolojisi kitabının onuncu baskısı, kuramı uygulamaya aktarma konusunda önemli bir eksikliği gidermekte ve öğretmenlerin sınıfta ihtiyaç duyabilecekleri alanlarda uygulayabilecekleri bilgileri içermektedir.

Kitap, yansıtıcı ve bilinçli bir öğretmenin uygulayabileceği en yeni araştırmaları sunarak, bilinçli öğretmen üzerine odaklanmaktadır. Slavin'e göre bilinçli öğretmen, uygulamasını devamlı surette yansıtan ve bu uygulamaların öğrencileri nasıl etkilediği hakkında net bir düşünceye dayalı olarak öğretim kararları veren kişidir.

Bu kitapta okuyucular alanda önemli ve yeni ortaya çıkan bazı konular ile karşılaşmaktadır. Bu konulardan bazıları; 21. yüzyıl becerileri, ilk yıllarda dil ve okuma yazmanın gelişimi, iki dilli eğitim, nöroloji alanındaki yeni araştırmalar, iş birliğine dayalı öğrenme konusundaki son araştırmalar, okumada sorun yaşayan okuyucular için özel yardım, küçük gruplarla çalışma ve bilişim alanındaki en yeni araştırmalar, gelişmeler ve uygulamalardır. Kitap yeni ve farklı bir yaklaşımla pek çok teorik bilgiyi uygulamalı olarak sunan, teorik bilgilerin kavramsal olarak uygulamaya nasıl dönüştürüleceğini göstererek öğretmeyi amaçlayan ve bunda başarılı olduğu açıkça belli olan iyi bir başvuru ve ders kitabı olarak öğrencilere ve eğiticilere önerilmektedir.

Uzmanlar, klinisyenler ve araştırmacılar, yeme bozukluklarının duygusal düzensizliklerden kaynaklandığı vakalarda Diyalektik Davranış Terapisinin etkin olacağı konusunda hemfikirdi. Alanda yapılan pek çok adaptasyon çalışması olmasına rağmen Debra Safer, Christy Telch ve Eunice Chen bunu deneysel bazda yapan ilk kişilerdir. Standart diyalektik davranış terapisinin, tıkanırcasına yeme bozukluğu ve blumia nervoza semptomlarını tedavi etme yollarının yapılandırılmış bir özetini sunan bu kitap ile alandaki ihtiyaca cevap vermişlerdir. Bu alanda çalışan klinik psikologların ve danışmanların mutlaka okuması gereken önemli bir kaynak olmakla birlikte bu alanda okuyan öğrenciler için de farklı bir bakış açısı kazandırmaktadır.
Dokuz bölümden oluşan bu kitapta tedavi kapsamlı olarak ele alınmıştır. Genel çerçevede, olumsuz duygularla başa çıkmanın daha uyumsal yollarını öğreten becerilerin kazanımı ile tıkanırcasına yeme ve boşaltmayı durdurma hedefine ulaşma yolu adım adım çizilmiştir. Blumia nervoza ve tıkanırcasına yeme bozukluğuna sahip insanların karılaştığı sorunlar ve mevcut tedavi yöntemleri ele alınarak okuyucuya genel bir bakış açısı kazandırılır. Standart terapinin detaylı bir şekilde tanıtımından sonra bunun adaptasyonunun neden gerekli olduğu, adapte etmenin mantığı mevcut kanıtlar ile sunulur. Daha sonra, tedavi öncesi ve başlangıç oturumlarından tedaviyi sonlandırmaya kadar olan süreç aşama aşama ele alınır. Nüksetmeyi önleme kısmına değinilir. Son olarak kapsamlı vaka örnekleri ile anlatılanların sağlam temeller üzerine oturması sağlanır.
Amacına uygun şekilde düzenlen bu kitap, diyalektik davranış terapisi adapte edilirken belirli sınırlar çizmek yerine okuyucuya geliştirilebilir bir zemin hazırlar. Bu yönüyle tedaviyi uygulamaya ve geliştirmeye teşvik eder. Açıklayıcı vaka örnekleri ve kanıtlar ile tedaviyi tüm ayrıntılarıyla sunarak farklı alanlardan okuyuculara hitap eden bu titiz çalışma özellikle alandaki uzmanlara klinik psikologlara, danışmanlara ve araştırmacılar için bir rehber niteliğinde olacak niteliktedir.

A complexity-friendly, SenseMaker-based approach to understanding how to build sustainable livelihoods and communities in conditions of high uncertainty and change. The tool also detected underlying attitudinal change among participants in UNDP Yemen programmes.

This Project aims at designing a Decision Support system using Fuzzy Logic to enhance Business Management. Henri fayol principles of  Business management was adopted using the Sugeno Fuzzy Inference System, some concept of fuzzy logic expert systems and its applications in business and management process is explained thoroughly in collaboration with the use a well-defined diagrams and tables. Also some characteristics of fuzzy logic with the help of some real time examples which is based upon fuzzy logic application. For the purpose of this project Henri Fayol 14(Fourteen) Principles of business management was introduce as a key factor, the two(2) key players considered in this project are the Employers and the Staff. The results obtained using the sugeno fuzzy inference system with the six inputs used are used for swift and just decision making. The concept of  Fuzzy Logic is used to determine how efficient the fourteen principle of Business Management can be tailored to suite swift and just decision making process in an organization.

Toplumsal etkileşimin olduğu her yerde, anlaşmazlıkların olması doğal ve kaçınılmazdır. Kişiler, gruplar ve toplumlar arası anlaşmazlıklar; doğru bir biçimde yönetildiğinde gelişimin, ilerlemenin, dönüşümün, barışın ve bütünleşmenin hem enerji kaynağı hem de motoru olabilmektir. Ancak, anlaşmazlıklar yanlış ve yıkıcı yaklaşımlarla yönetildiğinde ise; yıkımın, şiddetin, zulmün ve acının kaynağına dönüşmektedir.

Anlaşmazlıkları ortadan kaldırma, farklılığı ortadan kaldırmaktadır. Doğa ve insanlık, farklılığı ve çoklığı kabul etmeyi ve anlamayı gerektirir. Farklılığı ortadan  kaldırmaya çalışmak yerine; onu anlamaya ve nasıl yöneteceğimizi keşfetmeye başladığımızda, yolumuz anlaşmazlıklarımızı nasıl yöneteceğimizden geçmektedir. Anlaşmazlıkları nasıl yöneteceğimiz üzerine odaklandığımızda, karşımıza en temel yaklaşım ve paradigma olan "dönüşümsel arabuluculuk" çıkmaktadır.Dönüşümsel arabuluculuğun alanyazına en önemli katkısı, anlaşmazlık çözüm sürecinin toplumsal değerlerden ve kültürden bağımsız olmadığı,ideolojimizin ve inanç tarzımızın anlaşmazlıklara ilişkin değerlendirmelerimizi, tutumlarımızı ve anlaşmazlıklarımızı ele alış tarzımızı etkilediği düşüncesidir. Yine, dönüşümsel arabuluculuğun en ayırt edici özelliği, anlaşmazlıkları yönetim sürecinin, kişileri dönüştürebileceğine, geliştirebileceğine ve güçlendirebileceğine yönelik yapıcı ve olumlu duruşudur.

Bush ve P. Folger tarafından geliştirilen "dönüşümsel arabuluculuk modeli" ülkemizde, her sene mahkemelere taşınan yüz binlerce anlaşmazlığı, çekişmeyi ve ayrışmayı yüz yüze müzakere ederek yapıcı ve barışçıl olarak çözme kapasitesini güçlendirmek için bir fırsat ve araç olacaktır. Cezalandırıcı adalet anlayışından, onarıcı adalet anlayışına dönme çabalarına ışık tutacaktır.

Bu eser,içerdiği alternatif paradigma çerçevesinde hukuk sistemimize yeni giren arabuluculuk modelinin doğru ve amacına uygun kullanılması için de referans olacak anlamlı ve önemli bir eserdir. Buna ek olarak, anlaşmazlık çözümü üzerine çalışan hukukçulara, psikologlara, psikolojik danışmanlara, eğitimcilere, psikiyatristlere ve sosyal çalışmacılara hem kurumsal anlamda hem de somut anlaşmazlıkların ve çatışmaların yapıcı ve barışcıl yönetimi konusunda yol gösterecek temel bir başvuru kaynağı olacaktır.

Critical review is done to analyze the importance of educational finance in establishing human capital. The key words of this review of literature are human capital, education financing, and benefit economical and individual.  Education is highly important in developing human capital, because it influences the individual and it has benefit economical for the nation. Education as the main investment in human capital so it requires the government to supply financial and budget for school development and make it priority, more transparent, and fair.

Tüm yaşamımız duygu ve düşüncelerimiz tarafından yönetilmektedir. Çoğumuz ağırlıkla gerçeğin farkına varmadan yaşadığımızdan düşünce becerilerimizi geliştirmeyi önemsemeyiz. The aim and objective of policy-makers is to change the face of revenue mobilization by eliminating duplicated functions, improve compliance level and reduce compliance and administrative cost. This study was aimed at examining how the integration of the revenue agencies is being managed, the challenges and how they are being managed and the lessons learnt that will guide future change managements in the Ghanaian public sector.
Both primary and secondary data were collected and analyzed. The mixed-method design was used where a questionnaire was administered to respondents. An interview was also conducted to delve into some of the issues that emerged from analysing the data from the questionnaire. A major finding of the study is that there is a lack of effective communication which is the number one vehicle to drive the change. The employees believed that the change is not well-planned and does not have momentum although they believed that when well implemented, the change will lead to enhanced revenue mobilization.
Based on the findings, it has been recommended among others that the modernization must maintain the balance between satisfying clients and staff needs and its purpose by developing a structure and a culture that encourage.

The study examines the interaction and feedback mechanism between agricultural and oil sectors with output in Nigeria from 1981 to 2012, using vector auto regression (VAR) methodology. Output response to OIL revenue innovation was only additive in the shortest. Output response to agriculture output exhibited positive effect of economic development through investing in the agricultural sector even from the gains from the oil sector in as oil shock showed positive response in the agricultural sector in Nigeria. Conclusively, the three economic variables are vital economic mix for economic development in Nigeria and policies and planning be optimised for economic progress.

Over the past ten years, 'The Girl Effect'–the discourse and practice of investing in third world girls' education—has ascended to the top of the international development agenda as the 'highest return investment strategy' to end poverty. This paper interrogates the trend by investigating the genealogy of 'The Girl Effect' as The Nike Foundation's flagship corporate social responsibility campaign and the theory of change it is based on. A literature analysis of The Nike Foundation's most recent intervention projects— " The Girl Effect Accelerator " and 'Girl Hub' pilot projects in Ethiopia, Nigeria, and Rwanda—will elucidate the underlying investment logic and serve as a representative sample of the broader emerging practice. While claiming to advance " gender equality " and " women's empowerment " , I argue that The Girl Effect accomplishes the opposite by reinforcing gender inequity on both the micro and macro levels. Feminist grammars are instrumentalized as window dressing to exploit third world females as prospective (1) debtors in the expansion of credit markets, (2) exploits in the expansion of consumer markets, and (3) the 'untapped resource' for cheap labor. An epochal look at second wave feminism will show how 'The Girl Effect Paradigm' is a second wave of neoliberal exploitation—a parallel of its first female-led development era (1980s-1990s). This paper warns that as this phenomenon grows in hegemony it is insidiously displacing feminism as a political project and neutralizing the need for a truly transformational agenda. Without a counterbalance of vigilant public scrutiny and debate, we risk letting it crystallize Western-patriarchal-capitalism even more deeply in an unyielding global glass ceiling.

With the emergence of globalization, Philippines has been more dynamic in terms of its economy. Currently, it is one of the Asian Tiger economies together with Taiwan, China, and Malaysia. One of the reasons of its robust economy is due to remittances from abroad. Overseas Filipino Workers (OFW) became more widespread among different countries. However, based on PSA’s employment rate report (July 2016), 21.9% of the unemployed are college graduates. The demand of the local economy does not match the labor the university has been producing. Hence, instead of serving the country they go abroad to earn for a living and practice their profession. One of the objectives of this research is to discover the reasons of college graduates for emigrating abroad and how it benefits them in various aspects. Also, this paper  aims to identify the roots of university-industry mismatch in terms of human capital development and devise possible ways to address these issues.  Moreover, this will discuss the effects of globalization, whether it be benefitial or harmful to the economy of the Philippines. To identify the answers to these questions and achieve the objectives, the researcher devised a questionnaire to find out the factors that made college students work abroad. The platform that was used to ask OFWs is through Facebook given that the interviewees have different timezones and some have no time to access Google Form. With this, the major findings are the following 1) Working abroad gave them a higher and just profit, more social benefits, and lower/no taxation 2) Most of them got their first job immediately but are underemployed and 3)  Other than economic gains, OFWs emigrated because of the opportunity to practice what they have learned throughout college.

Organizations are highly concerned with providing high value to their customers as well as achieving competitive advantage. Knowledge, experience, and way of accomplishing challenging tasks of employees enable these organizations to provide customers more value in terms of quality and low cost. Consequently, they sustain competitive advantage by further developing highly valuable and unique employees or human capital. This paper aims to analyze the extent at which human resource management (HRM) practices (recruitment strategy, training, performance appraisal, career management, and reward strategy), knowledge management system (KMS) factors (tactical knowledge management process, organizational culture, and communication), and leadership factors (transformational leadership and interim leadership) creating human capital within a firm. In this direction, data were collected from 468 Indian manufacturing employees to analyze the impact of HRM practices, leadership factors, and KMS factors on human capital creation. In this interdisciplinary study, human capital creation is examined by the extent at which employees perceive the benefits from their human capital. The hierarchical regression analysis results show that all the aspects of HRM, KMS, and leadership have significant relationship with human capital creation in Indian manufacturing companies. Age, education, rank, and tenure of employees are considered as control variables since these variables have significant relationship with human capital creation.

kultural bagi ASN. Sedangkan pembina kompetensi teknis
dilakukan oleh instansi teknis. Namun demikian, semua rencana
pengembangan kompetensi manajerial dan sosial kultural yang
dilakukan oleh instansi Pemerintah disampaikan kepada Menteri
yang membidangi Pendayagunaan Aparatur Negara melalui
Lembaga Administrasi Negara. Hasil kajian ini akan disampaikan kepada para pemangku

Am explorat această ipoteză analizând performanța metacognitivă într-o sarcină de selecție vizuală (optică) în contextul existenței unei sarcini concurente pentru memoria de lucru (ML). Am descoperit astfel că suprasolicitarea memoriei de lucru cauzează o scădere atât a performanțelor de selecție vizuală cât și a performanțelor metacognitive. Manipularea activă a conținuturilor ML au produs o scădere selectivă a performanței metacognitive, fără a avea nici o influență asupra capacitășii de discriminare vizuală. Aceste rezultate la nivel comportamental sunt conforme cu rezultate ale cercetărilor neuroțiințifice anterioare privitoare la faptul că CPF (cortexul pre-frontal) superior este cel antrenat în și necesar (i)metacogniției vizuale și (II) manipulării active a conținuturilor ML, nu doar în menținerea acestora. Efectele procesării conținuturilor ML asupra metacogniției sugerează că aceste funcții cognitive aparent distincte își revendică aceleași mecanisme cognitive Cauza cognitivă comună a acestor sarcini poate fi identificată în (i) re-reprezentarea la nivel superior a informației senzoriale de la nivelele inferioare și/sau (ii) aplicarea regulilor procesului decizional pentru a transforma reprezentările de la nivelul CPF în reacții (răspunsuri) cognitive/ motorii.

There is an awakening of the need to diversify the Nigerian economy. The current shock being suffered by the Nigerian economy as a result of oil mono economy and oil price fluctuation is an indication that the time to explore other sectors of the economy is now. It is near impossible to achieve sustainable economic development on a mono-economy. This is because a house standing on one pillar will surely collapse if the pillar collapses. It is the position of this paper that practical attention must be giving to economic diversification rather than political mantra. The paper advocates that this can be achieved through adequate development of human capital, particularly in technological capacity. It elected TVET as the much needed and suitable education and training programme for developing the human capital. The paper holds that TVET produces human capitals with the right competence and attitude to explore the environment, hence diversifying the economy.

Niniejsza publikacja przedstawia wyniki badania „Ocena procesu zarządzania zasobami ludzkimi w oparciu o kompetencje w kontekście uczenia się przez całe życie”. Badanie to było zrealizowane przez Instytut Badań Edukacyjnych w ramach prac związanych z opracowywaniem Polskiej Ramy Kwalifikacji (PRK) , kierunków modernizacji systemu kwalifikacji w Polsce opartego na PRK oraz badań mających na celu identyfikację roli pracodawców w procesie uczenia się osób dorosłych w kontekście związków pomiędzy szeroko rozumianą edukacją a rynkiem pracy . Głównym celem badania było zebranie wiedzy na temat tego, jak kształtowany jest w Polsce popyt pracodawców średnich i dużych przedsiębiorstw na kwalifikacje i kompetencje oraz jak pracodawcy wykorzystują dostępne instrumenty zarządzania zasobami ludzkimi w oparciu o kompetencje. Główną przesłanką było to, że z perspektywy przedsiębiorstw pożądane jest podnoszenie kompetencji pracowników, które stają się powoli najważniejszym zasobem organizacji. Zdolność organizacji do zidentyfikowania i zatrzymania najlepszych pracowników oraz umiejętność promowania pożądanych postaw i zachowań stają się kluczowymi czynnikami sukcesu. Aktualizowanie posiadanej przez pracowników wiedzy oraz rozwijanie nowych umiejętności często ma zasadnicze znaczenie w utrzymaniu się organizacji na rynku, szczególnie w branżach wysokich technologii oraz obszarach wymagających dużej wiedzy specjalistycznej. Zaprezentowane wyniki pokazują, jak pracodawcy wpisują w politykę swoich przedsiębiorstw zarządzanie kompetencjami m.in. w zakresie ich weryfikacji, metod budowania i finansowania działań mających na celu rozwój pracowników. Takie ujęcie problematyki – wcześniej niestosowane w ramach polskich badań – pozwoliło na ocenę roli średnich i dużych przedsiębiorstw we wdrażaniu polityki uczenia się przez całe życie w Polsce.

Productivity is the ultimate goal for a firm, and enhancing it is one of the big strategic challenges for organizations. Achieving optimum firm productivity is an elusive endeavor and firms hustle in continually improving their quantity level and efficiency. In Kericho County the tea industry has recently been beset by productivity challenges and tea firms have come up with human resource initiatives to address this so as to remain competitive. Therefore, the study sought to investigate the effect of human capital development on productivity in multinational tea companies in Kericho County, Kenya. Specific objectives are to determine the effect of mentoring and investigate the influence of training on firm’s productivity. The study used human capital and sustainable resource theories. Descriptive research design was employed by the study. The target population was 485 staff which included senior and middle-level management staff. Stratified and simple random sampling techniques were used to collect a sample of 146 respondents from the population. Descriptive statistics, especially the mean and standard deviation and inferential statistics were used. Data presentation was done using pie charts, graphs and frequency distribution tables. The results indicated that mentoring and training were significant on firms’ productivity. In conclusion mentoring is effected by induction, career development and personal change in both social and economic aspect that ensured high effectiveness, efficiency, quality and capacity of organization productivity. Training through on-job, off-job and informal training affected productivity of the organization.

In a competitive marketplace, talent management is a primary driver for organizational success. Broadly defined, talent management is the implementation of integrated strategies or systems designed to increase workplace productivity by developing improved processes for attracting, developing, retaining and utilizing people with the required skills and aptitude to meet current and future business needs (SHRM, 2006).  A recent study shows that 85% of HR executives state that the “single greatest challenge in workforce management is creating or maintaining their companies’ ability to compete for talent.” (Human Capital Institute, 2005). Without a doubt, effective talent management offers one of the most critical points of strategic influence today.

In the era of the 21st century, the best higher education institutions have more than one role. Not only do they educate and train students but they also create new ideas and knowledge for the short-term contemporary issues as well as long-term complex problems. In the strategic goals, five aspects are critical in higher education: the democratization of knowledge and access, the contestability of the market and funding, the research technologies, the global mobility and the integration with the industry. Universities should have strategic plans including strategic goals. In this study, the strategic models and plans of the public (5) and private (5) universities are analysed from the five different aspects. In order to deeply understand the dynamics at these universities, the phenomenological interpretive analysis is preferred. University leaders
and managerial departments should consider market needs and do strategic plan accordingly. Hence, they should develop the strategic thinking capacity of both their academic staff and researchers for short and long terms need of the industry. Results have shown that most universities have wrong perception regarding the strategic model and plan. Neither private nor public universities possess enough knowledge on the subject.

Anksiyete; kaygı veya başka bir deyişle endişe insanların deneyimlediği bir korku ve gerilim halidir. Bazı görüşlere göre yaşanan iç çatışmaların sonucudur. Bazılarına göre ise öğrenilmiş davranışlardır. Denetim dışına çıkıp kişinin işlevselliğini aksattığında rahatsızlık olarak adlandırılır.

Eskiden insanların ortalama ömürleri otuz beş yılken ve kendi küçücük dünyalarında yaşarken çoğu kez endişeli olmaya fırsatları olmazdı ve anksiyeteden söz edilmezdi. Oysa, globalleşmenin dünyayı adeta kocaman bir ülkeye dönüştürmesi , mobil teknolojilerin ve sosyal medyanın günbegün hayatımıza sirayeti, bilgisayarların gitgide insan gücünün yerini alması, rekabetin hızla artması, stresli yaşam koşulları ve tarihte hiç olmadığı kadar çok sayıda seçenek arasından karar verme mecburiyeti günümüzde anksiyeteyi en yaygın zihinsel rahatsızlık konumuna getirmiştir. Günümüzde sadece ABD'de yılda 40 milyon kişi anksiyete rahatsızlığından muzdarip olmakta, her dört kişiden biri ise hayatının bir noktasında onunla mücadele etmektedir.

This study examined the effect of entrepreneurial skills on SME’s productivity in Nnewi North Local Government Area of Anambra State Nigeria. Three research questions were raised in line with the objectives of the study. Also, three research hypotheses wee formulated. The instrument for data collection is a structured questionnaire which is used in analyzing the research questions, data collected were analysed using statistical mean (x) and standard deviation. The population of the study is 100. Based on the findings, the study revealed that, management skills, marketing skills, accounting skills and discussed risk management skills are needed for effective productivity of SMEs. Based on the findings, the researcher recommends that every potential graduate should be entrepreneurial in character, and also the government can do more by emphasizing entrepreneurial skill acquisition in all levels of education.

This research, conducted by the author when a Senior Researcher at Newcastle University, UK, was funded by a UK governance organisation to help them assess, integrate and improve their understanding of the governed population.

ABSTRACT: Governance organisations have been urged to develop more holistic evidence-based approaches with partners to better deal with issues affecting the governed population. This presupposes an understanding of the population, yet there has been little research work addressing how governance organisations come to understand their governed population, nor how this understanding can be improved upon within such organisations.

This case study examined in-depth how understanding of a governed population was developed within one UK local governance organisation and it explored how such understanding might be developed and improved through more holistic and evidence-based organisational learning within the organisation and its governance partnerships.

The research methodology involved placement within the governance organisation, participant observations on several projects and innovative initiatives, observations within, across, and outside the organisation, and also interviews with varied key stakeholders.

The study examined:

- stakeholder engagement and networks
- current and varied understandings of the population
- mechanisms actually used for developing understandings
- the influence of context on organisational learning

and analysed these to arrive at a recommendations to improve organisational understanding of the governed population.

In the case studied, significant strengths were found: including innovative past learning trials for development, extensive ongoing networking activities, and many varied and accumulating quantitative datasets available across partnerships.

However, entrenched organisational approaches and practices constrained the development of holistic evidence-based understanding, for instance: the absence of systematic maintained collective learning processes; weak recording and forgetting of understandings; methodological exclusion of stakeholders from the development of understanding; the relative neglect of qualitative data, explanations, investigations, interpretations, and reflexivity; and also implicit organisational acceptance of such limitations and low aspirations.

Nonetheless, untapped opportunities existed to enable change including: latent practitioner knowledge and innovative management champions, the desire for improvement and raised aspirations within learning networks, and the development potential of alterative learning approaches.

It was concluded that more holistic evidence-based understanding was possible, but required new learning approaches beyond those then in use in both local government or academia.   

Recommendations are made to utilise and develop improved organisational learning approaches trialed and reported in the case study.

It is argued that the case study findings, conclusions, and recommendations may be applicable to other similar local governance organisations and partnerships that seek to better understand local populations, services and interventions.

Globally organisations (private and public alike) are being pressured by the public to be more efficient in the use of their resources, to be flexible in the face of changing local and global trends, and to be more accountable in the use of resources and assets. This includes not leaving important organisational aspects such as intellectual capital development, relationship management, stakeholder engagement and knowledge management to chance.

Both private and public organisations are therefore purposefully turning toward organisational learning and its modern format, knowledge management, for insight. Unfortunately, most of the books in this area focus on the theoretical aspects of learning and knowledge management.  Additionally, executives, managers and employees in public organisations are finding that most of the learning and knowledge management literature has been exclusively written for the private sector.

It is with the above in mind that we have researched and designed theory, insights and frameworks that would work for the public sector. This text was written to be practical and implementable – hence the focus on ‘praxis’ in the title. One of the questions we are often asked is, “Now that I know something about knowledge management, and believe that it can add value to my organisation, where do I start and what do I start doing?”

Knowledge Management Praxis not only provides the phased tools for “doing”, through practical questionnaires, surveys and framework, but if worked on simultaneously by multiple members of a department or division, creates the necessary shared language and understanding for generating rapid successes and effectiveness.  It has been written primarily for managers and employees (even though it could assist in strategic planning processes).

Although most of the book refers specifically to the public sector, managers and employees in the private sector will benefit from the insights, templates and frameworks, surveys and practicality of the book.

The text draws on best practice, and is borne out of the research and consulting experiences of the authors, it is therefore both relevant and known to be effective.

We believe that it presents an interesting collective of inquiry, that has been contextualised both in its implications for theory and practice of knowledge management.

Zakat merupakan salah satu daripada sumber ekonomi utama bagi negara Islam. Pengurusan zakat secara efisien dan sistematik mampu melonjakkan potensi zakat sebagai instrumen pembangunan umat Islam. Pemanfaatan dana zakat secara optimum sememangnya penting bagi meningkatkan kualiti dan potensi setiap umat Islam. Di Malaysia, pentadbiran dan pengurusan zakat dikelola oleh Majlis Agama Islam di setiap negeri. Pihak MAIN bertanggungjawab dalam menentukan kelayakan penerima serta bentuk bantuan yang bersesuaian dengan latar belakang setiap penerima agar bantuan yang diberikan dapat dimanfaatkan sebaik mungkin. Kajian ini bertujuan meneliti potensi zakat dalam membangunkan kualiti umat Islam di Malaysia dengan menyoroti amalan setiap MAIN dalam mengagihkan bantuan kepada setiap penerima zakat yang berkelayakan. Statistik agihan serta bentuk program yang disediakan oleh pihak MAIN dianalisis secara deskriptif bagi melihat potensi zakat itu sendiri secara praktikal dalam meningkatkan kualiti umat Islam. Kajian mendapati pihak MAIN telah menyediakan pelbagai program bertujuan meningkatkan kualiti asnaf menerusi pengagihan ekonomi secara seimbang, penyaluran kebajikan sosial, penghasilan modal insan serta peningkatan taraf pendidikan. Maka, setiap umat Islam khususnya para pembayar zakat perlu mengambil peluang untuk sama-sama terlibat dengan pihak MAIN dalam memastikan hasil dana zakat tersebut dapat dioptimumkan bagi membangunkan umat Islam di Malaysia.

A significant shift in thinking about human development has taken place with Nobel Laureate Amartya Sen as one its leading advocates. People are considered to be real wealth of nation. They can be transformed into Human capital with effective inputs of education, health and moral values. The transformation of raw human resource into highly productive human resource with these inputs is the process of human capital formation. This paper attempts to explain the role of human capital formation in economic and human development. The paper is divided into three sections; the first section discuss the meaning of human capital formation, in the second section the role of human capital in economic development is discussed, and the last section explain the relationship between human capital formation and human development. Human capital formation brings economic development by improving the technical and creative skills of labour force and also results in human development by enhancing the quality of life. Hence, human capital formation is considered as backbone of human development and economic prosperity.

İnsanoğlunun hayat serüveninde belki de en fazla zorlandığı evre ergenlik evresidir çünkü bu evrede yavaş yavaş çocukluktan çıkıp yetişkinliğe geçiş yapmakta olan bir birey, artık ne çocuktur ne de tam anlamıyla bir yetişkindir. Bu evre sadece ergenler için değil aynı zamanda ergenlik çağında çocuğu olan anne babalar, ergen öğrencileri olan öğretmenler ve hatta ergenlerle çalışan psikolojik danışmanlar için de oldukça zorludur.
Bu nedenle ergenler ve gençlerle çalışan psikolojik danışmanların bu evrenin doğasını iyi tanımaları, ergenlerin ve gençlerin karşı karşıya kalabilecekleri temel zorlukları iyi bilmeleri ve bu özel gruba yardım ederken hangi teknik ve stratejileri kullanmaları gerektiği konusunda iyi yetişmiş olmaları gerekir.
İşte hem kuram hem de uygulamada engin deneyime sahip Kathryn Geldard ve David Geldard tarafından kaleme alına bu kitap, ergenler ve gençlerle çalışan okul psikolojik danışmanları, psikologlar ve psikiyatristlerin ihtiyaçlarına göre hazırlanmıştır. Kuşkusuz kitabın, anılan mesleklere hazırlanan öğrenciler için de bir başvuru kitabı olduğu gözden kaçırılmamalıdır.

Актуальность. В статье рассмотрены информационно-коммуникационные технологии как фактор политического, экономического и технологического влияния на мировое развитие. ИКТ предоставляют колоссальные возможности для научно-технологического развития, с одной стороны, через ускорение процессов получения результатов научных изысканий, на которые ранее требовались десятилетия и огромные инвестиционные ресурсы, а с другой – за счет расширения возможностей по обмену научно-технологической информацией. ИКТ стали основной причиной ускорения процессов имитации технологий, методов, товаров, смены приоритетов НИОКР от стремления получать новые фундаментальные знания, создавать новые базисные технологии и радикальные инновации к формированию системы, нацеленной на появление большого числа незначительных
инноваций на цикличной основе. ИКТ стали важнейшим источником накопления мирового технологического капитала. С 1980 по 2018 г. общее число заявок на выдачу патентов в сфере ИКТ составило почти 22,4% мирового объема заявок на выдачу патентов. Совокупное число заявок на выдачу патентов в сфере ИКТ в 1980–2018 гг. превысило 13,3 млн. ИКТ трансформируют целые отрасли экономики, позволяют получать значимый эффект с точки зрения эффективности функционирования предприятий и формировать новые рынки, предоставили дополнительные возможности для экономических агентов по доступу к инвестиционным ресурсам для развития или запуска новых проектов.
Цель исследования. Оценка влияния процессов развития ИКТ на мировое социально-экономическое и научно-технологическое развитие на долгосрочную перспективу.
Задачи исследования. Формирование базы знаний о развитии мирового технологического капитала, выявление и анализ ключевых процессов, особенностей, моделей и факторов развития
ИКТ в долгосрочном периоде, анализ влияния научно-технологического прогресса в сфере ИКТ, развитие технологического и человеческого капитала.
Результаты исследования. Исследование позволило выявить несколько важных тенденций мирового технологического развития в сфере ИКТ, которые могут быть использованы при формировании национальных стратегий и программ долгосрочного социально-экономического развития, программ поддержки развития ИКТ. Результаты исследования дают понимание о преимуществах ИКТ для развития национальных экономик, какие угрозы и риски связаны с применением ИКТ.

Relevance. The article considers information and communication technologies as a factor of political, economic and technological influence on world development. ICTs provide enormous opportunities
for scientific and technological development, on the one hand, by accelerating the processes of obtaining the results of scientific research, which previously required decades and huge investment resources, and on the other-by expanding opportunities for the exchange of scientific
and technological information. ICTs have become the main reason for accelerating the processes imitation of technologies, methods, goods, the processes of changing R&D priorities from the desire to acquire new fundamental knowledge and create new basic technologies and radical innovation to implement improving and pseudo-innovations.
ICTs have become the most important source of global technological capital accumulation. From 1980 to 2018, the total number of patent applications in the field of ICT amounted to almost 22,4% of the global volume of patent applications. The total number of patent applications
in the field of ICT in the period 1980–2018 exceeded 13,3 million. ICTs transform entire sectors of the economy, allow us to obtain a significant effect in terms of the efficiency of the functioning of enterprises and form new markets, provided additional opportunities for economic agents to access investment resources for the development or launch
of new projects.
The purpose of the study is to assess the impact of ICT development processes on the global socio-economic, scientific and technological development in the long term.
The objectives of the research are to form a knowledge base on the development of global technological capital, identify and analyze key processes, features, models and factors of ICT development in the long term, analyze the impact of scientific and technological progress in the field of ICT, the development of technological and human capital.
The results of the study. The study revealed several important trends in the global technological development in the field of ICT, which can be used in the formation of national strategies and programs for long-term socio-economic development, programs to support the development of ICT. The results of the study provide an understanding of the advantages
of ICT for the development of national economies, what threat.

The focus of this research is to examine the correlation of high performance work system and organizational culture with human capital development which is a significant predictor of sustainable competitive advantage for a firm. Furthermore, it also intends to test the moderating effect of organizational culture in aforementioned link. Global economies are forcing firms to strive for sustainable competitive advantage for their existence in the global market. However, it requires higher level of human capital in the organization to perform effectively and to sustain long-term competitive advantage for a firm. The research has collected data from 40 HR managers of telecom companies of Pakistan. Data was analysed using SmartPLS3 through the assessment of the measurement model for testing the reliability and validity of the measurement and the assessment of structural model for testing the hypotheses. The findings provide evidence of association between human capital development and organizational culture with high performance work system. The research further finds significant moderating effect of organizational culture on the relationship between high performance work system and human capital development in the background of telecom sector of Pakistan. The findings contribute to RBV theory by highlighting the significance of human capital development as a source of competitive advantage for a firm. The current research has provided the support for the key theoretical propositions. The study is imperative for practitioners and organizations since it offers further suggestions and guidelines for the importance of vital predictors to develop human capital for improving organizational performance and for gaining sustainable competitive advantage. The study is unique in a sense as it intends to offer additional empirical evidence in the support of RBV theory in the context of a developing country (Pakistan) given its unique cultural setting.
