Upu
Upu, also called Apu (and Ubi or Upi by some authors), was the region surrounding Damascus of the 1350 BC Amarna letters. Damascus was named Dimašqu/Dimasqu/ etc. (for example, "Dimaški"-(see: Niya (kingdom)), in the letter correspondence.
The region is only referenced in three letters, EA 53, 189, and 197 (EA is for 'el Amarna'). Etakkama of Qidšu (Kadesh) in the Beqaa (named the Amqu) is in partial control, between allegiance to Pharaoh, and conjoining forces with the king of Hatti.
An example of the intrigue is from the last third of EA 53, (entitled: "Of the villain Aitukama"):
The intrigue of the three Amarna letters appears to involve areas to the north and northwest of Damascus, into Lebanon and the Beqaa (named Amqu).
And, for example Tašša, appears to be "Tahash," Tahaš, named after the biblical 'Tahash' personage; see: Patriarchs (Bible).

Southland Tales
Southland Tales is a 2006 sci-fidramedy thriller film and the second film written and directed by Richard Kelly. The title refers to the Southland, a name used by locals to refer to Southern California and Greater Los Angeles. Set in the then-near future of 2008, as part of an alternate history, the film is a portrait of Los Angeles, and a satiric commentary on the military–industrial complex and the infotainment industry. The film features an ensemble cast including Dwayne Johnson, Seann William Scott, Sarah Michelle Gellar, Mandy Moore, and Justin Timberlake. Original music for the film was provided by Moby. The film is an international co-production of the United States and Germany.
The film premiered May 21, 2006 at the 2006 Cannes Film Festival, where it received negative reception. After significant edits, the final version premiered at Fantastic Fest on September 22, 2007. It opened in limited release in California on November 14, 2007 and in Canada as well as nationwide in United States, in just 63 theaters, on November 16, 2007. The film opened in the United Kingdom on December 7, 2007.
Universal Postal Union
The Universal Postal Union (UPU, French: Union postale universelle) is a specialized agency of the United Nations that coordinates postal policies among member nations, in addition to the worldwide postal system. The UPU contains four bodies consisting of the Congress, the Council of Administration (CA), the Postal Operations Council (POC) and the International Bureau (IB). It also oversees the Telematics and EMS cooperatives. Each member agrees to the same terms for conducting international postal duties. The UPU's headquarters are located in Bern, Switzerland.
French is the official language of the UPU. English was added as a working language in 1994. The majority of the UPU's documents and publications – including its flagship magazine, Union Postale – are available in the United Nations' six official languages (French, English, Russian, Mandarin Chinese, Spanish, and Arabic).
Overview
Prior to the establishment of the UPU, each country had to prepare a separate postal treaty with other nations it wished to carry international mail to or from. In some cases, senders would have to calculate postage for each leg of a journey, and potentially find mail forwarders in a third country if there was no direct delivery. To simplify the complexity of this system, the United States called for an International Postal Congress in 1863. This led Heinrich von Stephan, Royal Prussian and later German Minister for Posts, to found the Universal Postal Union. It is currently the third oldest international organization after the Rhine Commission and the ITU. The UPU was created in 1874, initially under the name "General Postal Union", as a result of the Treaty of Bern signed on October 9, 1874. Four years later, the name was changed to "Universal Postal Union."
